寧夏機(jī)場(chǎng)人力資源規(guī)劃研究

【摘要】:伴隨經(jīng)濟(jì)全球化的發(fā)展和高新技術(shù)的運(yùn)用,以及知識(shí)經(jīng)濟(jì)時(shí)代的到來,人力資源的重要性被越來越多的企業(yè)所認(rèn)知。人力資源規(guī)劃是對(duì)人力資源工作的系統(tǒng)思考和整體謀劃,是獲得充足的人力資源供給,實(shí)現(xiàn)企業(yè)發(fā)展目標(biāo)的重要支撐和保障。所以,人力資源規(guī)劃的研究對(duì)指導(dǎo)西部機(jī)場(chǎng)集團(tuán)寧夏機(jī)場(chǎng)有限公司(以下簡(jiǎn)稱“寧夏機(jī)場(chǎng)”)長遠(yuǎn)發(fā)展、贏得市場(chǎng)具有非同尋常的重要意義,必將為寧夏機(jī)場(chǎng)戰(zhàn)略目標(biāo)的實(shí)現(xiàn)提供可靠的人力資源保證,更為同行業(yè)其他企業(yè)人力資源規(guī)劃設(shè)計(jì)提供參考和借鑒。 本文以國內(nèi)外人力資源規(guī)劃理論為指導(dǎo),通過對(duì)寧夏機(jī)場(chǎng)人力資源現(xiàn)狀特點(diǎn)分析,對(duì)寧夏機(jī)場(chǎng)未來幾年人力資源供需進(jìn)行了預(yù)測(cè)分析,并進(jìn)一步設(shè)計(jì)了寧夏機(jī)場(chǎng)人力資源規(guī)劃方案設(shè)計(jì),提出相應(yīng)的保障措施。本文首先概述了寧夏機(jī)場(chǎng)發(fā)展環(huán)境、發(fā)展現(xiàn)狀,運(yùn)用文獻(xiàn)分析、調(diào)研訪談、文件分析、實(shí)地考察、數(shù)據(jù)分析等方法,對(duì)寧夏機(jī)場(chǎng)人力資源現(xiàn)狀進(jìn)行盤點(diǎn),對(duì)寧夏機(jī)場(chǎng)人力資源結(jié)構(gòu)、崗位設(shè)置情況、人力資源流動(dòng)情況進(jìn)行系統(tǒng)分析,并梳理了人力資源管理存在的問題和成因。其次,綜合運(yùn)用一元線性回歸法、標(biāo)桿法、經(jīng)驗(yàn)預(yù)測(cè)法對(duì)寧夏機(jī)場(chǎng)2011-2015年人力資源需求進(jìn)行了預(yù)測(cè),運(yùn)用馬爾科夫法對(duì)寧夏機(jī)場(chǎng)2011-2015人力資源供給進(jìn)行測(cè)算。然后,運(yùn)用人力資源規(guī)劃及人力資源管理理論知識(shí)設(shè)計(jì)了寧夏機(jī)場(chǎng)人力資源規(guī)劃方案,制定了目標(biāo)、思路、原則,提出了寧夏機(jī)場(chǎng)人力資源引進(jìn)規(guī)劃、培訓(xùn)開發(fā)規(guī)劃、員工職業(yè)生涯規(guī)劃以及供需平衡規(guī)劃。最后,根據(jù)寧夏機(jī)場(chǎng)發(fā)展實(shí)際,提出了人力資源規(guī)劃實(shí)施保障措施。 本文依據(jù)人力資源規(guī)劃的相關(guān)理論,圍繞寧夏機(jī)場(chǎng)發(fā)展戰(zhàn)略,針對(duì)寧夏機(jī)場(chǎng)人力資源現(xiàn)狀、問題及成因,設(shè)計(jì)合理的人力資源規(guī)劃方案,提出了切實(shí)可行的實(shí)施保障措施,為我國民航機(jī)場(chǎng)類企業(yè)提供有益借鑒和參考,也為理論研究提供鮮活資料。
[Abstract]:With the development of economic globalization and the application of high and new technology, as well as the arrival of the era of knowledge economy, the importance of human resources has been recognized by more and more enterprises. Human resource planning is the systematic thinking and overall planning of human resource work, and it is an important support and guarantee to obtain sufficient supply of human resources and realize the goal of enterprise development. Therefore, the study of human resource planning is of great significance in guiding the long-term development of Ningxia Airport Co., Ltd. (hereinafter referred to as Ningxia Airport) and winning the market. It will provide reliable human resource guarantee for the realization of the strategic goal of Ningxia Airport, and also provide reference and reference for the planning and design of human resources of other enterprises in the same industry. Guided by the theory of human resource planning at home and abroad, this paper analyzes the present situation of human resources in Ningxia Airport and forecasts the supply and demand of human resources in Ningxia Airport in the next few years. Furthermore, the human resource planning scheme of Ningxia Airport is designed, and the corresponding safeguard measures are put forward. Firstly, this paper summarizes the development environment and current situation of Ningxia airport. By using the methods of literature analysis, investigation and interview, document analysis, field investigation and data analysis, the paper makes an inventory of the present situation of human resources of Ningxia airport. This paper makes a systematic analysis of the human resource structure, post setting and human resource flow of Ningxia Airport, and combs the existing problems and causes of human resource management. Secondly, the human resource demand of Ningxia Airport from 2011 to 2015 is forecasted by using linear regression method, benchmarking method and empirical forecasting method, and the human resource supply of Ningxia Airport 2011-2015 is calculated by Markov method. Then, using the theory of human resource planning and human resource management, the paper designs the human resource planning scheme of Ningxia airport, and formulates the objectives, ideas and principles, and puts forward the human resource introduction planning and training development plan of Ningxia airport. Employee career planning and supply-demand balance planning. Finally, according to the actual development of Ningxia Airport, put forward the implementation of human resources planning safeguards. According to the relevant theories of human resource planning, this paper focuses on the development strategy of Ningxia airport, designs a reasonable human resource planning scheme, and puts forward practical and feasible measures to ensure the development of Ningxia airport human resources, aiming at the present situation, problems and causes of human resources in Ningxia airport. It provides useful reference and reference for civil aviation airport enterprises, and provides fresh materials for theoretical research.
