【摘要】：鐵路貨運(yùn)在長期的計劃經(jīng)濟(jì)體制下缺乏市場競爭能力,缺乏深入改革的內(nèi)在動力,存在著的送達(dá)速度慢、便利程度低、貨損貨差嚴(yán)重、無法滿足貨主多樣化要求等問題。隨著國民經(jīng)濟(jì)和鐵路行業(yè)的發(fā)展,鐵路行業(yè)當(dāng)前的主要任務(wù)是運(yùn)用現(xiàn)代物流理論,通過整合供應(yīng)鏈,靠協(xié)作提高鐵路運(yùn)輸能力。 鐵路運(yùn)輸作為我國目前主要的貨物運(yùn)輸方式之一,在我國的改革和發(fā)展中肩負(fù)著非常重要的作用。為更好的鞏固鐵路運(yùn)輸在國民經(jīng)濟(jì)中的地位,更好的發(fā)揮鐵路支持區(qū)域經(jīng)濟(jì)發(fā)展的作用,同時不斷提高鐵路行業(yè)自身水平,需要進(jìn)行現(xiàn)代物流建設(shè)�，F(xiàn)代物流的建設(shè)將為北京鐵路局貨物運(yùn)輸?shù)陌l(fā)展提供良好機(jī)遇。 本文以北京鐵路局現(xiàn)狀為基礎(chǔ),分析了鐵路向現(xiàn)代物流轉(zhuǎn)型,構(gòu)建貨運(yùn)系統(tǒng)現(xiàn)代物流體系的目的和意義。分析了國家及鐵路物流發(fā)展的政策要求、區(qū)域經(jīng)濟(jì)概況、鐵路貨物運(yùn)輸趨勢,對北京鐵路局貨物運(yùn)輸構(gòu)建現(xiàn)代物流體系的必要性、內(nèi)部和外部戰(zhàn)略、機(jī)遇及困難、發(fā)展物流的總體戰(zhàn)略及方針進(jìn)行了討論。從現(xiàn)代物流管理模式、運(yùn)營模式兩個方面入手,分別對北京鐵路局現(xiàn)有貨運(yùn)生產(chǎn)組織結(jié)構(gòu)和作業(yè)流程進(jìn)行比較分析,提出北京鐵路局貨運(yùn)現(xiàn)代物流體系模式,給出工作流程優(yōu)化實施方案。以北京鐵路局已改造的貨場為實例,強(qiáng)化案例分析,印證如何通過物流轉(zhuǎn)型提升鐵路在運(yùn)輸市場上的競爭力,為今后北京鐵路局貨運(yùn)的發(fā)展提供參考。
[Abstract]:Under the long-term planned economy system, railway freight transport lacks the market competition ability and the inherent motive force of deep reform. There are some problems such as slow delivery speed, low convenience, bad cargo damage, unable to meet the diversified requirements of cargo owners, and so on. With the development of national economy and railway industry, the main task of railway industry is to use modern logistics theory and improve railway transportation capacity by integrating supply chain. As one of the main modes of freight transportation in China, railway transportation plays an important role in the reform and development of our country. In order to consolidate the status of railway transportation in the national economy, better play the role of railway to support regional economic development, and constantly improve the level of railway industry, it is necessary to carry out modern logistics construction. The construction of modern logistics will provide a good opportunity for the development of freight transportation of Beijing Railway Administration. Based on the present situation of Beijing Railway Administration, this paper analyzes the purpose and significance of the transformation from railway to modern logistics and the construction of modern logistics system of freight transportation system. This paper analyzes the policy requirements of the development of national and railway logistics, the general situation of regional economy, the trend of railway freight transportation, the necessity, internal and external strategies, opportunities and difficulties of constructing a modern logistics system for freight transportation of Beijing Railway Administration. The general strategy and policy of developing logistics are discussed. Starting from two aspects of modern logistics management mode and operation mode, this paper compares and analyzes the existing freight transport production organization structure and operation process of Beijing Railway Administration, and puts forward the modern logistics system model of Beijing Railway Administration freight transport. The implementation scheme of workflow optimization is given. Taking the transformed freight yard of Beijing Railway Administration as an example, the case study is strengthened to prove how to improve the competitiveness of railway in the transportation market through logistics transformation, and to provide reference for the development of freight transportation in Beijing Railway Administration.
