天津市高速公路路網(wǎng)中心信息系統(tǒng)建設(shè)的可行性分析

【摘要】:可行性研究是一種綜合性的系統(tǒng)分析方法,它可以為項目決策提供依據(jù)。其目的是選擇最佳投資方案,提高投資效益,避免投資決策失誤。因此,可行性研究對于項目的成功,具有十分重要的意義。 本文首先全面對可行性研究的基本理論做了詳細(xì)的介紹,以及在高速公路路網(wǎng)建設(shè)方面的應(yīng)用。通過介紹中西方高速公路路網(wǎng)工程的基本建設(shè)情況,詳細(xì)的分析了天津高速公路路網(wǎng)概況,以交通運輸部交通行業(yè)路網(wǎng)管理系統(tǒng)的建設(shè)為基本背景,在明確了路網(wǎng)管理系統(tǒng)框架設(shè)計上,給出了設(shè)計的整體設(shè)計思路,以天津市高速公路路網(wǎng)中心系統(tǒng)框架設(shè)計為實例,對其多項效益進(jìn)行分析,此為項目管理的前期可行性分析,旨在說明此項目對天津高速公路管網(wǎng)建設(shè)的重要意義,尋求其中的差異所在。完善天津三級路網(wǎng)管理的架構(gòu),提高高速公路路網(wǎng)調(diào)度與應(yīng)急處置的能力,同時為全市高速公路聯(lián)網(wǎng)收費系統(tǒng)建設(shè)提供綜合支撐平臺,將路網(wǎng)中心建設(shè)成為天津市高速公路指揮的神經(jīng)中樞,達(dá)到全國一流水平的總體目標(biāo)。 本文意在對影響高速公路路網(wǎng)中心信息系統(tǒng)建設(shè)因素的可行性研究,來進(jìn)行全面、系統(tǒng)的分析。使我們可以更全面,規(guī)范的管理和控制可行性研究,進(jìn)一步加強(qiáng)對高速公路建設(shè)項目投資角色的可行性研究,從根本上提高高速公路路網(wǎng)工程研究全面的、系統(tǒng)的和客觀的評價,使我國公路項目的決策更加科學(xué)和規(guī)范,避免盲目和片面的決定,,從而可以帶來更多的經(jīng)濟(jì)效益和社會效益。
[Abstract]:Feasibility study is a comprehensive system analysis method, it can provide the basis for project decision. Its purpose is to choose the best investment plan, improve the investment benefit and avoid the mistake of investment decision. Therefore, the feasibility study is of great significance to the success of the project. In this paper, the basic theory of feasibility study and its application in highway network construction are introduced in detail. By introducing the basic construction of highway network engineering in China and western countries, the general situation of highway network in Tianjin is analyzed in detail, and the basic background is the construction of road network management system in traffic industry of Ministry of Communications and Transport. In this paper, the frame design of road network management system is defined, and the overall design idea is given. Taking Tianjin highway network center system frame design as an example, several benefits are analyzed, which is the preliminary feasibility analysis of project management. The purpose of this paper is to explain the significance of this project in Tianjin expressway pipe network construction and to find out the difference. To improve the structure of Tianjin three-level network management, to improve the capacity of highway network dispatching and emergency disposal, and to provide a comprehensive support platform for the construction of the expressway network toll collection system in the whole city. The road network center will become the nerve center of highway command in Tianjin to reach the overall goal of national first-class level. The purpose of this paper is to make a comprehensive and systematic analysis of the factors affecting the construction of highway network center information system. This will enable us to conduct a more comprehensive and standardized feasibility study on management and control, further strengthen the feasibility study on the role of investment in expressway construction projects, and fundamentally improve the comprehensive study of highway network engineering. Systematic and objective evaluation can make the decision of highway project more scientific and standardized, avoid blind and one-sided decision, and bring more economic and social benefits.
