【摘要】：隨著國(guó)家對(duì)三農(nóng)問(wèn)題的日益重視和對(duì)西部農(nóng)村公路建設(shè)的傾斜力度逐年增大,西藏農(nóng)村公路發(fā)展面臨著前所未有的良好機(jī)遇。在國(guó)家的大力投資和優(yōu)惠政策支持之下,西藏農(nóng)村公路發(fā)展取得了一些成績(jī),但由于西藏自治區(qū)農(nóng)村公路建設(shè)管理養(yǎng)護(hù)工作起步較晚,經(jīng)驗(yàn)缺乏,在發(fā)展過(guò)程中遭遇了瓶頸,諸如機(jī)制體制方面的制約、適合本地的建設(shè)、管理、養(yǎng)護(hù)技術(shù)不成熟等問(wèn)題。本文結(jié)合西藏農(nóng)村公路發(fā)展實(shí)際,以西藏七地(市)不同建設(shè)、管理、養(yǎng)護(hù)情況為背景,針對(duì)西藏農(nóng)村公路發(fā)展中遇到的問(wèn)題進(jìn)行了研究,并提出了建議和對(duì)策。主要進(jìn)行了以下幾方面的研究工作： ①介紹了國(guó)內(nèi)外農(nóng)村公路的研究現(xiàn)狀和當(dāng)前西藏農(nóng)村公路建管養(yǎng)的模式和現(xiàn)狀和存在的相關(guān)問(wèn)題； ②分析了目前機(jī)制體制下西藏農(nóng)村公路的發(fā)展制約； ③從法制化建設(shè)、制度建設(shè)等各方面探索更有效的適合本地的農(nóng)村公路建設(shè)和養(yǎng)護(hù)管理運(yùn)行機(jī)制； ④研究分析不同地質(zhì)情況下各類低造價(jià)基層和路面結(jié)構(gòu)的特點(diǎn)、選用依據(jù)、選用背景、造價(jià)對(duì)比分析以及在本土的適應(yīng)性； ⑤對(duì)建設(shè)養(yǎng)護(hù)管理中相關(guān)具體問(wèn)題提出了建議與改善措施。 總之,本文對(duì)適合今后發(fā)展的西藏農(nóng)村公路體制機(jī)制規(guī)律、適用高效的農(nóng)村公路建設(shè)和管理養(yǎng)護(hù)的關(guān)鍵技術(shù)、尤其是低造價(jià)路面結(jié)構(gòu)形式進(jìn)行了研究,同時(shí)探討了可以充分運(yùn)用于實(shí)踐的發(fā)展之路,必定會(huì)對(duì)西藏農(nóng)村公路的持續(xù)高效長(zhǎng)久發(fā)展產(chǎn)生積極意義。
[Abstract]:With the increasing attention paid by the state to the issues of agriculture, countryside and farmers and the increasing inclination to the construction of rural highways in the western region, the development of rural highways in Tibet is facing an unprecedented good opportunity. With the support of the state's strong investment and preferential policies, the development of rural highways in Tibet has made some achievements. However, due to the late start of rural highway construction and maintenance work in the Tibet Autonomous region and the lack of experience, it has encountered bottlenecks in the process of development. Such as institutional constraints, suitable for local construction, management, maintenance technology immature and so on. Based on the actual situation of rural highway development in Tibet, this paper studies the problems encountered in the development of rural highway in Tibet under the background of different construction, management and maintenance in seven places (cities) in Tibet, and puts forward some suggestions and countermeasures. The main research work is as follows: 1 the research status of rural highway at home and abroad, the mode and current situation of rural highway construction, management and maintenance in Tibet, and the existing problems are introduced. (2) analyzing the development and restriction of Tibet rural highway under the present mechanism system, 3exploring more effective operation mechanism suitable for local rural highway construction and maintenance management from the aspects of legal system construction, system construction and so on. (4) study and analyze the characteristics of various kinds of low cost base and pavement structure under different geological conditions, select the basis, select the background, compare and analyze the cost and the adaptability in the native land; 5. Some suggestions and improvement measures are put forward for the concrete problems in the construction and maintenance management. In a word, this paper studies the law of Tibet rural highway system and mechanism suitable for future development, the key technology of applying efficient rural highway construction and management and maintenance, especially the structure form of low cost pavement. At the same time, the paper discusses the way of development which can be fully applied in practice, which will certainly produce positive significance for the sustainable and efficient development of rural highway in Tibet.
