【摘要】：交通運輸投資是區(qū)域規(guī)劃和政策制定的重要內(nèi)容,但交通運輸投資對促進經(jīng)濟增長的時空效應(yīng)仍存在較大爭議。在總結(jié)交通成本、交通投資與經(jīng)濟增長關(guān)系的基礎(chǔ)上,建立1997-2013年省級尺度的交通運輸投資、勞動力和經(jīng)濟總量的面板模型,綜合評估交通投資對經(jīng)濟增長的多尺度時空間效應(yīng)。研究發(fā)現(xiàn):1全國層面上看,交通投資對經(jīng)濟增長具有顯著的引導效應(yīng),其彈性系數(shù)為11.4%,但在不同地區(qū)這一彈性系數(shù)存在顯著差異�？傮w上,在城市化水平和社會基礎(chǔ)較好的東部和東北地區(qū),交通運輸投資對社會經(jīng)濟增長的作用更加明顯。2在時間尺度上,隨著中國城市化水平的不斷擴大,交通投資對經(jīng)濟增長的作用也逐漸增強。3在考慮交通投資和經(jīng)濟總量時間滯后性之后,在全國層面上,當期交通投資和前期交通運輸投資對經(jīng)濟的增長作用程度大致相同,但相對中西部地區(qū)而言,東部地區(qū)當期交通投資對經(jīng)濟增長作用更加顯著�？紤]到交通運輸投資的這種時空差異,應(yīng)根據(jù)不同地區(qū)不同發(fā)展階段的特點,采取謹慎地投資策略以強化對經(jīng)濟增長的引導作用。
[Abstract]:Transportation investment is an important part of regional planning and policy making, but the space-time effect of transportation investment on promoting economic growth is still controversial. On the basis of summarizing the relationship among transportation cost, transportation investment and economic growth, a panel model of provincial scale transportation investment, labor force and economic aggregate from 1997 to 2013 is established to comprehensively evaluate the multi-scale spatial effect of traffic investment on economic growth. It is found that at the national level, traffic investment has a significant guiding effect on economic growth, with a elasticity coefficient of 11.4, but there are significant differences in this elastic coefficient in different regions. In general, in the eastern and northeast regions where the level of urbanization and the social basis are better, the role of transportation investment in social and economic growth is more obvious .2 on a time scale, with the continuous expansion of the level of urbanization in China, The effect of traffic investment on economic growth is also gradually strengthened. After considering the lag of traffic investment and total economic volume, at the national level, the effect of current traffic investment and pre-stage traffic investment on economic growth is roughly the same. However, compared with the central and western regions, the eastern region's current traffic investment has a more significant effect on economic growth. Considering the space-time difference of transportation investment, we should adopt prudent investment strategy according to the characteristics of different regions and different stages of development to strengthen the guiding role to economic growth.
