【摘要】：合資鐵路經(jīng)過30多年的發(fā)展，取得了長足的進(jìn)步，不論是在線路里程、客貨運(yùn)量及對地方經(jīng)濟(jì)貢獻(xiàn)上都起得了重要的作用，對國家鐵路運(yùn)輸、社會(huì)進(jìn)步、經(jīng)濟(jì)增長產(chǎn)生了極大的推動(dòng)。特別是近年來，我國鐵路運(yùn)輸企業(yè)不斷深化改革，合資鐵路委托國鐵運(yùn)輸管理越來越成為其發(fā)展的一種定勢，如何完善合資鐵路運(yùn)輸委托管理模式成為了當(dāng)下一個(gè)亟待解決的問題。 本文在廣泛分析國內(nèi)有關(guān)資料的基礎(chǔ)上，結(jié)合作者的實(shí)踐工作，以理論研究為主，充分借鑒和參考以往研究成果，采用系統(tǒng)的觀點(diǎn)和歸納的方法，針對我國合資鐵路選擇運(yùn)輸委托管理模式，進(jìn)行了以下幾方面的研究： 首先介紹了我國合資鐵路的由來，敘述了其發(fā)展歷程及對我國國民經(jīng)濟(jì)和社會(huì)發(fā)展起到的作用和做出的貢獻(xiàn)，，緊接著敘述并歸納總結(jié)了我國合資鐵路生產(chǎn)經(jīng)營最常用的幾種管理模式，并對不同管理模式作了適應(yīng)性分析。以此為根據(jù)選擇西延合資鐵路公司為對象，對其經(jīng)營管理模式進(jìn)行了SWOT量化模型構(gòu)建，實(shí)例論證了上述適應(yīng)性分析的科學(xué)性。然后重點(diǎn)研究了我國合資鐵路在運(yùn)輸委托管理模式下的體制探索和機(jī)制創(chuàng)新，建立了我國合資鐵路選擇運(yùn)輸委托管理的綜合評價(jià)體系。最后在以上分析研究的基礎(chǔ)上，結(jié)合我國合資鐵路實(shí)際，闡述了完善合資鐵路運(yùn)輸委托管理的提升措施，以期推進(jìn)我國合資鐵路持續(xù)、健康、快速發(fā)展。
[Abstract]:After more than 30 years' development, the joint-venture railway has made great progress, not only in the mileage of the railway, the volume of passenger and cargo transportation, but also in the contribution to the local economy, and it is also of great importance to the national railway transportation and social progress. Economic growth has generated a great boost. Especially in recent years, with the deepening of the reform of railway transport enterprises in our country, it has become a fixed trend for the joint venture railway to entrust the state railway transportation management with its development. How to perfect the management mode of joint-venture railway transportation has become an urgent problem to be solved. On the basis of extensive analysis of relevant domestic data, combined with the author's practical work, this paper focuses on theoretical research, fully draws lessons from and refers to previous research results, and adopts systematic viewpoints and inductive methods. In view of the choice of the mode of entrusted transportation management in China's joint-venture railway, the following aspects are studied: firstly, the origin of the joint-venture railway in China is introduced. This paper narrates its development course, its function and contribution to the national economy and social development of our country, and then narrates and sums up the most commonly used management modes of the joint venture railway production and management in our country. The adaptability of different management models is analyzed. On the basis of this, the SWOT quantitative model of the management mode of the joint-venture railway company in Xiyan is constructed. An example is given to demonstrate the scientific nature of the adaptability analysis mentioned above. Then, the system exploration and mechanism innovation of China's joint-venture railway under the mode of transportation entrustment management are studied emphatically, and the comprehensive evaluation system of China's joint-venture railway choosing transportation entrustment management is established. Finally, on the basis of the above analysis and research, combined with the reality of the joint-venture railway in China, the paper expounds the measures to improve the entrusted management of the joint-venture railway transportation in order to promote the sustained, healthy and rapid development of the joint-venture railway in China.
