【摘要】：我國(guó)自從成功加入WTO,各行各業(yè)的競(jìng)爭(zhēng)都愈發(fā)激烈,各行各業(yè)面對(duì)的挑戰(zhàn)也越來(lái)越大。機(jī)場(chǎng)作為典型的運(yùn)輸行業(yè),其在競(jìng)爭(zhēng)力上所面對(duì)的壓力也尤其沉重。同樣作為運(yùn)輸行業(yè),鐵路以及高速公路在競(jìng)爭(zhēng)上就顯得更加輕松,尤其目前鐵路已經(jīng)普遍提速,并且高速公路也已經(jīng)根據(jù)不同地段形成相應(yīng)的交通網(wǎng)絡(luò)。從航空角度上來(lái)看,其改革發(fā)展的程度不夠,目前對(duì)于民航來(lái)說(shuō),已經(jīng)逐漸在航空使用燃料、航空公司本身以及航空管制上的獨(dú)立分管等方面進(jìn)行改革,民航機(jī)場(chǎng)也逐漸的向獨(dú)立的經(jīng)濟(jì)實(shí)體轉(zhuǎn)換,成為真正的公司經(jīng)營(yíng)模式。由于這種轉(zhuǎn)變使得機(jī)場(chǎng)原有的社會(huì)環(huán)境出現(xiàn)了很大的變化,那么如何能夠讓機(jī)場(chǎng)在新的環(huán)境中更好的、更順利的發(fā)展,成為各個(gè)機(jī)場(chǎng)都在面臨的挑戰(zhàn)和考驗(yàn)。我國(guó)目前很多發(fā)達(dá)城市都沒(méi)有建立機(jī)場(chǎng)的必要條件,但是由于這些城市往來(lái)貿(mào)易量比較大,所以也就促成了候機(jī)樓的另外一種發(fā)展形式,這種形式就是將機(jī)場(chǎng)的候機(jī)樓建立在這些城市的郊區(qū)或距離相對(duì)較遠(yuǎn)但是具備機(jī)場(chǎng)建立的城市中,通過(guò)機(jī)場(chǎng)通勤大巴實(shí)現(xiàn)旅客能夠順利往返候機(jī)樓的需求,對(duì)旅客的時(shí)間成本和出行的成本都實(shí)現(xiàn)了充分的節(jié)約。在本文的研究過(guò)程中,主要以沈陽(yáng)桃仙機(jī)場(chǎng)為例,為機(jī)場(chǎng)旅客的進(jìn)出港服務(wù)制定一套更加合理、利于發(fā)展的方案。在對(duì)沈陽(yáng)桃仙機(jī)場(chǎng)進(jìn)出港服務(wù)方案進(jìn)行設(shè)計(jì)的過(guò)程中,將以流程評(píng)估及量化分析的方式進(jìn)行研究,通過(guò)方案的制定為桃仙機(jī)場(chǎng)旅客進(jìn)出港的管理工作提供進(jìn)一步的支撐。本文的研究是建立在桃仙機(jī)場(chǎng)之上的,研究的旅客進(jìn)出港問(wèn)題也充分結(jié)合了桃仙機(jī)場(chǎng)的實(shí)際情況和特點(diǎn),針對(duì)桃仙機(jī)場(chǎng)的現(xiàn)狀、存在的問(wèn)題以及進(jìn)出港流程等進(jìn)行研究,得出一套標(biāo)準(zhǔn)的流程,為桃仙機(jī)場(chǎng)進(jìn)出港旅客管理的計(jì)劃和方案提供參考的依據(jù)。本文在研究過(guò)程中充分結(jié)合機(jī)場(chǎng)相關(guān)流程的理論知識(shí),同時(shí)還與桃仙機(jī)場(chǎng)旅客進(jìn)出港的實(shí)際情況相結(jié)合,從研究意義上來(lái)看,本文的研究對(duì)國(guó)內(nèi)相關(guān)機(jī)場(chǎng)旅客進(jìn)出港的管理具有一定的借鑒意義,同時(shí)在本文的研究過(guò)程中還提出了一些針對(duì)桃仙機(jī)場(chǎng)的建議和方案,更加有針對(duì)性。
[Abstract]:Since China's accession to the WTO, the competition in all walks of life has become more and more intense, and the challenges faced by all walks of life have become more and more serious. As a typical transport industry, airport is also facing a particularly heavy pressure on its competitiveness. From the aviation point of view, the degree of reform and development is not enough. At present, for civil aviation, it has gradually reformed the use of aviation fuel, the airlines themselves and the independent management of air traffic control, and civil aviation airports have also gradually changed. As a result of this change, the original social environment of the airport has changed greatly. How to make the airport develop better and smoothly in the new environment has become a challenge and test for all airports. Cities do not have the necessary conditions to build airports, but because of the large volume of trade between these cities, another form of development of airport terminals has been facilitated, which is to build airport terminals in the suburbs of these cities or in cities with relatively long distances but airports, and to commute through airport buses. In this paper, taking Shenyang Taoxian Airport as an example, a set of more reasonable and conducive to the development of the airport passenger entry and exit services is formulated. In the process of designing the business plan, the process evaluation and quantitative analysis will be carried out to provide further support for the management of passenger entry and exit in Taoxian Airport. In view of the present situation of Taoxian Airport, the existing problems and the inbound and outbound process, a set of standard process is obtained to provide reference for the plan and scheme of the inbound and outbound passenger management of Taoxian Airport. Combining the actual situation of passenger arrival and departure, from the research point of view, this study has a certain reference significance for the domestic airport passenger arrival and departure management. At the same time, in the course of this study, some suggestions and plans for Taoxian Airport are put forward, which is more targeted.
