中國(guó)民航服務(wù)業(yè)放松管制績(jī)效的實(shí)證研究
[Abstract]:The Civil Aviation system Reform Program in 2002 and the domestic Investment in Civil Aviation regulations in 2005 are two important documents in the development of China's civil aviation industry. The former leads to the reorganization and reform of the civil aviation industry and marks the beginning of the separation of government and enterprises in China's civil aviation industry, while the latter has a profound impact on the opening up of the market of China's civil aviation industry. The research on the performance of the civil aviation market before and after the reform is not only an objective evaluation of the deregulation policy of the civil aviation industry, but also provides a theoretical and empirical basis for the further reform and development. Based on the theory of industrial organization, this paper uses DEA to estimate the industry performance of civil aviation service industry, and then uses the data of civil aviation service industry in China and Southeast Asia from 2001 to 2011 as a sample and uses double difference method. The relationship between deregulation and industrial performance is studied empirically. The conclusions of this paper are as follows: (1) the change of industrial restructuring has no significant impact on industrial performance in the short term, but the long-term asset restructuring has a negative impact on industrial performance. It shows that the effect of direct government-led enterprise restructuring on industrial performance is very limited since 2002. (2) the impact of market opening on industrial performance is significant in the short-term and long-term (3) the competition among civil aviation enterprises is more reflected in the expansion of the market, Incremental competition replaces stock competition. Having more production capacity and more line management rights become the main factor to occupy this market. Scale competition has replaced price competition as the main tool of civil aviation market competition. The empirical results reflect the characteristics of China's civil aviation industry, which is dominated by scale expansion and market expansion, and also reflects the general logic and mode of gradual reform of civil aviation industry in the path of deregulation and marketization. It is considered that further deregulation of price, line management, opening up of fuel market and low airspace market, strengthening airport supervision, rebuilding aviation industry control system and airspace resource control system will be the trend of further reform of aviation industry in the future.
