【摘要】：土地是人們生存和發(fā)展的重要的物質(zhì)基礎,同時也是農(nóng)業(yè)生產(chǎn)和社會生產(chǎn)的基礎,土地資源是一種供應有限且有益于人類的重要資源,社會經(jīng)濟發(fā)展對土地需求的增長性與土地資源的稀缺性之間的不協(xié)調(diào)性歷來是土地管理需要解決的難題。黨的十七大報告提出“加強能源資源節(jié)約和生態(tài)環(huán)境保護,增強可持續(xù)發(fā)展能力”的目標,黨的十七屆三中全會上也提出“除了實行最嚴格的耕地保護制度之外,還要實行最嚴格的節(jié)約用地制度”。從嚴控制各類建設占用土地和建設用地總規(guī)模是我國現(xiàn)在也是未來相當長一段時期內(nèi)土地利用和管理的重要目標。最近幾十年來巨大的需求壓力引致高速公路不斷擴張,建設重大工程和項目都要占用大量的土地資源,也包括大量的優(yōu)質(zhì)耕地,高速公路的這種高速擴張與稀缺的土地資源產(chǎn)生巨大的矛盾,大量事實證明,如果只依賴提高高速公路系統(tǒng)服務水平是無法調(diào)和這巨大的矛盾。因此就要求我們思考創(chuàng)新出新的高速公路土地管理模式,在加強存量高速公路建設用地利用,控制新增高速公路建設用地數(shù)量,促進高速公路建設用地節(jié)約集約發(fā)展的基礎上,使有限的土地資源得到可持續(xù)利用,建立“資源節(jié)約型、環(huán)境友好型”的高速公路土地管理模式。 本論文通過歸納界定高速公路用地范圍、性質(zhì)及分類,在研究安徽省高速公路的土地利用管理現(xiàn)狀的基礎上,提出了構建安徽省高速公路建設集約用地管理模式的建議。 本文還通過對安徽省高速公路建設用地狀況進行深入研究,比較分析安徽省四大區(qū)域高速公路土地利用不同模式,得出了安徽省高速公路建設用地利用不合理,部分區(qū)域高速公路建設用地數(shù)量超額,浪費土地的問題。 最后,在前文研究的基礎上,探究安徽省高速公路土地管理中存在的問題,針對這些問題從土地資源管理的角度解決提出安徽省差別化土地管理模式,為高速公路建設用地集約利用提供合理途徑,同時確定了土地標準,健全了土地管理辦法,對于指導土地資源節(jié)約集約利用,提高土地使用效率,促進安徽省高速公路建設用地管理科學發(fā)展具有深遠意義。
[Abstract]:Land is an important material basis for the survival and development of people, as well as the basis for agricultural and social production. Land resources are an important resource of limited supply and beneficial to mankind. The disharmony between the growth of land demand and the scarcity of land resources in social and economic development has always been a difficult problem for land management. The report of the 17th National Congress of the CPC put forward the goal of "strengthening energy and resources conservation and ecological and environmental protection and enhancing the ability of sustainable development." at the third Plenary session of the 17th CPC Central Committee, it was also pointed out that "in addition to implementing the strictest system of cultivated land protection," We must also implement the strictest system of land conservation. " It is an important goal of land use and management in a long period of time for our country to strictly control all kinds of construction occupied land and the total scale of construction land. The huge demand pressure in recent decades has led to the continuous expansion of highways. The construction of major projects and projects has to occupy a large amount of land resources, including a large number of high-quality arable land. There is a huge contradiction between the rapid expansion of expressway and the scarce land resources. A large number of facts prove that it is impossible to reconcile this huge contradiction if we only rely on improving the service level of expressway system. Therefore, we need to think about and innovate the new expressway land management model, on the basis of strengthening the use of the existing expressway construction land, controlling the quantity of the new expressway construction land, and promoting the intensive development of the expressway construction land saving and intensive development. The limited land resources can be used sustainably and the expressway land management mode of "resource saving and environment friendly" should be established. Based on the study of the present situation of expressway land use management in Anhui Province, this paper puts forward some suggestions to construct the intensive land use management mode of highway construction in Anhui Province. This paper also makes a deep study on the situation of expressway construction land in Anhui Province, compares and analyzes the different patterns of expressway land use in four major regions of Anhui Province, and concludes that the use of expressway construction land in Anhui Province is unreasonable. Some regional highway construction land excess, waste land problem. Finally, on the basis of the previous research, this paper probes into the problems existing in the land management of highway in Anhui Province, and puts forward the differentiated land management model of Anhui Province from the angle of land resource management. It provides a reasonable way for intensive utilization of expressway construction land, determines the land standard and improves the land management method, which can guide the land resources to economize on intensive use and improve the efficiency of land use. It is of great significance to promote the scientific development of highway construction land management in Anhui Province.
