【摘要】：伴隨著城市化進(jìn)程步伐的加快，區(qū)域間經(jīng)濟(jì)、文化等往來(lái)日益增多，城市交通的需求也日益增長(zhǎng)，城市軌道交通在滿(mǎn)足人們?nèi)粘３鲂行枨笾姓紦?jù)著越來(lái)越重要的地位，并逐漸成為城市公共交通的主力和未來(lái)城市交通發(fā)展的必然趨勢(shì)。相對(duì)于發(fā)達(dá)國(guó)家來(lái)說(shuō)，我國(guó)城市軌道交通發(fā)展起步較晚，但是發(fā)展速度較快。城市軌道交通項(xiàng)目建設(shè)和運(yùn)營(yíng)成本高昂，高投資、難退出、短期不易獲益的特點(diǎn)，這都要求對(duì)城市軌道交通要良好、有效的運(yùn)營(yíng)，以保證我國(guó)城市軌道交通健康、可持續(xù)的發(fā)展。因此，我們需要探索適合我國(guó)城市軌道交通發(fā)展的盈利模式，提高運(yùn)營(yíng)效率，這當(dāng)然離不開(kāi)對(duì)軌道交通運(yùn)營(yíng)機(jī)制的分析和研究�；诖�，本文嘗試對(duì)現(xiàn)有城市軌道交通運(yùn)營(yíng)機(jī)制進(jìn)行構(gòu)建和完善，并以天津市為例，結(jié)合具體案例進(jìn)行研究。 本文在研究國(guó)內(nèi)外城市軌道交通運(yùn)營(yíng)管理的相關(guān)理論，界定重要概念，總結(jié)國(guó)內(nèi)外典型城市發(fā)展經(jīng)驗(yàn)的基礎(chǔ)上，分析目前我國(guó)城市軌道交通運(yùn)營(yíng)管理中存在的問(wèn)題及產(chǎn)生問(wèn)題的原因，指出我國(guó)完善城市軌道交通運(yùn)營(yíng)機(jī)制的必要性。從政策、市場(chǎng)、社會(huì)三個(gè)方面來(lái)概括影響我國(guó)城市軌道交通發(fā)展的重要因素，以此為著手點(diǎn)來(lái)設(shè)計(jì)和完善我國(guó)城市軌道交通運(yùn)營(yíng)機(jī)制的藍(lán)圖，結(jié)合城市發(fā)展的具體實(shí)際，，選擇適合的運(yùn)營(yíng)管理模式和機(jī)制，對(duì)我國(guó)城市軌道交通運(yùn)營(yíng)機(jī)制構(gòu)建和完善進(jìn)行大膽的探索，以期為我國(guó)城市軌道交通的有效運(yùn)營(yíng)和良性發(fā)展提出新的思路，為城市交通系統(tǒng)的可持續(xù)發(fā)展提供有利條件。針對(duì)天津市軌道交通發(fā)展現(xiàn)有的有益經(jīng)驗(yàn)進(jìn)行總結(jié)，并指出未來(lái)發(fā)展需要注意的問(wèn)題。最后對(duì)文章進(jìn)行歸納總結(jié)并指出不足。
[Abstract]:With the acceleration of the pace of urbanization, regional economic, cultural exchanges are increasing, the demand for urban transport is also increasing, urban rail transit in meeting the daily travel needs of people occupies an increasingly important position. And gradually become the main force of urban public transport and the inevitable trend of urban traffic development in the future. Compared with the developed countries, the development of urban rail transit in China started late, but the speed of development was relatively fast. The construction and operation of urban rail transit projects are characterized by high cost, high investment, difficult exit and short term benefits. All of these require good and effective operation of urban rail transit, in order to ensure the health of urban rail transit in our country. Sustainable development Therefore, we need to explore the profit model suitable for the development of urban rail transit in China, and improve the operational efficiency, which of course can not be separated from the analysis and research of rail transit operation mechanism. Based on this, this paper attempts to construct and improve the existing urban rail transit operation mechanism, and take Tianjin as an example, combined with specific cases to study. On the basis of studying the relevant theories of urban rail transit operation and management at home and abroad, defining the important concepts and summarizing the experience of the development of typical cities at home and abroad, This paper analyzes the problems existing in the operation and management of urban rail transit in China and the causes of the problems, and points out the necessity of perfecting the operation mechanism of urban rail transit in China. This paper summarizes the important factors that affect the development of urban rail transit in China from three aspects: policy, market and society, and designs and consummates the blueprint of the operation mechanism of our country's urban rail transit as a starting point, combining with the concrete reality of urban development. Choose the suitable operation management mode and mechanism, carry on the bold exploration to the construction and consummation of the operation mechanism of our country's urban rail transit, in order to put forward the new thought for the effective operation and the benign development of our country's urban rail transit. It provides favorable conditions for the sustainable development of urban transportation system. This paper summarizes the existing beneficial experiences in the development of Tianjin rail transit, and points out the problems needing attention in the future development. Finally, the article is summarized and pointed out deficiencies.
