水運(yùn)設(shè)計(jì)企業(yè)海外項(xiàng)目管理研究

【摘要】:盛世中國(guó),黃金交通。伴隨著改革開放以來中國(guó)經(jīng)濟(jì)的高速發(fā)展,中國(guó)的水運(yùn)設(shè)計(jì)企業(yè)也充分抓住機(jī)遇,快速發(fā)展。隨著經(jīng)過三十余年在項(xiàng)目管理方面的探索和改革,水運(yùn)設(shè)計(jì)企業(yè)在項(xiàng)目管理方面得到了很大的提升。但是,由于種種原因,在實(shí)際的項(xiàng)目生產(chǎn)過程中,項(xiàng)目管理還是存在不少的問題。 隨著國(guó)家實(shí)施“走出去”戰(zhàn)略,海外業(yè)務(wù)成為水運(yùn)設(shè)計(jì)企業(yè)新的業(yè)務(wù)板塊和利潤(rùn)增長(zhǎng)點(diǎn)。面對(duì)的內(nèi)外環(huán)境和國(guó)內(nèi)項(xiàng)目都是不同的,如何適應(yīng)國(guó)際化,適應(yīng)國(guó)際市場(chǎng)的游戲規(guī)則,如何從容面對(duì)激烈的國(guó)際市場(chǎng)競(jìng)爭(zhēng)是水運(yùn)設(shè)計(jì)企業(yè)的當(dāng)務(wù)之急。作為項(xiàng)目導(dǎo)向型企業(yè),提高項(xiàng)目管理水平是應(yīng)對(duì)國(guó)內(nèi)外競(jìng)爭(zhēng)的重要手段和自我提升的通道。因此,,建立一套新的項(xiàng)目管理組織來與之適應(yīng),實(shí)現(xiàn)更好的資源調(diào)配成為水運(yùn)設(shè)計(jì)企業(yè)的當(dāng)務(wù)之急。在企業(yè)高速發(fā)展的同時(shí),能力建設(shè)和更好的合同管理也成為企業(yè)重點(diǎn)關(guān)注的課題。 本文梳理了相關(guān)的項(xiàng)目管理知識(shí),進(jìn)行了理論及實(shí)踐分析,得出了項(xiàng)目組織結(jié)構(gòu)同知識(shí)管理、能力建設(shè)三者之間是相互依托、相互促進(jìn)的關(guān)系。在此基礎(chǔ)上,以我國(guó)水運(yùn)設(shè)計(jì)企業(yè)現(xiàn)有的海外項(xiàng)目管理組織結(jié)構(gòu)為研究對(duì)象,采用文獻(xiàn)閱讀、專家調(diào)研與討論、工程案例分析的方法,分析現(xiàn)有海外項(xiàng)目的特點(diǎn)以及水運(yùn)設(shè)計(jì)企業(yè)目前海外設(shè)計(jì)項(xiàng)目的項(xiàng)目管理組織結(jié)構(gòu),總結(jié)了海外項(xiàng)目組織結(jié)構(gòu)、項(xiàng)目管理方面的知識(shí)管理與能力建設(shè)的現(xiàn)狀和存在的問題,強(qiáng)調(diào)了實(shí)施海外項(xiàng)目組織結(jié)構(gòu)升級(jí)的必要性。在以企業(yè)實(shí)際情況為基礎(chǔ),以組織結(jié)構(gòu)、知識(shí)管理和能力建設(shè)三者之間的關(guān)系及三者與項(xiàng)目經(jīng)理的關(guān)系為出發(fā)點(diǎn),提出了改進(jìn)后的項(xiàng)目組織結(jié)構(gòu)模型和在企業(yè)內(nèi)部設(shè)立兩級(jí)PMO和完善海外業(yè)務(wù)處職能的思路和措施,并分析了其相對(duì)優(yōu)勢(shì),得出了在大型水運(yùn)設(shè)計(jì)企業(yè)中,采用PMO組織結(jié)構(gòu)能夠有效提升項(xiàng)目管理水平、知識(shí)管理與能力建設(shè)水平的結(jié)論。最后,本文總結(jié)了研究存在的不足以及對(duì)于后續(xù)研究的建議。 本文的論述,顯示了項(xiàng)目管理組織結(jié)構(gòu)改進(jìn)、知識(shí)管理與能力建設(shè)對(duì)于水運(yùn)設(shè)計(jì)企業(yè)的重要性,為如何不斷完善和發(fā)展水運(yùn)設(shè)計(jì)企業(yè)提升這三個(gè)方面的水平提供了一定的思路,為企業(yè)進(jìn)行如何將項(xiàng)目管理理論同實(shí)際生產(chǎn)相結(jié)合提供了參考。
[Abstract]:China, golden traffic in the heyday. With the rapid development of China's economy since the reform and opening up, Chinese waterway design enterprises also fully seize the opportunity and rapid development. After more than 30 years of exploration and reform in project management, waterway design enterprises have been greatly improved in project management. However, due to various reasons, there are still many problems in project management. With the implementation of the "going out" strategy, overseas business has become a new business sector and profit growth point for waterway design enterprises. The internal and external environment and domestic projects are different, how to adapt to the internationalization, adapt to the rules of the game in the international market, how to face the fierce competition in the international market is the urgent matter of waterway design enterprises. As a project-oriented enterprise, improving the level of project management is an important means to cope with domestic and foreign competition and a channel for self-promotion. Therefore, establishing a new project management organization to adapt to it and achieve better resource allocation become the urgent task of waterway design enterprises. With the rapid development of enterprises, capacity building and better contract management have also become the focus of attention. This article combs the related project management knowledge, carries on the theory and the practice analysis, has obtained the project organization structure and the knowledge management, the capacity-building three is mutually depends on, mutually promotes relations. On this basis, taking the existing overseas project management organization structure of China's waterway design enterprises as the research object, adopting the methods of literature reading, expert investigation and discussion, engineering case analysis, This paper analyzes the characteristics of overseas projects and the project management organization structure of overseas design projects in waterway design enterprises, and summarizes the present situation and existing problems of overseas project organization structure, knowledge management and capacity building in project management. The necessity of implementing the organizational structure upgrading of overseas projects is emphasized. Based on the actual situation of the enterprise, the relationship among the organizational structure, knowledge management and capacity building and the relationship between the three and the project manager are taken as the starting point. This paper puts forward the improved project organization structure model, the idea and measure of setting up two-level PMO in the enterprise and perfecting the functions of overseas operations office, analyzes its relative advantages, and obtains the conclusion in the large waterway design enterprise. Using PMO structure can effectively improve the level of project management, knowledge management and capacity building. Finally, this paper summarizes the shortcomings of the study and the recommendations for future research. The discussion of this paper shows the importance of project management organization structure improvement, knowledge management and capacity building for waterway design enterprises, and provides a certain way of thinking for how to improve and develop waterway design enterprises to upgrade the level of these three aspects. It provides reference for enterprise how to combine project management theory with actual production.
