【摘要】：隨著經(jīng)濟(jì)的持續(xù)增長,中國港口獲得了前所未有的發(fā)展,中國投巨資建設(shè)了大量的大型化、專業(yè)化碼頭。但是,在中國港口大建設(shè)、大發(fā)展的同時,“岸線港口化”問題也日益凸顯。很多人認(rèn)為中國港口面臨著重復(fù)建設(shè)、同質(zhì)化競爭、產(chǎn)能過剩等問題。盡管對大規(guī)模投資建設(shè)港口的合理性存在質(zhì)疑,但中國投資港口的趨勢并沒有減緩。因為在航運景氣期,港口能力仍然滿足不了貨運需求,更主要的是地方政府對發(fā)展港口熱情高。自本世紀(jì)初港口管理權(quán)力下放后,地方政府對港口發(fā)展擁有更大的決策權(quán),港口發(fā)展水平對地方政府行政績效的貢獻(xiàn)更加突出�？梢哉f地方政府對政績的追求是導(dǎo)致近年來港口規(guī)模持續(xù)擴(kuò)張的根本推動力。 基于目前中國港口發(fā)展受地方政府大力推進(jìn)的現(xiàn)實,本文擬研究在地方政府政績觀的驅(qū)動下,港口停止大規(guī)模投資、結(jié)束規(guī)模擴(kuò)張的臨界條件和最終所處的均衡狀態(tài)。研究成果希望有助于深刻認(rèn)識中國港口發(fā)展的特殊性,為地方政府科學(xué)指引港口發(fā)展提供依據(jù)。 本文首先界定了在地方行政長官考慮任期業(yè)績情況下的港口投資擴(kuò)容的收益類別,明確了各項收益計算的時效性,研究各項收益的計量方法；然后分別研究無競爭時單個港口停止投資的臨界條件和有競爭時多個港口停止投資的臨界條件和最終的均衡狀態(tài)；最后將該方法應(yīng)用于大連市和營口市,探討兩城市的港口規(guī)模擴(kuò)張的動態(tài)過程,以及停止投資、結(jié)束擴(kuò)張的時機(jī)和最后的均衡狀態(tài)。 研究結(jié)果表明,港口投資擴(kuò)容對地方行政長官政績的貢獻(xiàn)顯著,本文的方法可用于中國其他區(qū)域港口城市的競爭研究。
[Abstract]:With the continuous growth of economy, Chinese ports have achieved unprecedented development, and China has invested a lot of money to build a large number of large-scale, specialized wharves. However, with the great development of port construction in China, the problem of shoreline port becomes increasingly prominent. Many people believe that China's ports face repeated construction, homogeneous competition, overcapacity and other problems. Although there are doubts about the rationality of large-scale investment in port construction, the trend of investment in ports in China has not slowed down. Because in the shipping boom, port capacity still can not meet freight demand, more importantly, local governments are enthusiastic about port development. Since the decentralization of port management at the beginning of this century, local governments have more decision-making power on port development, and the level of port development has made a more prominent contribution to the administrative performance of local governments. It can be said that the pursuit of local government performance is the fundamental driving force leading to the continuous expansion of port scale in recent years. Based on the reality that the development of ports in China is vigorously promoted by local governments, this paper intends to study the critical conditions and equilibrium state of the port to stop large-scale investment and end the expansion of scale, driven by the local government's view of achievements. It is hoped that the research results will help to understand the particularity of port development in China and provide the basis for local governments to guide port development scientifically. Firstly, this paper defines the income categories of port investment expansion under the condition that the local administrator considers the performance of the term of office, clarifies the timeliness of each income calculation, and studies the measurement methods of each income. Then the critical conditions of stopping investment of single port without competition and the critical condition and equilibrium state of stopping investment of multiple ports with competition are studied respectively. Finally, the method is applied to Dalian and Yingkou. This paper probes into the dynamic process of port scale expansion in the two cities, as well as the stopping of investment, the time to end expansion and the final equilibrium state. The results show that the expansion of port investment contributes significantly to the achievements of local administrators, and this method can be used to study the competition of port cities in other regions of China.
