吉林省內(nèi)河水運發(fā)展措施研究

【摘要】：內(nèi)河運輸是水上運輸?shù)囊粋�組成部分,它是內(nèi)陸腹地和沿海地區(qū)的紐帶,也是邊疆地區(qū)與鄰國邊境河流的連接線,在現(xiàn)代化的運輸中起著重要的輔助作用。內(nèi)河運輸具有成本低、耗能少、投資省、少占或不占農(nóng)田等優(yōu)點,但其受自然條件限制較大,速度較慢,連續(xù)性差。 吉林省作為東北三省的重要組成部分,在發(fā)展東北地區(qū)的經(jīng)濟水平中發(fā)揮著重要的作用。然而隨著經(jīng)濟的發(fā)展和東北老工業(yè)基地的建設(shè),對東北地區(qū)的物資的進出貿(mào)易以及能源的需求提出迫切要求,對于貨物的運輸也有了很大的需求。吉林省鐵路、公路四通八達,省內(nèi)河流比較充裕,然而內(nèi)河運輸?shù)臐摿Σ⑽吹玫匠浞值睦?甚至仍是十分薄弱的環(huán)節(jié)。隨著東北地區(qū)經(jīng)濟的發(fā)展需求以及國家對內(nèi)河水運發(fā)展的大力扶持,發(fā)展吉林省內(nèi)河運輸勢不可擋。 吉林省對于內(nèi)河水運的重視力度不夠,內(nèi)河水運存在著眾多問題,已不適應(yīng)當(dāng)今社會發(fā)展的需要。與世界內(nèi)河水運發(fā)達國家相比,吉林省內(nèi)河運輸?shù)目傮w技術(shù)水平還相當(dāng)落后,是綜合運輸體系中最薄弱的環(huán)節(jié)。吉林省內(nèi)河運輸?shù)陌l(fā)展要轉(zhuǎn)變?yōu)檫m應(yīng)現(xiàn)代化發(fā)展的需要,就需要運用可持發(fā)展的觀念,深入研究內(nèi)河水運發(fā)展的優(yōu)劣勢以及發(fā)展條件與規(guī)律,研究內(nèi)河水運的發(fā)展措施,以充分發(fā)揮內(nèi)河水運在國民經(jīng)濟、綜合運輸體系中的作用,為吉林省經(jīng)濟的發(fā)展做出更大的貢獻。 內(nèi)河水運運輸是實現(xiàn)經(jīng)濟發(fā)展和社會進步的重要前提。由于內(nèi)河水運服務(wù)的公共產(chǎn)品的屬性,因此內(nèi)河水運的供給和管理主要依靠政府的支持。因此在發(fā)展內(nèi)河水運的過程中,政府職能起著重要作用。 本文以調(diào)查分析和文獻研究為基礎(chǔ),運用公共產(chǎn)品理論、公共產(chǎn)品供給理論以及管制與服務(wù)關(guān)系理論等,以吉林省內(nèi)河水運發(fā)展的現(xiàn)狀為樣本,闡述吉林省內(nèi)河水運的發(fā)展及管理現(xiàn)狀,運用SWOT分析的方法總結(jié)分析吉林省內(nèi)河水運發(fā)展中存在的問題以及所處的環(huán)境,通過對吉林內(nèi)河水運的發(fā)展的正確戰(zhàn)略定位,從政府的角度,探討如何加快吉林內(nèi)河水運發(fā)展,促進運輸船舶大型化、標(biāo)準(zhǔn)化,內(nèi)河水運資源得到有效的開發(fā)利用以及內(nèi)河水運優(yōu)勢充分發(fā)揮,從而推動吉林省經(jīng)濟發(fā)展。
[Abstract]:Inland river transportation is a part of water transportation. It is the link between inland hinterland and coastal area. It is also a connection line between border area and neighbouring border river. It plays an important auxiliary role in modern transportation. Inland river transportation has the advantages of low cost, less energy consumption, less investment, less occupation of farmland and so on, but it is limited by natural conditions. The system is large, slow, and poor in continuity.
As an important part of the northeast three provinces, Jilin province plays an important role in the development of the economic level of the northeast region. However, with the development of the economy and the construction of the northeast old industrial base, the demand for the import and export of materials and the demand for energy in the northeast is urgently needed, and the transportation of goods has great demand. The railway in Jilin Province, the highway in all directions, the river in the province is abundant, but the potential of inland river transportation has not been fully utilized, even still a very weak link. With the development demand of the northeast region economy and the state's strong support to the development of inland water transportation, the development of inland river transportation in Jilin province is unstoppable.
Jilin province has not paid enough attention to inland river water transportation, and there are many problems in inland river water transportation, which has not adapted to the needs of the development of today's society. Compared with the developed countries in the world, the overall technical level of inland river transportation in Jilin is still relatively backward. It is the weakest link in the comprehensive transportation system. The development of inland river transportation in Jilin province should be developed. In order to adapt to the needs of modern development, it is necessary to use the concept of sustainable development, to study the advantages and disadvantages of the development of inland river water transportation, to study the development conditions and laws, to study the development measures of inland river water transportation, to give full play to the role of inland water transportation in the national economy and in the comprehensive transportation system, and to make greater development for the economic development of Jilin province. Contribution.
Inland waterway transport is an important prerequisite for economic development and social progress. Because of the property of the public products of the inland river water transport service, the supply and management of the inland river water transportation depends mainly on the support of the government. Therefore, the government functions play an important role in the process of the development of inland river water transportation.
On the basis of investigation and analysis and literature research, using the theory of public products, the theory of public product supply and the theory of control and service relations, this paper takes the current situation of the development of river water transportation in Jilin Province as the sample, expounds the development and management status of inland river water transportation in Jilin Province, and uses the method of SWOT analysis to summarize and analyze the development of inland river water transportation in Jilin province. The existing problems and its environment, through the correct strategic positioning of the development of Jilin river water transport, from the point of view of the government, to explore how to speed up the development of river water transport in Jilin, promote the large-scale transportation of shipping, standardization, the effective exploitation and utilization of inland river water resources and the full play of the inland river water transport advantages, thus promoting Jilin Economic development in the province.
