【摘要】：高速鐵路作為國家公共基礎(chǔ)設(shè)施的重要組成部分,它的發(fā)展狀況已經(jīng)成為了衡量一個國家經(jīng)濟實力的標志。傳統(tǒng)的鐵路系統(tǒng)已經(jīng)成為了制約我國經(jīng)濟的瓶頸,鑒于此情況,在“十二五”規(guī)劃中,明確提出到2015年末,我國高速鐵路將要達到四萬公里,占據(jù)我國整個鐵路系統(tǒng)的三分之一。高速鐵路項目建設(shè)周期比較長,投資巨大,單純依靠國家財政支出是不夠的,所以探索合理的融資方式成為了我國高速鐵路建設(shè)迫在眉睫的問題�；谝陨媳尘�,我們希望通過研究JH高速鐵路的融資方案能給我國高速鐵路建設(shè)融資提供參考意見。本文首先研究了國外發(fā)達國家高速鐵路融資的歷程,并概括了它們發(fā)展過程中共同點,希望對當前我國高速鐵路融資提供幫助。然后通過對JH高鐵建設(shè)背景以及融資結(jié)構(gòu)的分析,提出了京滬高速鐵路在融資過程中遇到的三個問題:非公資本主體受到歧視待遇,融資管理方式落后和鐵道企業(yè)不具備市場化融資的資格。針對上述三個問題JH公司從權(quán)益性融資和債務(wù)性融資兩種渠道設(shè)計了解決方案。最后我們對JH公司的融資方案進行了一個財務(wù)角度和社會角度的效果評價,并提出了三個保障我國高速鐵路融資順利的措施:(1)多渠道籌集建設(shè)資金,以中央財政性資金為引導(dǎo);(2)逐步向地方和社會資本開放鐵路的所有權(quán)和經(jīng)營權(quán);(3)大力推行高鐵PPP融資模式本文希望通過對JH公司高速鐵路融資案例的深入研究,對我國未來鐵路建設(shè)融資方式的發(fā)展提供一定的理論及實際的借鑒意義。
[Abstract]:As an important part of national public infrastructure, high-speed railway has become a symbol of a country's economic strength. The traditional railway system has become a bottleneck restricting China's economy. In view of this situation, in the 12th Five-Year Plan, it was clearly stated that by the end of 2015, China's high-speed railway will reach 40,000 kilometers. It accounts for 1/3 of our country's entire railway system. The construction period of high-speed railway project is relatively long, the investment is huge, it is not enough to rely solely on the national financial expenditure, so exploring the reasonable financing way has become the urgent problem of the high-speed railway construction in our country. Based on the above background, we hope that the research on the financing scheme of JH high-speed railway can provide reference for the financing of high-speed railway construction in China. This paper first studies the process of high-speed railway financing in foreign developed countries, and summarizes the common ground in their development process, hoping to provide help for the current high-speed railway financing in China. Then through the analysis of the JH high-speed railway construction background and financing structure, the paper puts forward three problems encountered in the financing process of Beijing-Shanghai high-speed railway: the non-public capital subject is treated with discrimination. Financing management backward and railway enterprises do not have market-based financing qualifications. Aiming at the above three problems, JH designs solutions from two channels: equity financing and debt financing. Finally, we evaluate the financial and social effects of the financing scheme of JH Company, and propose three measures to ensure the smooth financing of China's high-speed railway: (1) raising construction funds through multiple channels. Under the guidance of central financial funds; (2) opening up the ownership and operation of railway to local and social capital step by step; (3) vigorously promoting high-speed rail PPP financing mode this paper hopes to further study the case of high-speed railway financing of JH Company. It provides some theoretical and practical reference for the future development of railway construction financing in China.
