民間資本投資陜西省交通基礎(chǔ)設(shè)施領(lǐng)域研究

【摘要】:隨著我國(guó)進(jìn)入“十二五”時(shí)期,交通基礎(chǔ)設(shè)施在國(guó)民經(jīng)濟(jì)中發(fā)揮著越來(lái)越重要的作用。處于西部地區(qū)的陜西省,在交通基礎(chǔ)設(shè)施建設(shè)方面和東部地區(qū)相比相差較多,交通基礎(chǔ)設(shè)施規(guī)模不足,嚴(yán)重影響著陜西省經(jīng)濟(jì)的發(fā)展。為了適應(yīng)當(dāng)前經(jīng)濟(jì)的發(fā)展,在未來(lái)的一段時(shí)期,交通基礎(chǔ)設(shè)施建設(shè)將會(huì)以較快的速度大規(guī)模發(fā)展。大規(guī)模的發(fā)展則需要巨額的建設(shè)資金,傳統(tǒng)的依靠國(guó)家投資為主的模式已經(jīng)不能滿足這么龐大規(guī)模的需求,民間資本的引入為這龐大的需求帶來(lái)一種新的資金解決途徑。由于交通基礎(chǔ)設(shè)施建設(shè)有著投資規(guī)模大、周期長(zhǎng)、結(jié)構(gòu)復(fù)雜、涉及的利益主體多、不確定因素多等特點(diǎn),因此,在實(shí)施過(guò)程中,,對(duì)于不同類型的交通基礎(chǔ)設(shè)施有著不同的投資模式,并且存在著很多的風(fēng)險(xiǎn)。投資模式的選擇和投資所產(chǎn)生的風(fēng)險(xiǎn)都有可能對(duì)民間資本引入交通基礎(chǔ)設(shè)施項(xiàng)目的實(shí)施造成嚴(yán)重影響。所以,做好民間資本引入到陜西省交通基礎(chǔ)設(shè)施建設(shè)的投資路徑和風(fēng)險(xiǎn)管理至關(guān)重要。 本文在國(guó)內(nèi)外基礎(chǔ)設(shè)施公私合作管理研究的基礎(chǔ)上,結(jié)合國(guó)內(nèi)項(xiàng)目實(shí)踐的經(jīng)驗(yàn),從投資者角度對(duì)民間資本引入到交通基礎(chǔ)設(shè)施建設(shè)中進(jìn)行了投資路徑和風(fēng)險(xiǎn)管理的研究。首先,論文通過(guò)對(duì)陜西省交通基礎(chǔ)設(shè)施融資的現(xiàn)狀進(jìn)行分析,提出民間資本引入的可行性;其次,按照交通基礎(chǔ)設(shè)施社會(huì)與經(jīng)濟(jì)屬性,將交通基礎(chǔ)設(shè)施分為經(jīng)營(yíng)性、準(zhǔn)經(jīng)營(yíng)性和公益性。按照不同類型的建設(shè),提出向?qū)?yīng)的路徑;最后,將結(jié)合具體的國(guó)情分析交通基礎(chǔ)建設(shè)項(xiàng)目的風(fēng)險(xiǎn)管理機(jī)制,通過(guò)數(shù)學(xué)模型將各個(gè)因素進(jìn)行權(quán)重的分析。結(jié)合各種風(fēng)險(xiǎn)因素的特性,提出風(fēng)險(xiǎn)規(guī)范措施,以提高風(fēng)險(xiǎn)管理的規(guī)范性和有效性,為以后有效利用民間資本到交通基礎(chǔ)設(shè)施建設(shè)提供理論支持和借鑒。
[Abstract]:As China enters the period of the Twelfth Five-Year Plan, transportation infrastructure plays an increasingly important role in the national economy. In the western part of Shaanxi Province, there are many differences between the transportation infrastructure construction and the eastern region, and the scale of the transportation infrastructure is insufficient, which seriously affects the economic development of Shaanxi Province. In order to adapt to the current economic development, traffic infrastructure construction will develop rapidly and on a large scale in the future. The large-scale development needs huge construction funds, the traditional mode of relying on the state investment is no longer able to meet the demand of such a large scale. The introduction of private capital brings a new way to solve this huge demand. Because the transportation infrastructure construction has the characteristics of large scale of investment, long period, complex structure, many stakeholders involved, and many uncertain factors, so in the process of implementation, the transportation infrastructure construction has the characteristics of large scale of investment, long period, complex structure, and so on. There are different investment modes for different types of transport infrastructure, and there are many risks. The choice of investment mode and the risks caused by investment may have a serious impact on the implementation of transport infrastructure projects introduced into private capital. Therefore, it is very important to introduce private capital into the investment path and risk management of transportation infrastructure construction in Shaanxi Province. On the basis of the research on public-private partnership management of infrastructure at home and abroad, this paper studies the investment path and risk management from the perspective of investors in the introduction of private capital into the construction of transportation infrastructure, combined with the experience of domestic project practice. Firstly, the paper analyzes the current situation of transportation infrastructure financing in Shaanxi Province, and puts forward the feasibility of introducing private capital. Secondly, according to the social and economic attributes of transportation infrastructure, the traffic infrastructure is divided into operational. Quasi-business and public welfare. According to different types of construction, the corresponding path is put forward. Finally, the risk management mechanism of traffic infrastructure project is analyzed according to the specific national conditions, and the weight of each factor is analyzed by mathematical model. Combined with the characteristics of various risk factors, the paper puts forward the risk regulation measures to improve the standardization and effectiveness of risk management, and to provide theoretical support and reference for the future effective use of private capital to the construction of transportation infrastructure.
