港口建設(shè)費(fèi)的調(diào)整對(duì)中國航運(yùn)業(yè)影響及其對(duì)策的研究

【摘要】:港口建設(shè)費(fèi)是根據(jù)國務(wù)院《港口建設(shè)費(fèi)征收辦法》的規(guī)定,由交通運(yùn)輸部負(fù)責(zé)的,向進(jìn)出對(duì)外開放口岸港口轄區(qū)范圍的所有碼頭、浮筒、錨地及從事水域過駁等裝卸作業(yè)的貨物征收,專項(xiàng)用于港口建設(shè)的國家政府性基金。從1983年開始,國家規(guī)定開始征收港口建設(shè)費(fèi),中間經(jīng)歷了幾次調(diào)整,包括征收范圍,征收標(biāo)準(zhǔn)、征收對(duì)象的變化,但仍然存在港口建設(shè)費(fèi)少征、漏征的情況,于是國務(wù)院經(jīng)過研究決定,從2011年10月1日開始,港口建設(shè)費(fèi)改由海事機(jī)構(gòu)代為征收,以保證港口建設(shè)費(fèi)征收順利進(jìn)行。 本論文所要完成的工作就是實(shí)地調(diào)研港口建設(shè)費(fèi)從2011年10月1日實(shí)行新的政策之后,對(duì)我國港口建設(shè)和航運(yùn)業(yè)有什么具體的影響,并詳細(xì)分析我國現(xiàn)階段的航運(yùn)業(yè)情況,結(jié)合港口建設(shè)費(fèi)征收政策的調(diào)整,提出加強(qiáng)我國港口建設(shè)和航運(yùn)業(yè)的建議和對(duì)策。 實(shí)地調(diào)研廣東汕尾地區(qū)的航運(yùn)業(yè)的情況。在實(shí)地調(diào)研時(shí),仔細(xì)的考慮了可能影響航運(yùn)業(yè)的情況,排除各種因素的影響,單純的研究港口建設(shè)費(fèi)征收調(diào)整之后對(duì)航運(yùn)業(yè)的影響情況。另外再根據(jù)國內(nèi)外關(guān)于港口建設(shè)和航運(yùn)業(yè)管理的先進(jìn)經(jīng)驗(yàn),探索如何更好的加強(qiáng)中國的港口建設(shè)專業(yè)化、現(xiàn)代化、集約化發(fā)展,探索中國航運(yùn)業(yè)的新出路。 本文在分析和總結(jié)的基礎(chǔ)上,主要研究了以下幾方面的工作: 1、從1986年開始征收港口建設(shè)費(fèi)的歷史回顧以及收費(fèi)過程的弊端分析; 2、詳細(xì)分析調(diào)整后的港口建設(shè)費(fèi)征收與調(diào)整前的政策有什么不同的地方; 3、我國現(xiàn)階段港口建設(shè)和航運(yùn)業(yè)狀況分析; 4、按照新政策開始征收港口建設(shè)費(fèi)之后,對(duì)我國的航運(yùn)事業(yè)有什么影響; 5、我國航運(yùn)業(yè)的發(fā)展趨勢(shì)和改革方向; 6、進(jìn)一步加強(qiáng)我國航運(yùn)事業(yè)和港口建設(shè)的建議和對(duì)策; 擬解決的關(guān)鍵問題: 1、新的港口建設(shè)費(fèi)征收政策在哪些方面做了較大的改進(jìn); 2、新的港口建設(shè)費(fèi)施行之后對(duì)我國的航運(yùn)業(yè)有什么大的影響; 3、如何更好的發(fā)展我國的航運(yùn)事業(yè)和港口建設(shè)。
[Abstract]:Port construction fees are charged by the Ministry of Transport in accordance with the regulations of the State Council on the Collection of Port Construction fees, to all terminals and buoys entering and leaving the areas under the jurisdiction of ports open to the outside world. Anchorage and cargo collection for loading and unloading operations such as water barges shall be used exclusively for port construction. Since 1983, the state has prescribed the imposition of port construction fees, which has undergone several adjustments, including changes in the scope of collection, the standards of collection, and the object of collection. However, there is still a situation where port construction fees are undercharged or omitted. As a result, the State Council decided that from October 1, 2011, the port construction fee should be collected by the maritime organization, so as to ensure the smooth implementation of port construction fee collection. The work to be accomplished in this paper is to investigate and investigate the port construction expenses on the spot after the implementation of the new policy on October 1, 2011, what specific impact on the port construction and shipping industry in China, and to analyze in detail the current situation of the shipping industry in our country. Combined with the adjustment of port construction fee collection policy, suggestions and countermeasures for strengthening port construction and shipping industry in China are put forward. Field investigation of the shipping industry in Shanwei, Guangdong. In the field investigation, carefully considered the possible impact on the shipping industry, excluding the impact of various factors, only to study the port construction fees after the adjustment of the impact on the shipping industry. In addition, according to the advanced experience of port construction and shipping industry management at home and abroad, this paper explores how to better strengthen the specialization, modernization and intensive development of China's port construction, and explore a new way out for China's shipping industry. On the basis of analysis and summary, this paper mainly studies the following aspects of work: 1. Review the history of port construction charges since 1986 and analyze the drawbacks of the charging process; (2) analyze in detail the differences between the adjusted port construction fee collection and the policy before the adjustment; 3, analyze the current situation of port construction and shipping industry in China; (4) after the port construction fee is collected according to the new policy, what influence will it have on the shipping industry in our country? 5, the development trend and reform direction of the shipping industry in our country; (6) suggestions and countermeasures for further strengthening the shipping industry and port construction in China, the key problems to be solved are: 1, which aspects of the new port construction fee collection policy have been greatly improved; 2, after the implementation of the new port construction fee, what great impact will it have on the shipping industry of our country; 3, how to develop the shipping industry and port construction of our country better.
