【摘要】：港口發(fā)展受自然因素、地理位置、世界經(jīng)濟、生產(chǎn)技術等多方面的影響,但其經(jīng)營管理模式可令這些影響因素產(chǎn)生積極的影響,實現(xiàn)資源的優(yōu)化配置,提高港口生產(chǎn)效率。因此,世界各國對港口經(jīng)營管理模式進行了探索,并普遍進入了民營化的模式。我國政府根據(jù)我國具體國情,對港口產(chǎn)業(yè)進行了兩次重大體制改革,以此為基礎,各個港口因地制宜的探索出了適合自己的經(jīng)營管理模式。 寧波港作為國內外樞紐大港,在我國港口體制改革的背景下,也進行了大膽的探索和創(chuàng)新。本文先通過定性分析的方法,在理論研究以及寧波港發(fā)展歷史研究的基礎上,總結出了寧波港經(jīng)營管理模式的特點和存在問題；接下來利用數(shù)據(jù)包絡法(DEA)和Malmquist指數(shù)法對寧波港的效率和效率變動情況進行了研究,從而說明寧波港經(jīng)營管理模式的優(yōu)勢和劣勢；文章最后針對寧波港經(jīng)營管理模式的問題提出了對策和建議。 研究結果表明,我國港口的體制改革對寧波港生產(chǎn)效率的提高起到了很大的促進作用；寧波港與舟山港的合并是浙江省政府的偉大壯舉,這種跨新政區(qū)劃的港口合作值得我國其他具有類似特征的港口效仿；寧波港和舟山港一體化還有很大的發(fā)展?jié)摿?但需要政府的支持、法律的保障和管理機構和體系的進一步完善。
[Abstract]:Port development is influenced by natural factors, geographical location, world economy, production technology and so on, but its management mode can make these factors have a positive impact, realize the optimal allocation of resources and improve the efficiency of port production. Therefore, countries all over the world have explored the mode of port management and have generally entered the mode of privatization. According to the actual situation of our country, our government has carried on two major system reforms to the port industry, and on this basis, each port has explored the suitable management mode according to the local conditions. Ningbo Port, as a key port at home and abroad, has also carried out bold exploration and innovation under the background of port system reform in our country. In this paper, through qualitative analysis method, on the basis of theoretical research and Ningbo port development history research, summed up the characteristics and problems of Ningbo port management model; Secondly, the paper uses data Envelopment Analysis (DEA) and Malmquist Index method to study the efficiency and efficiency change of Ningbo Port, so as to explain the advantages and disadvantages of Ningbo Port management mode. Finally, the paper puts forward some countermeasures and suggestions for Ningbo Port's management mode. The results show that the port system reform of our country has played a great role in promoting the production efficiency of Ningbo Port, and the merger of Ningbo Port and Zhoushan Port is the great feat of Zhejiang Provincial Government. This kind of port cooperation across the New deal regionalization is worthy of emulation by other ports with similar characteristics in our country; there is great potential for the integration of Ningbo Port and Zhoushan Port, but it needs the support of the government. The protection of laws and the further improvement of management institutions and systems.
