一體化背景下京津冀交通與經(jīng)濟協(xié)調(diào)發(fā)展評價研究

【摘要】：交通與經(jīng)濟發(fā)展之間存在著緊密的相互作用關(guān)系,二者的協(xié)調(diào)有利于系統(tǒng)資源的合理配置和系統(tǒng)整體發(fā)展的最優(yōu)化。當(dāng)前京津冀地區(qū)正著力推進(jìn)區(qū)域交通與經(jīng)濟的一體化進(jìn)程,而京津冀地區(qū)交通與經(jīng)濟的協(xié)調(diào)發(fā)展不僅是一體化發(fā)展的保障,也是一體化進(jìn)程的必要階段。基于此背景,本文以京津冀地區(qū)交通和經(jīng)濟發(fā)展的差異性為切入點,綜合運用系統(tǒng)工程的理論與方法,采取定性與定量相結(jié)合的技術(shù)手段,主要開展了以下研究：(1)結(jié)合對國內(nèi)外研究進(jìn)展的系統(tǒng)梳理,首先對本文研究的內(nèi)容進(jìn)行了界定和論證；再以系統(tǒng)理論、需求理論、適應(yīng)性理論為基礎(chǔ),分析了交通與經(jīng)濟之間相互作用的機理及一體化背景下交通與經(jīng)濟協(xié)調(diào)發(fā)展的內(nèi)涵。(2)在系統(tǒng)影響因素分析的基礎(chǔ)上,通過定量和定性的篩選過程,從總量、結(jié)構(gòu)、效益、增速四個維度分別對交通與經(jīng)濟系統(tǒng)建立了評價指標(biāo)體系；計算得到了各指標(biāo)的標(biāo)準(zhǔn)化值,并用層次分析法和熵值法確定了指標(biāo)權(quán)重；構(gòu)建了主成分分析法模型和綜合函數(shù)法模型對交通與經(jīng)濟各系統(tǒng)的發(fā)展水平指數(shù)進(jìn)行了定量計算。(3)構(gòu)建了系統(tǒng)協(xié)調(diào)發(fā)展評價的系列模型：首先基于變異系數(shù)構(gòu)建了交通與經(jīng)濟系統(tǒng)間的協(xié)調(diào)度模型,并根據(jù)京津冀地區(qū)的實際情況予以改進(jìn)；又引進(jìn)了協(xié)調(diào)發(fā)展度和協(xié)調(diào)發(fā)展趨勢的概念,設(shè)計了對協(xié)調(diào)性評價結(jié)果的描述標(biāo)準(zhǔn)；還結(jié)合京津冀地區(qū)的需要,構(gòu)建了多系統(tǒng)間的協(xié)調(diào)度模型。本文基于木桶理論設(shè)計了相關(guān)分析和差異分析方法,結(jié)合模型評價結(jié)果提出了京津冀地區(qū)交通與經(jīng)濟協(xié)調(diào)發(fā)展的對策措施。
[Abstract]:There is a close interaction between transportation and economic development. The coordination of the two is conducive to the rational allocation of system resources and the optimization of the overall development of the system. At present, the Beijing-Tianjin-Hebei region is pushing forward the integration process of regional traffic and economy, and the coordinated development of traffic and economy in Beijing-Tianjin-Hebei region is not only the guarantee of the integration development, but also the necessary stage of the integration process. Based on this background, this paper takes the difference of traffic and economic development in Beijing-Tianjin-Hebei region as the breakthrough point, synthetically applies the theory and method of system engineering, and adopts the technical means of combining qualitative and quantitative. The main research is as follows: (1) combined with the systematic analysis of domestic and foreign research progress, firstly, the content of this paper is defined and demonstrated, and then based on the system theory, demand theory, adaptability theory. The mechanism of interaction between traffic and economy and the connotation of coordinated development of traffic and economy under the background of integration are analyzed. (2) based on the analysis of system influencing factors, through the quantitative and qualitative screening process, from the total amount, structure, benefit, The four dimensions of growth rate have established the evaluation index system of traffic and economic system, calculated the standardized values of each index, and determined the index weight by AHP and entropy method. The principal component analysis (PCA) model and the comprehensive function method model are constructed to calculate quantitatively the development level index of the traffic and economic systems. (3) A series of models for evaluating the coordinated development of the system are constructed: firstly, based on the coefficient of variation, the model is constructed. The degree of coordination model between transportation and economic system, According to the actual situation of Beijing-Tianjin-Hebei region, the author introduces the concepts of coordinated development degree and coordinated development trend, designs the description criteria for the evaluation results of coordination, and combines with the needs of Beijing-Tianjin-Hebei region. A multi-system coordination model is constructed. Based on the bucket theory, this paper designs the methods of correlation analysis and difference analysis, and puts forward the countermeasures for the coordinated development of traffic and economy in Beijing-Tianjin-Hebei region.
