欽州港區(qū)域性國際航運中心戰(zhàn)略研究

【摘要】:在我國改革開放逐步深入的形勢下,廣西沿海地區(qū)也積極追趕和效仿我國東南沿海先發(fā)展地區(qū),嘗試通過建設(shè)區(qū)域性國際航運中心帶動區(qū)域發(fā)展的戰(zhàn)略。本文旨在通過對廣西欽州港外部環(huán)境和內(nèi)部條件的分析,研究欽州港建設(shè)區(qū)域性國際航運中心發(fā)展戰(zhàn)略,探索廣西沿海地區(qū)開放開發(fā)的可行路徑,從而推動廣西北部灣經(jīng)濟(jì)區(qū)加快發(fā)展。 本文采取文獻(xiàn)研究、比較研究、定性定量相結(jié)合等研究方法,以港口腹地理論、國際航運中心理論、港口群理論等為基礎(chǔ),通過考察借鑒國內(nèi)外國際航運中心建設(shè)發(fā)展經(jīng)驗,分析中國-東盟自貿(mào)區(qū)、中國西南中南等欽州港經(jīng)濟(jì)腹地經(jīng)濟(jì)條件、貿(mào)易情況和物流運輸?shù)葍?nèi)容,研究欽州港構(gòu)建區(qū)域性國際航運中心的SWOT特征,提出了欽州港區(qū)域性國際航運中心戰(zhàn)略選擇和實施保障,對廣西沿海開放開發(fā)進(jìn)行探索。 欽州港地處中國南海北部灣頂端,是我國西部沿海地區(qū)的最近的出海口。2007年廣西防城、欽州、北海等三港整合成北部灣港之后,欽州港被定位為集裝箱干線港。目前欽州港盡管規(guī)模還不夠大,但區(qū)位優(yōu)勢明顯,政策環(huán)境良好,基礎(chǔ)設(shè)施也日臻完善,,已具備成為國際航運物流樞紐的潛質(zhì)。本文在國家對廣西和欽州港有關(guān)戰(zhàn)略框架下,對國際航運中心相關(guān)理論進(jìn)行了綜述,研究了國內(nèi)外國際航運中心的發(fā)展經(jīng)驗,重點對中國-東盟自由貿(mào)易區(qū)、中國西南中南地區(qū)貿(mào)易及物流通道等進(jìn)行了分析,對中國-東盟貿(mào)易物流發(fā)展趨勢、腹地經(jīng)濟(jì)與貿(mào)易物流發(fā)展情況、中國-東盟貿(mào)易結(jié)構(gòu)、貿(mào)易物流成因及發(fā)展趨勢等做了詳盡的闡述,對欽州港區(qū)域性國際航運中心進(jìn)行了SWOT特征分析,研究了構(gòu)建區(qū)域性國際航運中心的基礎(chǔ),并在SWOT矩陣基礎(chǔ)上提出了欽州港區(qū)域性國際航運中心的戰(zhàn)略選擇和實施保障,包括申報建設(shè)自由貿(mào)易港區(qū),構(gòu)建國際航運物流網(wǎng)絡(luò),完善集疏運體系,建立港口物流戰(zhàn)略聯(lián)盟,構(gòu)建臨港產(chǎn)業(yè)供應(yīng)鏈,推進(jìn)區(qū)域聯(lián)動和區(qū)港聯(lián)動,建設(shè)自由貿(mào)易港區(qū),加強(qiáng)人才開發(fā)培養(yǎng),制定扶持政策等內(nèi)容。
[Abstract]:Under the situation of deepening reform and opening up in our country, Guangxi coastal areas also actively catch up with and emulate the first development areas along the southeast coast of China, and try to promote regional development by building regional international shipping centers. Through the analysis of the external environment and internal conditions of Qinzhou Port in Guangxi, this paper studies the development strategy of Qinzhou Port to build a regional international shipping center, and explores the feasible path of opening development in the coastal areas of Guangxi. So as to promote Guangxi Beibu Gulf Economic Zone to accelerate development. Based on port hinterland theory, international shipping center theory, port group theory and so on, this paper adopts the methods of literature research, comparative study, qualitative and quantitative analysis, and draws lessons from the experience of the construction and development of international shipping center at home and abroad. This paper analyzes the economic conditions, trade situation, logistics and transportation of Qinzhou Port's economic hinterland, such as China-ASEAN Free Trade area, south-central and south-west China, and studies the SWOT characteristics of Qinzhou Port's construction of regional international shipping center. The strategic choice and implementation guarantee of Qinzhou port regional international shipping center are put forward, and the open development of Guangxi coastal area is explored. Qinzhou Port is located at the top of Beibu Bay in the South China Sea and is the nearest outlet in the western coastal areas of China. After the integration of three ports, Fangcheng, Qinzhou and Beihai into Beibu Bay Port in 2007, Qinzhou Port was designated as the main container port. Although the scale of Qinzhou Port is not large enough at present, it has the potential to become an international shipping logistics hub with obvious location advantages, good policy environment and perfect infrastructure. In this paper, the relevant theories of international shipping center are summarized, and the development experience of international shipping center at home and abroad is studied, with emphasis on China-ASEAN Free Trade area, under the relevant strategic framework of Guangxi and Qinzhou Port. This paper analyzes the trade and logistics channels in south-west China, analyzes the development trend of China-ASEAN trade logistics, the development of hinterland economy and trade logistics, and the trade structure of China-ASEAN. The causes and development trend of trade logistics are elaborated in detail. The SWOT characteristics of Qinzhou Port regional international shipping center are analyzed, and the foundation of constructing regional international shipping center is studied. On the basis of SWOT matrix, the paper puts forward the strategic choice and implementation guarantee of Qinzhou port regional international shipping center, including declaration and construction of free trade port area, construction of international shipping logistics network, perfection of collecting and distributing system, establishment of port logistics strategic alliance. To construct the supply chain of industry near port, to promote regional linkage and port linkage, to build free trade port area, to strengthen the development and training of talents, and to formulate supporting policies and so on.
