【摘要】：農(nóng)村公路是我國(guó)公路網(wǎng)的重要組成部分,它連接廣大的縣、鄉(xiāng)、村,覆蓋面積廣,里程長(zhǎng),直接服務(wù)于農(nóng)業(yè)、農(nóng)村和農(nóng)民,是建設(shè)社會(huì)主義新農(nóng)村的重要基礎(chǔ)設(shè)施,也是連接城鄉(xiāng)的橋梁和紐帶,對(duì)促進(jìn)城鄉(xiāng)經(jīng)濟(jì)發(fā)展具有極其重要的意義。 尋甸縣農(nóng)村公路路網(wǎng)分布不均勻,公路路況普遍較差、技術(shù)等級(jí)低、舒適性和安全性難保障；通達(dá)不足、路網(wǎng)密度小、布局不合理；建設(shè)管理包括項(xiàng)目管理、質(zhì)量管理方式方法簡(jiǎn)單；融資渠道單一、融資政策缺失、資金缺口極大；養(yǎng)護(hù)管理機(jī)制不完善、養(yǎng)護(hù)質(zhì)量差等方面的問(wèn)題嚴(yán)重影響了尋甸農(nóng)村公路服務(wù)農(nóng)村、服務(wù)經(jīng)濟(jì)、服務(wù)社會(huì)的功能的發(fā)揮,制約了農(nóng)村經(jīng)濟(jì)社會(huì)發(fā)展。 本文通過(guò)對(duì)國(guó)內(nèi)外農(nóng)村公路比較研究,總結(jié)分析了國(guó)內(nèi)外農(nóng)村公路建設(shè)管理方面先進(jìn)的方法、經(jīng)驗(yàn)和可以借鑒的地方,通過(guò)調(diào)查研究,在準(zhǔn)確分析尋甸縣農(nóng)村公路建設(shè)和管理現(xiàn)狀的基礎(chǔ)上,提出如下建議： 尋甸縣農(nóng)村公路應(yīng)充分考慮自然環(huán)境、資源分布、農(nóng)業(yè)和產(chǎn)業(yè)結(jié)構(gòu),以及尋甸縣在昆明市發(fā)展布局中的地位、與周邊地區(qū)的經(jīng)濟(jì)貿(mào)易聯(lián)系、與城市主干路網(wǎng)銜接等因素,應(yīng)統(tǒng)籌規(guī)劃、因地制宜的農(nóng)村公路建設(shè)發(fā)展對(duì)策,使農(nóng)村公路網(wǎng)規(guī)劃與農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)調(diào)整、農(nóng)村工業(yè)發(fā)展布局和農(nóng)民生活質(zhì)量提高的鄉(xiāng)鎮(zhèn)發(fā)展規(guī)劃相協(xié)調(diào)。 借鑒國(guó)內(nèi)外農(nóng)村公路管理服務(wù)方面做得好的方法、經(jīng)驗(yàn),結(jié)合公共產(chǎn)品及公共產(chǎn)品供給理論,利用現(xiàn)代管理技術(shù)、融資渠道和人才培養(yǎng)模式,提出農(nóng)村公路規(guī)范管理、加強(qiáng)監(jiān)督,廣開(kāi)渠道、籌措資金,堅(jiān)持以人為本、注重生態(tài)環(huán)境保護(hù),建管養(yǎng)并重,建立長(zhǎng)效的養(yǎng)護(hù)管理機(jī)制,實(shí)現(xiàn)公路與“三農(nóng)”、與自然、與經(jīng)濟(jì)社會(huì)和諧發(fā)展。
[Abstract]:Rural highway is an important part of highway network in our country. It connects counties, townships, villages, covers a wide area, has a long mileage, directly serves agriculture, rural areas and farmers, and is an important infrastructure for building a new socialist countryside. It is also a bridge and tie connecting urban and rural areas, which is of great significance to promote the economic development of urban and rural areas. The distribution of rural highway network in Xundian County is uneven, the road condition is generally poor, the technical grade is low, the comfort and security are difficult to guarantee, the access is insufficient, the road network density is small, and the layout is unreasonable. The construction management includes the project management, the quality management method is simple, the financing channel is single, the financing policy is missing, and the fund gap is great. The problems of imperfect maintenance management mechanism and poor maintenance quality have seriously affected the function of Xundian rural highway in serving the countryside, serving the economy and serving the society, and restricted the development of the rural economy and society. Based on the comparative study of rural roads at home and abroad, this paper summarizes and analyzes the advanced methods, experiences and places for reference in the construction and management of rural highways at home and abroad. Based on the accurate analysis of the present situation of rural highway construction and management in Xundian County, the following suggestions are put forward: the rural highway in Xundian County should take full account of the natural environment, the distribution of resources, the agricultural and industrial structure, As well as the status of Xundian County in the development layout of Kunming, the economic and trade links with the surrounding areas, the connection with the urban trunk road network, and so on, we should plan as a whole and take measures for the development of rural highway construction in accordance with local conditions. The planning of rural highway network is coordinated with the adjustment of agricultural industrial structure, the layout of rural industrial development and the development plan of villages and towns where the quality of life of farmers is improved. Referring to the good methods and experiences of rural highway management service at home and abroad, combining the theory of public goods and public goods supply, using modern management technology, financing channel and talent training mode, the paper puts forward the standardized management of rural highway. Strengthening supervision, opening wide channels, raising funds, insisting on people-oriented, paying attention to the protection of ecological environment, building management and raising, establishing long-term maintenance and management mechanism, realizing the harmonious development of highway and "three rural areas", with nature, and with economy and society.
