我國高速鐵路建設(shè)項(xiàng)目中外方質(zhì)量代表的評(píng)價(jià)研究

【摘要】:我國高速鐵路建設(shè)項(xiàng)目引進(jìn)外方監(jiān)理已經(jīng)有近8年時(shí)間,外方監(jiān)理對(duì)我國高速鐵路的建設(shè)和發(fā)展做出了巨大的貢獻(xiàn)。但根據(jù)我國各高速鐵路建設(shè)項(xiàng)目外方監(jiān)理工作報(bào)告和中方其他參建單位關(guān)于外方監(jiān)理的評(píng)價(jià)來看,不同的外方監(jiān)理項(xiàng)目部在我國高速鐵路建設(shè)中所發(fā)揮的作用參差不齊。因此,對(duì)外方監(jiān)理進(jìn)行評(píng)價(jià)是總結(jié)我國高速鐵路建設(shè)成敗得失的一個(gè)重要方面。 本文對(duì)我國高速鐵路建設(shè)項(xiàng)目進(jìn)行了大量的調(diào)研工作,主要針對(duì)我國高鐵建設(shè)中采用最多的外方質(zhì)量代表這種外方監(jiān)理模式進(jìn)行理論研究和現(xiàn)場(chǎng)調(diào)研,通過在工地現(xiàn)場(chǎng)獲得的大量資料,從組織運(yùn)作方式、職責(zé)范圍界定、工作內(nèi)容及方法和業(yè)主單位對(duì)外方質(zhì)量代表的管理等方面進(jìn)行詳細(xì)的分析,找出外方質(zhì)量代表在我國高速鐵路建設(shè)工作中的特點(diǎn)。通過對(duì)外方質(zhì)量代表工作特點(diǎn)的分析,從經(jīng)濟(jì)、技術(shù)和對(duì)監(jiān)理的管理能力三個(gè)方面建立了我國高速鐵路建設(shè)項(xiàng)目中外方質(zhì)量代表的評(píng)價(jià)指標(biāo)體系。 常用的評(píng)價(jià)方法有專家打分法、層次分析法、灰色關(guān)聯(lián)度法、模糊綜合評(píng)價(jià)法、熵權(quán)法等。通過對(duì)我國高速鐵路建設(shè)項(xiàng)目中外方質(zhì)量代表工作的特點(diǎn)分析發(fā)現(xiàn),要對(duì)外方質(zhì)量代表進(jìn)行綜合評(píng)價(jià),則評(píng)價(jià)方法要立足于理論,與實(shí)際相結(jié)合,而且同時(shí)要定性分析和定量分析結(jié)合。綜合比較各評(píng)價(jià)方法,本文選用熵權(quán)法對(duì)我國高速鐵路項(xiàng)目中的外方質(zhì)量代表進(jìn)行評(píng)價(jià)。 本文最后利用熵權(quán)法對(duì)我國高速鐵路建設(shè)三個(gè)項(xiàng)目中的外方質(zhì)量代表進(jìn)行評(píng)價(jià),通過現(xiàn)場(chǎng)調(diào)研和召開專家討論會(huì)的形式獲得所需數(shù)據(jù),得到的最終結(jié)果和鐵道部的階段評(píng)比結(jié)果是一致的,驗(yàn)證了該評(píng)價(jià)方法和評(píng)價(jià)指標(biāo)的正確性。
[Abstract]:It has been nearly 8 years since the introduction of foreign supervision to high-speed railway construction projects in China. Foreign supervision has made great contributions to the construction and development of high-speed railway in China. However, according to the foreign supervision work report of each high speed railway construction project in our country and the evaluation of foreign supervision by other Chinese participating units, different foreign supervision project departments play different roles in the construction of high speed railway in our country. Therefore, the evaluation of foreign supervision is an important aspect to sum up the success or failure of high-speed railway construction in China. In this paper, a great deal of research work has been done on the high-speed railway construction projects in China, mainly aiming at the theoretical research and field investigation on the foreign supervision mode, which is the most frequently used foreign quality representative in the construction of high-speed railway in China. Through a large amount of information obtained at the site, detailed analysis is made from the aspects of organization, operation, definition of responsibilities, work contents and methods, and management of quality representatives of foreign parties by owners and units, etc. Find out the characteristics of quality representatives in China's high-speed railway construction. Based on the analysis of the working characteristics of foreign quality representatives, the evaluation index system of foreign quality representatives in high-speed railway construction projects in China is established from the aspects of economy, technology and management ability of supervision. The commonly used evaluation methods include expert scoring method, Analytic hierarchy process (AHP), Grey Relational degree method, Fuzzy Comprehensive Evaluation method, Entropy weight method and so on. Based on the analysis of the characteristics of foreign quality representatives in high-speed railway construction projects in China, it is found that in order to evaluate foreign quality representatives, the evaluation method should be based on theory and combined with practice. At the same time, qualitative analysis and quantitative analysis should be combined. In this paper, entropy weight method is used to evaluate the quality representatives of foreign parties in high-speed railway projects in China. In the end, the paper uses entropy weight method to evaluate the quality representatives of foreign parties in three projects of high-speed railway construction in China, and obtains the required data through field investigation and expert discussion. The final results are consistent with the stage evaluation results of the Ministry of Railways, which verifies the correctness of the evaluation method and the evaluation index.
