【摘要】：我國高速鐵路建設(shè)項目引進外方監(jiān)理已經(jīng)有近8年時間,外方監(jiān)理對我國高速鐵路的建設(shè)和發(fā)展做出了巨大的貢獻。但根據(jù)我國各高速鐵路建設(shè)項目外方監(jiān)理工作報告和中方其他參建單位關(guān)于外方監(jiān)理的評價來看,不同的外方監(jiān)理項目部在我國高速鐵路建設(shè)中所發(fā)揮的作用參差不齊。因此,對外方監(jiān)理進行評價是總結(jié)我國高速鐵路建設(shè)成敗得失的一個重要方面。 本文對我國高速鐵路建設(shè)項目進行了大量的調(diào)研工作,主要針對我國高鐵建設(shè)中采用最多的外方質(zhì)量代表這種外方監(jiān)理模式進行理論研究和現(xiàn)場調(diào)研,通過在工地現(xiàn)場獲得的大量資料,從組織運作方式、職責(zé)范圍界定、工作內(nèi)容及方法和業(yè)主單位對外方質(zhì)量代表的管理等方面進行詳細的分析,找出外方質(zhì)量代表在我國高速鐵路建設(shè)工作中的特點。通過對外方質(zhì)量代表工作特點的分析,從經(jīng)濟、技術(shù)和對監(jiān)理的管理能力三個方面建立了我國高速鐵路建設(shè)項目中外方質(zhì)量代表的評價指標(biāo)體系。 常用的評價方法有專家打分法、層次分析法、灰色關(guān)聯(lián)度法、模糊綜合評價法、熵權(quán)法等。通過對我國高速鐵路建設(shè)項目中外方質(zhì)量代表工作的特點分析發(fā)現(xiàn),要對外方質(zhì)量代表進行綜合評價,則評價方法要立足于理論,與實際相結(jié)合,而且同時要定性分析和定量分析結(jié)合。綜合比較各評價方法,本文選用熵權(quán)法對我國高速鐵路項目中的外方質(zhì)量代表進行評價。 本文最后利用熵權(quán)法對我國高速鐵路建設(shè)三個項目中的外方質(zhì)量代表進行評價,通過現(xiàn)場調(diào)研和召開專家討論會的形式獲得所需數(shù)據(jù),得到的最終結(jié)果和鐵道部的階段評比結(jié)果是一致的,驗證了該評價方法和評價指標(biāo)的正確性。
[Abstract]:It has been nearly 8 years since the introduction of foreign supervision to high-speed railway construction projects in China. Foreign supervision has made great contributions to the construction and development of high-speed railway in China. However, according to the foreign supervision work report of each high speed railway construction project in our country and the evaluation of foreign supervision by other Chinese participating units, different foreign supervision project departments play different roles in the construction of high speed railway in our country. Therefore, the evaluation of foreign supervision is an important aspect to sum up the success or failure of high-speed railway construction in China. In this paper, a great deal of research work has been done on the high-speed railway construction projects in China, mainly aiming at the theoretical research and field investigation on the foreign supervision mode, which is the most frequently used foreign quality representative in the construction of high-speed railway in China. Through a large amount of information obtained at the site, detailed analysis is made from the aspects of organization, operation, definition of responsibilities, work contents and methods, and management of quality representatives of foreign parties by owners and units, etc. Find out the characteristics of quality representatives in China's high-speed railway construction. Based on the analysis of the working characteristics of foreign quality representatives, the evaluation index system of foreign quality representatives in high-speed railway construction projects in China is established from the aspects of economy, technology and management ability of supervision. The commonly used evaluation methods include expert scoring method, Analytic hierarchy process (AHP), Grey Relational degree method, Fuzzy Comprehensive Evaluation method, Entropy weight method and so on. Based on the analysis of the characteristics of foreign quality representatives in high-speed railway construction projects in China, it is found that in order to evaluate foreign quality representatives, the evaluation method should be based on theory and combined with practice. At the same time, qualitative analysis and quantitative analysis should be combined. In this paper, entropy weight method is used to evaluate the quality representatives of foreign parties in high-speed railway projects in China. In the end, the paper uses entropy weight method to evaluate the quality representatives of foreign parties in three projects of high-speed railway construction in China, and obtains the required data through field investigation and expert discussion. The final results are consistent with the stage evaluation results of the Ministry of Railways, which verifies the correctness of the evaluation method and the evaluation index.
