福建省高速公路路政管理研究

【摘要】：高速公路是國民經(jīng)濟(jì)和社會發(fā)展的必然產(chǎn)物。20世紀(jì)60年代以來,高速公路在世界各地得到迅速發(fā)展。中國大陸修建高速公路起步較晚,但起點(diǎn)高、發(fā)展快。經(jīng)過20多年的迅速發(fā)展,我國高速公路事業(yè)取得了舉世矚目的成就。近年來,高速公路路政管理日益成為高速公路管理領(lǐng)域探討的熱點(diǎn)問題。在國家機(jī)構(gòu)改革和職能轉(zhuǎn)變的大背景下,對作為高速公路行政執(zhí)法的高速公路路政管理進(jìn)行分析、定位和研究,具有重要的理論和現(xiàn)實(shí)意義。本文通過分析比較中國高速公路管理的各種基本理論,提出筆者自己的見解,為我國高速公路管理學(xué)的發(fā)展和完善做點(diǎn)基礎(chǔ)性工作；通過對福建省高速公路路政管理的現(xiàn)狀、存在問題以及改進(jìn)措施的分析和探討,為福建省高速公路路政管理做點(diǎn)有益的探索。
[Abstract]:Expressway is the inevitable product of national economy and social development.After 1960s, expressway has been developing rapidly all over the world. The construction of highway in mainland China started late, but the starting point is high and the development is fast. After more than 20 years of rapid development, the cause of highway in China has made remarkable achievements. In recent years, highway administration has become a hot issue in the field of highway management. Under the background of the reform of national institutions and the transformation of functions, it is of great theoretical and practical significance to analyze, locate and study the highway administration as an administrative law enforcement system. By analyzing and comparing various basic theories of expressway management in China, this paper puts forward my own opinions, and does some basic work for the development and perfection of expressway management in China. Based on the analysis and discussion of the present situation, existing problems and improvement measures of highway administration in Fujian Province, this paper makes a beneficial exploration for highway administration in Fujian Province.
