天津港物流網(wǎng)絡構(gòu)建研究

【摘要】:當前,國際經(jīng)濟形勢多變,國際主要港口間競爭日益加強,國內(nèi)各港口吞吐能力增長迅速,天津港面臨國際和國內(nèi)港口間的激烈競爭。港口間競爭加劇,惡性價格競爭明顯,天津港積極應對國際和國內(nèi)港口的挑戰(zhàn)的同時,已規(guī)劃建設(shè)為北方國際航運中心和國際物流中心,正積極向第四代港口模式發(fā)展。 本文通過對天津港物流網(wǎng)絡建設(shè)的需求進行分析,總結(jié)得出天津港建設(shè)港口物流網(wǎng)絡的重要作用,是建設(shè)世界一流大港,北方國際航運中心和國際物流中心的重要舉措,是增強港口核心競爭力的客觀要求,也是港口可持續(xù)發(fā)展的必要保證,更是促進港口產(chǎn)業(yè)升級的必由之路;對區(qū)域港口群而言,是港口間由競爭走向競合,實現(xiàn)區(qū)域港口群一體化發(fā)展,規(guī)避港口間惡性競爭的有效手段;對客戶而言,是減少客戶全程綜合成本,提供個性化的全程物流服務和增值服務的高端服務;對區(qū)域經(jīng)濟而言,是天津市建設(shè)國際港口城市、北方經(jīng)濟中心和生態(tài)城市,以港興市、港城共榮的需要,同時也是對腹地經(jīng)濟社會的發(fā)展提供一定的推動力。 在天津港物流網(wǎng)絡建設(shè)研究上,本文提出了建設(shè)天津港物流網(wǎng)絡的意義和目標,并通過構(gòu)建腹地物流網(wǎng)絡、港口間物流網(wǎng)絡、目的港腹地物流網(wǎng)絡及各網(wǎng)絡間的連接,最終形成天津港物流網(wǎng)絡規(guī)劃和實施方案,初步探討了天津港物流網(wǎng)絡建設(shè)的人才保障、資金保障、制度保障、信息保障和企業(yè)文化建設(shè)等措施,形成天津港物流網(wǎng)絡建設(shè)的基礎(chǔ)理論。 通過對天津港物流網(wǎng)絡建設(shè)的理論研究分析,實現(xiàn)整條物流鏈的成本與服務的最優(yōu)組合,形成在物流網(wǎng)絡支撐下的友好領(lǐng)導型港口,以應對國際和國內(nèi)港口間的激烈競爭,提升港口輻射范圍,帶動區(qū)域及腹地經(jīng)濟發(fā)展,發(fā)揮國民經(jīng)濟基礎(chǔ)的帶動作用,實現(xiàn)向第四代港口的跨越式發(fā)展。同時通過對天津港物流網(wǎng)絡建設(shè),加強集疏運體系,提高鐵路運輸能力和加強公路集疏運通道能力,促進航線開發(fā),提升港口大通關(guān)建設(shè)等,加快推動東疆保稅港區(qū)向自由貿(mào)易港區(qū)轉(zhuǎn)型。 本文通過對天津港物流網(wǎng)絡建設(shè)的理論研究,給全國其他港口的發(fā)展模式提供有效的借鑒,對港口發(fā)展中增強港口核心競爭力,使港口可持續(xù)發(fā)展,促進港口產(chǎn)業(yè)升級提供一個切實有效的參考。另外對港口間由競爭走向競合,實現(xiàn)區(qū)域港口群一體化發(fā)展,對腹地經(jīng)濟社會的發(fā)展提供推動力提供有效借鑒。
[Abstract]:At present, the international economic situation is changeable, the competition between the main international ports is increasingly strengthened, and the capacity of the domestic ports is increasing rapidly. Tianjin Port is faced with fierce competition between the international and domestic ports. The competition between ports is intensified, and the vicious price competition is obvious. While Tianjin Port is actively responding to the challenges of international and domestic ports, it has been planned to build into a northern international shipping center and an international logistics center, and is actively developing to the fourth generation port mode. Based on the analysis of the demand of Tianjin Port logistics network construction, this paper concludes that the important role of Tianjin Port construction port logistics network is an important measure to build world-class port, northern international shipping center and international logistics center. It is the objective requirement of enhancing the core competitiveness of the port, the necessary guarantee of the sustainable development of the port, and the only way to promote the upgrading of the port industry. For the regional port group, it is the competition from competition to competition among the ports. To realize the integrated development of regional port group and avoid the vicious competition among ports; to the customer, it is the high-end service to reduce the customer's overall cost, to provide the individualized logistics service and value-added service; to the regional economy, It is the need of Tianjin to build an international port city, an economic center in the north and an ecological city, to promote the prosperity of the city and the port city, and to provide a certain impetus for the economic and social development of the hinterland. On the research of Tianjin port logistics network construction, this paper puts forward the significance and goal of constructing Tianjin port logistics network, and through constructing hinterland logistics network, port logistics network, destination port hinterland logistics network and the connection of each network, Finally, the planning and implementation plan of Tianjin Port logistics network is formed, and the measures of talents guarantee, capital guarantee, system guarantee, information guarantee and enterprise culture construction of Tianjin Port logistics network construction are preliminarily discussed. Form the basic theory of Tianjin Port logistics network construction. Through the theoretical research and analysis of the logistics network construction of Tianjin Port, the optimal combination of cost and service of the whole logistics chain is realized, and the friendly leading port is formed under the support of the logistics network, in order to cope with the fierce competition between the international and domestic ports. To promote the radiation range of the port, to promote the regional and hinterland economic development, to give play to the driving role of the national economic foundation, and to realize the leap-forward development to the fourth generation port. At the same time, through the construction of Tianjin Port logistics network, strengthening the collection and distribution system, improving the capacity of railway transportation and strengthening the capacity of highway transportation channels, promoting the development of routes, promoting the construction of port customs clearance, etc. Speed up the transformation of the East Xinjiang bonded Port into a Free Trade Port. Through the theoretical research on the logistics network construction of Tianjin Port, this paper provides an effective reference for the development mode of other ports in the country, strengthens the core competitiveness of the port in the port development, and makes the port sustainable development.
