【摘要】：目前,中國的城際鐵路和高速鐵路在不斷的建設(shè)和發(fā)展中,城際鐵路的建設(shè)有很多好處,可以帶來經(jīng)濟(jì)增長,縮短城市間的運(yùn)行時(shí)間,緩解交通運(yùn)輸壓力,給老百姓帶來方便。但是我國高速鐵路建設(shè)過程中還有許多問題需要解決,例如在城際鐵路建設(shè)中,參與建設(shè)的人員法制觀念不強(qiáng)；城際鐵路的監(jiān)理制和相關(guān)的配套制度不完善；城際鐵路的質(zhì)量需要進(jìn)一步加強(qiáng)和提高。因此針對(duì)這些問題,本論文認(rèn)為,研究城際鐵路建設(shè)的質(zhì)量管理問題是非常重要并值得研究的課題。本文通過分析九江到南昌的昌九線城際鐵路建設(shè)的相關(guān)工程,研究了城際鐵路建設(shè)的質(zhì)量保證措施、城際鐵路建設(shè)的施工的質(zhì)量控制要點(diǎn)、安全保證在城際鐵路建設(shè)中的應(yīng)用和工期措施在城際鐵路質(zhì)量管理中的應(yīng)用等方面的問題,重點(diǎn)對(duì)城際鐵路建設(shè)的質(zhì)量管理要求和內(nèi)容進(jìn)行了研究與分析。 本文在重點(diǎn)研究了城際鐵路建設(shè)的質(zhì)量保證措施后,通過對(duì)昌九線城際鐵路中技術(shù)要點(diǎn)的質(zhì)量控制與分析的研究,分析了結(jié)合工期、安全在質(zhì)量建設(shè)中的重要性,提出了三個(gè)問題,分別是：城際鐵路建設(shè)中招投標(biāo)和材料供應(yīng)過程可能存在腐敗現(xiàn)象、項(xiàng)目質(zhì)量監(jiān)督管理中仍舊存在問題、高速鐵路建設(shè)工程出現(xiàn)搶工和壓縮工期的現(xiàn)象還很嚴(yán)重。根據(jù)這三方面的問題,本文又重點(diǎn)分析了問題的解決對(duì)策,應(yīng)該完善法制建設(shè),提高參建人員的法制觀念,杜絕以此充好現(xiàn)象；應(yīng)該制定地方法規(guī)或部門規(guī)章,建立施工工期調(diào)控制度等解決對(duì)策。通過分析昌九線城際鐵路的問題并解決問題,本文進(jìn)一步研究和分析了質(zhì)量管理在項(xiàng)目管理中的重要作用。
[Abstract]:At present, China's inter-city railway and high-speed railway are constantly building and developing, the construction of inter-city railway has many advantages, which can bring economic growth, shorten the operation time between cities, ease the pressure of transportation, and bring convenience to the common people. However, there are still many problems to be solved in the process of high-speed railway construction in China. For example, in the construction of inter-city railway, the concept of legal system of personnel involved in the construction is not strong, the supervision system of inter-city railway and the related supporting system are not perfect. The quality of intercity railway needs to be further strengthened and improved. In view of these problems, this paper thinks that it is very important and worthy to study the quality management of inter-city railway construction. Based on the analysis of the relevant projects of the inter-city railway construction from Jiujiang to Nanchang, this paper studies the quality assurance measures of the inter-city railway construction and the key points of the quality control of the inter-city railway construction. The application of safety assurance in the construction of inter-city railway and the application of construction time measures in the quality management of inter-city railway are discussed. The requirements and contents of quality management for inter-city railway construction are studied and analyzed. After focusing on the quality assurance measures of inter-city railway construction, this paper analyzes the importance of safety in quality construction by studying the quality control and analysis of technical key points in Changjiu inter-city railway. Three problems are put forward, they are: there may be corruption in the process of bidding and material supply in the construction of inter-city railway, and there are still problems in the supervision and management of project quality. The phenomenon of high-speed railway construction project is still very serious. According to these three problems, this paper also analyzes the countermeasures to solve the problem. We should perfect the legal system construction, improve the legal concept of the participants, and put an end to this phenomenon, and we should formulate local laws and regulations or departmental regulations. To establish the construction period control system and other solutions. By analyzing and solving the problems of Changjiu inter-city railway, this paper further studies and analyzes the important role of quality management in project management.
