【摘要】：目前,隨著我國經(jīng)濟的快速發(fā)展,融資租賃成為緩解企業(yè)融資難融資、成本高的難題和帶動產(chǎn)業(yè)升級的重要手段,特別是在重資產(chǎn)行業(yè)如軌道交通等基礎(chǔ)設(shè)施項目中能獨立發(fā)揮作用,本文以武漢地鐵A項目為例,研究信用內(nèi)部評級法在融資租賃項目風(fēng)險管理中的運用。首先,本文介紹了融資租賃適用的項目類型和融資租賃對武漢地鐵建設(shè)的作用和意義,采用了文獻綜述法總結(jié)了國內(nèi)外研究現(xiàn)狀;其次,以融資租賃項目風(fēng)險評估體系為基礎(chǔ),梳理了項目操作各個環(huán)節(jié)的風(fēng)險要點和應(yīng)對策略,分析出信用風(fēng)險在項目風(fēng)險識別中的重要地位,并介紹融資租賃行業(yè)的信用風(fēng)險內(nèi)部評級模型,該模型從定量、定性和特殊事項三個方面設(shè)置信用評級指標(biāo),并以承租人的經(jīng)營情況和對外融資數(shù)據(jù)為基礎(chǔ),對承租人的信用風(fēng)險進行評估進而得出承租人信用等級;最后,結(jié)合武漢市地鐵A項目案例對各環(huán)節(jié)的風(fēng)險要點進行分析,運用融資租賃信用風(fēng)險內(nèi)部評價模型對承租人進行信用評級,并對評級結(jié)果進行風(fēng)險評價分析以及提出有針對性的風(fēng)險應(yīng)對措施。本文研究旨在為基礎(chǔ)設(shè)施行業(yè)的融資租賃業(yè)務(wù)提供識別承租人信用風(fēng)險、評價風(fēng)險等級和設(shè)置信用風(fēng)險應(yīng)對措施參考依據(jù)。
[Abstract]:At present, with the rapid development of China's economy, financial leasing has become an important means to alleviate the financing difficulties and high cost of enterprises and to promote industrial upgrading. Especially in the heavy asset industry such as rail transit and other infrastructure projects can play an independent role this paper takes Wuhan Metro A project as an example to study the application of credit internal rating method in the risk management of financial leasing projects. First of all, this paper introduces the applicable project types of financial lease and the role and significance of financial lease on Wuhan subway construction, and summarizes the current research situation at home and abroad by the method of literature review; secondly, based on the risk assessment system of financial lease project, This paper combs the key points and countermeasures of the project operation, analyzes the important position of the credit risk in the project risk identification, and introduces the internal rating model of the credit risk in the financial leasing industry. Three aspects of qualitative and special issues set credit rating indicators, and based on the lessee's operating situation and external financing data as the basis, the lessee's credit risk is evaluated and the lessee's credit rating is obtained. Based on the case of Wuhan Metro A Project, this paper analyzes the risk points of each link, and uses the internal evaluation model of financing lease credit risk to rate the lessee's credit. And the risk evaluation of the rating results and proposed targeted risk response measures. The purpose of this paper is to provide reference basis for identifying lessee credit risk, evaluating risk grade and setting up credit risk countermeasures for financial leasing business in infrastructure industry.
