我國高速公路運營管理模式研究

【摘要】：隨著我國社會經(jīng)濟(jì)的跨越式進(jìn)步,私家汽車保有量急劇上升,物流的快速增長和運輸需求的繼續(xù)增加,對高速公路的需求量越來越大。高速公路為人們生活和生產(chǎn)活動提供了高質(zhì)量的交通服務(wù),其安全、高速、路況質(zhì)量高,但同時其運營管理質(zhì)量也直接關(guān)系著人們的交通和生命財產(chǎn)安全,所以其是一國交通基礎(chǔ)設(shè)施發(fā)展的重要衡量標(biāo)準(zhǔn)。高速公路建設(shè)項目的運營管理模式,是高速公路項目的實踐層面的具體管理模式和組織模式,其服務(wù)水平的高低影響著高速公路建設(shè)項目的整體經(jīng)濟(jì)和社會效益,是發(fā)揮高速公路功能,實現(xiàn)高速公路持續(xù)穩(wěn)定發(fā)展的重要日常工作。 本研究首先概況了高速公路和高速公路管理的內(nèi)涵及特點,并進(jìn)一步總結(jié)了高速公路管理的相關(guān)理論基礎(chǔ)。通過大量文獻(xiàn),綜述了國內(nèi)外高速公路管理的相關(guān)研究；分析了國外高速公路運營管理模式的演進(jìn)過程,研究了國外高速公路管理模式、運營管理模式及其發(fā)展趨勢,并對國內(nèi)的高速公路及其管理模式和發(fā)展趨勢進(jìn)行了系統(tǒng)的研究。然后重點分析了我國高速公路的運營管理模式,并分別研究了我國高速公路運營模式和養(yǎng)護(hù)模式。系統(tǒng)指出了我國高速公路運營管理存在的問題及其成因和運營的影響因素,并深入探討了我國高速公路運營模式,且對其特征也進(jìn)行了總結(jié)；本研究對我國高速公路養(yǎng)護(hù)管理存在的問題及其成因進(jìn)行了細(xì)致的探析,闡述了養(yǎng)護(hù)管理模式及其特征,并且運用CFLP法對某段高速公路的養(yǎng)護(hù)管理站址的選擇進(jìn)行了實證分析。 最后,本文梳理了我國高速公路運營管理模式改進(jìn)的原則和目標(biāo)。基于此,提出了適合我國高速公路發(fā)展的改進(jìn)對策和建議。
[Abstract]:With the development of social economy in our country, the quantity of private car is increasing rapidly, the demand of transportation and logistics is increasing rapidly, and the demand of freeway is more and more. Expressway provides high quality transportation service for people's life and production activities. It is safe, high speed and high quality of road condition. But at the same time, the quality of operation and management is also directly related to the safety of people's traffic and life and property. Therefore, it is an important measure of transport infrastructure development in a country. The operation and management mode of expressway construction project is the concrete management mode and organization mode of expressway project at the practical level, and its service level affects the overall economic and social benefits of expressway construction project. It is the important daily work of exerting the function of expressway and realizing the sustainable and stable development of expressway. Firstly, the connotation and characteristics of expressway and expressway management are summarized, and the theoretical basis of expressway management is summarized. Through a large number of documents, this paper summarizes the related research of expressway management at home and abroad, analyzes the evolution process of foreign expressway operation management mode, studies the foreign expressway management mode, operation management model and its development trend. And the domestic expressway and its management mode and development trend were systematically studied. Then, the paper analyzes the operation and management mode of expressway in China, and studies the operation mode and maintenance mode of expressway in China. This paper systematically points out the existing problems and causes of expressway operation and management in our country and the influencing factors of operation, and probes into the operation mode of expressway in our country deeply, and summarizes its characteristics. This study makes a detailed analysis of the existing problems and causes of expressway maintenance management in China, expounds the maintenance management mode and its characteristics, and makes an empirical analysis of the site selection of a certain section of expressway maintenance management by using CFLP method. Finally, this article combs our country highway operation management pattern improvement principle and the goal. Based on this, the improvement countermeasures and suggestions suitable for the development of expressway in China are put forward.
