高速公路計重收費綜合效益分析及相關(guān)問題的研究
[Abstract]:Expressway overload problem is always the problem that highway operation company is very concerned about. The implementation of heavy charge is an effective measure to deal with the problem of overload, and it also brings new variables to the road transportation industry. Therefore, it is necessary to make a comprehensive benefit analysis by synthetically considering the various factors of weighing charge. At present, only partial or partial factors are studied in China, but lack of systematic research. Therefore, it is very important to carry out comprehensive and in-depth research on the comprehensive benefit of weight-calculating charges in this paper. In this paper, from the point of view of expressway operation company, every index of comprehensive benefit of expressway weight charge is divided in detail. The index system of comprehensive benefit analysis for toll collection of expressway is established. Combined with the new concept of "safety, durability, environmental protection and economy", the author creatively puts forward that the comprehensive benefit index of weighing charge can be divided into four aspects: safety, economy, durability and environmental protection. And further from the quantitative and qualitative two scientific and reasonable division of the three-level indicators. Then using the method of experts to score, calculate the weight of the indicators at all levels. Secondly, on the basis of the real weight charge data, by comparing the data before and after the weight charge, this paper analyzes the impact of the implementation of the weight charge on the society from four aspects one by one. The research of this paper always takes highway manager as the first angle of view, takes the benefit of the country and the people as the starting point, first, from the angle of the government management department, has carried on the research to the safety benefit and the environmental protection benefit of the weighing charge. This paper provides the basis and method for the government to plan and manage the expressway, and second, from the angle of the high speed operating company, studies the economic benefit and the durable benefit of the heavy charge, and puts forward the guidance for the company to improve the operation and management. Finally, this paper makes a deep study on the three related issues of weight-bearing charge which are most concerned by all walks of life. Considering the interests of all parties, this paper gives the best model of the charge rate, the problem of evading the charge and the corresponding measures to be taken, and makes detailed statistics on all the means of evading the charge since the weighing charge. This paper also gives the countermeasures that can be adopted by the operating company, the strategy of logistics company after weighing and charging, and analyzes the transportation scheme and the choice of vehicle model after the implementation of weight charge from the point of view of logistics company and truck driver. Based on a large number of real data collected over the years and using scientific and reasonable mathematical methods, this paper thoroughly and comprehensively analyzes the impact of the implementation of weight-counting charges on all aspects. In this paper, we will combine the theoretical research with the actual data to study the internal relationship between the various indicators of weight charge, through the establishment of a theoretical model, using the method of cross-classification for in-depth research. The research of this paper opens up a new way to study the toll of highway weighing by cross classification, which provides the scientific basis for the operation and management of the toll calculation of the expressway, and consummates the theory of the weight charge. It has a certain theoretical and practical significance for the implementation and planning of highway weight-calculating charges in the future.
