【摘要】：本文以復(fù)雜環(huán)境條件下港口工程投標(biāo)決策為研究對(duì)象,依據(jù)定量管理決策理論,應(yīng)用現(xiàn)代綜合評(píng)價(jià)方法進(jìn)行了投標(biāo)決策定量研究。 文中首先分析、總結(jié)了港口工程施工行業(yè)市場(chǎng)競(jìng)爭(zhēng)的現(xiàn)狀和投標(biāo)管理面臨的復(fù)雜環(huán)境背景,指出投標(biāo)決策定性分析主觀性、盲目性的局限性以及投標(biāo)決策科學(xué)化、定量化的重要意義;然后闡述了投標(biāo)決策及定量管理決策理論及研究現(xiàn)狀,為本文的研究提供理論基礎(chǔ);之后結(jié)合公司投標(biāo)管理的組織模式以及項(xiàng)目實(shí)施中存在的問題,分析了投標(biāo)決策工作的缺陷和不足,并在此基礎(chǔ)上,依據(jù)投標(biāo)決策及定量管理決策的基礎(chǔ)理論,應(yīng)用現(xiàn)代綜合評(píng)價(jià)方法,構(gòu)建了港口工程投標(biāo)決策定量模型,并介紹了應(yīng)用該模型進(jìn)行投標(biāo)項(xiàng)目評(píng)價(jià)的步驟;之后介紹了某港口工程的投標(biāo)工作及項(xiàng)目實(shí)施過程中存在的問題,反觀和分析了投標(biāo)決策中的主觀性和盲目性的缺陷和不足,并應(yīng)用定量模型對(duì)其進(jìn)行了評(píng)價(jià);最后對(duì)本研究作出結(jié)論,并指出本研究存在的問題及下一步的研究展望。本文的研究旨在指出公司在投標(biāo)決策環(huán)節(jié)亟待解決的主觀性、盲目性問題,希望通過定量化模型輔助決策的這種方式方法,為復(fù)雜環(huán)境條件下公司投標(biāo)決策科學(xué)化、定量化的管理改革提供參考。
[Abstract]:Based on the decision theory of quantitative management and modern comprehensive evaluation method, this paper takes the bidding decision of port engineering under complex environment as the research object. Firstly, the paper analyzes and summarizes the present situation of market competition in port engineering construction industry and the complex environment background of bidding management, and points out that the qualitative analysis of bidding decision is subjective, the limitation of blindness and the scientization of bidding decision. The significance of quantification, the theory and research status of bidding decision and quantitative management decision are expounded, which provides the theoretical basis for the research of this paper. Then, combining with the organization mode of the bidding management of the company and the problems in the implementation of the project, Based on the analysis of the defects and shortcomings of bidding decision making, and based on the basic theory of bid decision and quantitative management decision, a quantitative model of bidding decision for port engineering is constructed by applying modern comprehensive evaluation method. The paper also introduces the steps of applying this model to the evaluation of bidding project, then introduces the problems existing in the bidding work of a port project and the implementation of the project, and analyzes the defects and shortcomings of subjectivity and blindness in bidding decision making. The quantitative model is used to evaluate it. Finally, the conclusion of this study is drawn, and the problems in this study and the future research prospects are pointed out. The purpose of this paper is to point out the subjective and blind problems that need to be solved in bidding decision making. It is hoped that the quantitative model can be used to assist the decision-making in order to make the bidding decision more scientific under the complex environment. The quantitative management reform provides the reference.
