基于協(xié)同論的青海省公路交通與區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展研究

【摘要】:公路是國家經(jīng)濟和國防建設的基礎設施,是保證社會經(jīng)濟活動得以正常進行和發(fā)展的前提條件,它對于推動社會進步、促進經(jīng)濟繁榮、提高人民群眾的物質(zhì)文化生活水平和保障國防交通暢通具有非常重要的作用。 青海省地形復雜,,鐵路線路短,空、水運不發(fā)達,公路是青海省的主要交通運輸方式,在全省綜合運輸網(wǎng)絡中起主導作用。隨著青海國民經(jīng)濟的發(fā)展、內(nèi)地與青海的經(jīng)濟、文化聯(lián)系會進一步加強,商品交換,人員往來必然增多,未來青海公路運輸必將有一個大發(fā)展,同時也要求公路交通要有大發(fā)展,才能適應經(jīng)濟的發(fā)展。公路交通與經(jīng)濟社會之間這種相互影響、相互促進和相互制約的關(guān)系,使得國民經(jīng)濟發(fā)展客觀上要求公路交通與區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展。 本文首先闡述了研究背景及意義,對國內(nèi)外研究進展進行了系統(tǒng)綜述,明確研究方法,論述了公路交通與區(qū)域經(jīng)濟發(fā)展的基本理論,并探討了青海省公路交通與區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展的關(guān)系,進一步為本文研究奠定了理論基礎。 其次,建立評價指標體系,對2001-2010年青海省公路交通與區(qū)域經(jīng)濟發(fā)展的綜合水平進行研究,指出影響青海省公路交通發(fā)展的主要因子表現(xiàn)為公路交通的發(fā)展規(guī)模,而公路發(fā)展水平與發(fā)展?jié)摿κ乔嗪J」方煌òl(fā)展的脅迫因子;影響區(qū)域經(jīng)濟發(fā)展的主要因子表現(xiàn)為經(jīng)濟實力與經(jīng)濟效益,而第三產(chǎn)業(yè)產(chǎn)值占GDP比例是脅迫區(qū)域經(jīng)濟發(fā)展的因子;同時,在整個研究時間段內(nèi),區(qū)域經(jīng)濟綜合發(fā)展水平都高于公路交通綜合發(fā)展水平。 再次,通過協(xié)調(diào)度、協(xié)調(diào)發(fā)展度、協(xié)調(diào)發(fā)展趨勢、灰色協(xié)調(diào)等對青海省公路交通與區(qū)域經(jīng)濟協(xié)調(diào)關(guān)系進行研究,指出青海省公路交通與區(qū)域經(jīng)濟在研究時間段內(nèi)由瀕臨協(xié)調(diào)向良好協(xié)調(diào)發(fā)展,但公路交通明顯滯后于區(qū)域經(jīng)濟發(fā)展,目前處于良好協(xié)調(diào)公路滯后發(fā)展型;同時,區(qū)域經(jīng)濟系統(tǒng)無自我發(fā)展能力,公路交通系統(tǒng)對區(qū)域經(jīng)濟系統(tǒng)有正向的推動作用,公路交通系統(tǒng)有自我發(fā)展能力,區(qū)域經(jīng)濟系統(tǒng)對公路交通系統(tǒng)推動作用不明顯。 最后,依據(jù)青海省公路交通與區(qū)域經(jīng)濟協(xié)調(diào)性評價結(jié)果,探討了青海省公路交通與區(qū)域經(jīng)濟協(xié)調(diào)發(fā)展存在的問題,并提出解決途徑及建議。
[Abstract]:The highway is the infrastructure for national economic and national defense construction, and a prerequisite for the normal conduct and development of social and economic activities. It is of great importance to the promotion of social progress and economic prosperity. It is very important to improve the material and cultural life of the people and to ensure the smooth transportation of national defense. The terrain of Qinghai Province is complex, the railway line is short, the air transportation is not developed, and the highway is the main transportation mode in Qinghai province, which plays a leading role in the comprehensive transportation network of Qinghai Province. With the development of Qinghai's national economy, the economic and cultural ties between the mainland and Qinghai will be further strengthened, the exchange of goods and personnel will inevitably increase. In the future, there will be a great development in highway transportation in Qinghai. At the same time, it also requires a great development of road traffic to adapt to the economic development. The interaction between highway traffic and economic society, the relationship of mutual promotion and mutual restriction, makes the development of national economy objectively require the coordinated development of highway traffic and regional economy. Firstly, this paper expounds the background and significance of the research, systematically summarizes the research progress at home and abroad, clarifies the research methods, and discusses the basic theories of highway traffic and regional economic development. The relationship between highway traffic and regional economic development in Qinghai Province is discussed, which lays a theoretical foundation for this study. Secondly, an evaluation index system is established to study the comprehensive level of highway traffic and regional economic development in Qinghai Province from 2001 to 2010. It is pointed out that the main factors affecting the development of highway traffic in Qinghai Province are the scale of highway traffic development. The highway development level and development potential are the coercive factors of highway traffic development in Qinghai Province, and the main factors affecting regional economic development are economic strength and economic benefits. Meanwhile, the comprehensive development level of regional economy is higher than that of highway transportation in the whole research period. Thirdly, through the degree of coordination, coordination of development trends, gray coordination and so on, the relationship between highway traffic and regional economy coordination in Qinghai Province is studied. It is pointed out that the highway traffic and regional economy in Qinghai Province developed from close coordination to good coordination in the period of study, but the highway traffic obviously lagged behind the development of regional economy, and at present, it is in the type of well-coordinated highway lagging development, at the same time, The regional economic system has no self-development ability, the highway traffic system has the positive impetus to the regional economic system, the highway transportation system has the self-development ability, and the regional economic system has not obviously promoted the road traffic system. Finally, based on the evaluation results of the coordination between highway traffic and regional economy in Qinghai Province, the problems existing in the coordinated development of highway traffic and regional economy in Qinghai Province are discussed, and the solutions and suggestions are put forward.
