構(gòu)建濱海新區(qū)航運(yùn)企業(yè)金融風(fēng)險(xiǎn)防范體系的相關(guān)問(wèn)題研究

【摘要】:航運(yùn)業(yè)作為典型的資本密集型產(chǎn)業(yè),具有投資金額大、回報(bào)周期長(zhǎng)、經(jīng)營(yíng)風(fēng)險(xiǎn)高的行業(yè)特點(diǎn),這些特點(diǎn)決定了港航船等企業(yè),在經(jīng)營(yíng)中有諸多的融資、轉(zhuǎn)移風(fēng)險(xiǎn),以及損失補(bǔ)償、價(jià)格發(fā)現(xiàn)和套期保值等需求。金融業(yè)的發(fā)展不僅能夠解決港航船等企業(yè)資金不足、損失補(bǔ)償和套期保值等問(wèn)題,還可以充分發(fā)揮金融在航運(yùn)投融資、保險(xiǎn)和價(jià)格發(fā)現(xiàn)等方面的作用,歷史說(shuō)明航運(yùn)業(yè)與金融業(yè)之間是相互滲透、融合的關(guān)系,并相互促進(jìn),共同成長(zhǎng),航運(yùn)業(yè)的金融服務(wù)已經(jīng)成為金融體系的組成部分,并一直遵循著金融市場(chǎng)的運(yùn)行規(guī)律。這為航運(yùn)業(yè)和金融領(lǐng)域的從業(yè)者和研究者提供了新的視角,提出了新的要求。 隨著歐美等發(fā)達(dá)經(jīng)濟(jì)體的經(jīng)濟(jì)大幅下滑,由于歐債危機(jī)持續(xù)蔓延,國(guó)際市場(chǎng)運(yùn)輸量急劇下降,導(dǎo)致國(guó)際航運(yùn)市場(chǎng)的需求減少,致使我國(guó)航運(yùn)企業(yè)近些年來(lái)出現(xiàn)大量的運(yùn)力過(guò)剩以及發(fā)展變慢等諸多問(wèn)題。2006年,濱海新區(qū)被納入國(guó)家“十一五”規(guī)劃,面對(duì)優(yōu)越的地理環(huán)境與政策扶持,濱海新區(qū)航運(yùn)企業(yè)推動(dòng)我國(guó)航運(yùn)業(yè)發(fā)展被列為重中之重的發(fā)展大計(jì)。當(dāng)“大船低碳”發(fā)展方向確定之后,轉(zhuǎn)變發(fā)展方式與加快經(jīng)濟(jì)結(jié)構(gòu)調(diào)整,加大技術(shù)節(jié)能力度、加快調(diào)整船隊(duì)結(jié)構(gòu),以降低本錢,促進(jìn)企業(yè)競(jìng)爭(zhēng)力,成了濱海新區(qū)航運(yùn)企業(yè)必須完成的首要任務(wù)。 本文從航運(yùn)金融發(fā)展的背景出發(fā),全面分析了濱海新區(qū)航運(yùn)企業(yè)發(fā)展的自身特征,以及我國(guó)金融體系的情況,特別是在金融風(fēng)險(xiǎn)下,濱海新區(qū)航運(yùn)企業(yè)在經(jīng)營(yíng)管理中存在的風(fēng)險(xiǎn),根據(jù)不同情況制定相應(yīng)的政策來(lái)保障航運(yùn)企業(yè)正常的發(fā)展空間,并鼓勵(lì)航運(yùn)企業(yè)不斷完善自身的風(fēng)險(xiǎn)防范體制,使濱海新區(qū)航運(yùn)企業(yè)得以更加積極、穩(wěn)健的可持續(xù)發(fā)展。 通過(guò)本文引以實(shí)例的將金融風(fēng)險(xiǎn)防范理論應(yīng)用到航運(yùn)企業(yè)發(fā)展實(shí)踐當(dāng)中,并提出建立適應(yīng)濱海新區(qū)航運(yùn)企業(yè)自身特點(diǎn)與發(fā)展方向的金融風(fēng)險(xiǎn)防范體系,從而為該地區(qū)航運(yùn)金融風(fēng)險(xiǎn)防范管理提供了參考依據(jù),也為我國(guó)航運(yùn)金融風(fēng)險(xiǎn)方法體系的改進(jìn)與完善提供一定的參考意見。
[Abstract]:As a typical capital-intensive industry, the shipping industry has the characteristics of large investment amount, long return period and high operating risk. These characteristics determine that there are many financing and transferring risks in the operation of Hong Kong shipping and other enterprises. As well as loss compensation, price discovery and hedging and other needs. The development of the financial industry can not only solve the problems of insufficient capital, loss compensation and hedging of enterprises such as Hong Kong and shipping vessels, but also give full play to the role of finance in shipping investment and financing, insurance and price discovery, etc. History shows that the relationship between shipping industry and financial industry is mutual penetration, fusion, mutual promotion and common growth. The financial service of shipping industry has become a part of the financial system, and has always followed the operating rules of financial market. This provides a new perspective and new requirements for practitioners and researchers in shipping and finance fields. As the economies of developed economies in Europe and the United States have fallen sharply, because of the continuing spread of the European debt crisis and the sharp drop in international market traffic, the demand in the international shipping market has decreased. In 2006, Binhai New area was incorporated into the 11th Five-Year Plan of the country, and faced with favorable geographical environment and policy support, the shipping enterprises in our country have a lot of problems in recent years, such as excess capacity and slow development, etc. In 2006, Binhai New area was included in the "Eleventh Five-Year Plan" of the country. Shipping enterprises in Binhai New area promote the development of China's shipping industry is listed as the most important development plan. When the development direction of "big ship and low carbon" is determined, we should change the mode of development, speed up the adjustment of economic structure, increase the intensity of technological energy saving, and speed up the adjustment of fleet structure in order to reduce the cost and promote the competitiveness of enterprises. Has become the coastal new area shipping enterprise must complete the primary task. Based on the background of shipping finance development, this paper comprehensively analyzes the characteristics of shipping enterprises' development in Binhai New area, as well as the situation of our country's financial system, especially under the financial risks. The risks existing in the operation and management of shipping enterprises in Binhai New area should be protected according to different conditions to ensure the normal development space of shipping enterprises, and the shipping enterprises should be encouraged to improve their own risk prevention system. The shipping enterprises in Binhai New area can be more active and stable sustainable development. This paper applies the theory of financial risk prevention to the development practice of shipping enterprises, and puts forward the establishment of financial risk prevention system adapted to the characteristics and development direction of shipping enterprises in Binhai New area. Therefore, it provides a reference basis for the prevention and management of shipping financial risks in this area, and also provides some reference suggestions for the improvement and improvement of the shipping financial risk method system in China.
