【摘要】:我國的建設監(jiān)理工作從上世紀80年代末起步試點以來,經過起步試點、穩(wěn)步推進、全力發(fā)展、整頓提高和持續(xù)再發(fā)展幾大階段,在工程建設全過程管理中起到了重要的監(jiān)督管理作用。 2003年鐵道部在建設系統(tǒng)監(jiān)理發(fā)展的基礎上頒發(fā)了《鐵路建設工程監(jiān)理規(guī)范》,明確了鐵路系統(tǒng)監(jiān)理單位和各級監(jiān)理人員在工程施工準備階段、工程施工階段、工程竣工驗收階段、工程質量保修期的監(jiān)理工作內容、監(jiān)理工作程序、監(jiān)理工作范圍以及相應的責、權、利關系,規(guī)范了鐵路工程監(jiān)理行為,積極推動鐵路建設監(jiān)理事業(yè)健康發(fā)展。 隨著我國鐵路跨躍式發(fā)展的興起,大規(guī)模鐵路建設在技術、裝備方面進行了大量的引進。對監(jiān)理行業(yè)管理水平要求有較大提高。既有鐵路監(jiān)理不管是監(jiān)理企業(yè)管理水平,還是人員素質都滿足不了大規(guī)模鐵路建設的監(jiān)理需要,鐵道部通過引進、吸收國外先進的監(jiān)理經驗,采取和國外知名的監(jiān)理公司合作,通過試點、推廣在合武、武廣等高鐵采用中外監(jiān)理聯(lián)合體管理模式。 在武廣高鐵監(jiān)理中,四家中國監(jiān)理企業(yè)與德國鐵路咨詢公司(DEC)組成監(jiān)理聯(lián)合體,四家中方監(jiān)理企業(yè)中的一家為主辦方,組建直線職能式的現場監(jiān)理機構。德國咨詢公司派一名資深專家擔任總監(jiān)理工程師,對工程質量負總責,同時根據工程進展情況配備不同專業(yè)的專家協(xié)助總監(jiān)理工程師工作。 中外聯(lián)合體作為一種新的監(jiān)理管理模式為新形勢下鐵路監(jiān)理企業(yè)引入了先進的管理理念和技術,同時讓國內監(jiān)理企業(yè)學到外籍監(jiān)理嚴謹的工作作風。當然中外聯(lián)合體實施過程中也反映出了國外監(jiān)理人員的語言障礙問題、管理體制問題。 隨著國外先進的監(jiān)理經驗的不斷引進、吸收,加上和國外監(jiān)理公司在合作方面的局限性越來越突出,國內的一些高速鐵路建設管理單位采取了國內監(jiān)理聯(lián)合體形式進行監(jiān)理。 筆者在鐵路監(jiān)理行業(yè)工作十四年,充分了解國內監(jiān)理行業(yè)的發(fā)展狀況,深知國內監(jiān)理從起步試點、穩(wěn)步推進、全力發(fā)展、整頓提高和持續(xù)再發(fā)展幾大階段的特點,經歷了鐵路既有監(jiān)理管理模式、中外聯(lián)合體監(jiān)理模式在鐵路上的應用,在此基礎上親自組織了滬寧高鐵監(jiān)理聯(lián)合體模式的管理實施。 本文正文部分共分六章,第一章緒言介紹了論文寫作背景、目的及意義,國內外監(jiān)理行業(yè)發(fā)展狀況;第二章對中國鐵路既有監(jiān)理摸、中外聯(lián)合體監(jiān)理模式和國內監(jiān)理聯(lián)合體監(jiān)理模式進行概述;第三章介紹了滬寧城際高鐵的工程概況和標段劃分情況;第四章重點闡述了滬寧城際高鐵監(jiān)理聯(lián)合體的機構設置、制度建設和管理實施。第五章分析了滬寧城際高鐵監(jiān)理聯(lián)合體實施的優(yōu)缺點,提出改進意見。 本文在分析中外監(jiān)理發(fā)展狀況、鐵路既有監(jiān)理模式、中外聯(lián)合體監(jiān)理模式優(yōu)缺點的基礎上分析了滬寧城際高鐵監(jiān)理聯(lián)合體管理的優(yōu)勢和不足,對滬寧城際監(jiān)理Ⅱ標監(jiān)理聯(lián)合體的機構設置、制度建設及管理實施的整個聯(lián)合體管理體系進行系統(tǒng)總結。為后續(xù)鐵路監(jiān)理提供借鑒。
[Abstract]:Since the beginning of the pilot project in the late 80s of last century, the construction supervision of China's construction supervision has been carried out steadily, developing steadily, improving and continuously redeveloping several stages, which has played an important role in the supervision and management of the whole process of engineering construction.
On the basis of the development of the construction system supervision in 2003, the Ministry of Railways issued the Supervision Specification for the railway construction project, which clearly defined the contents of the supervision work, the supervision work procedure and the supervision work of the railway system supervision units and the supervisors at all levels in the stage of the construction preparation, the stage of construction, the acceptance stage of the completion of the project and the warranty period of the engineering quality. The scope, and the corresponding responsibilities, rights, interests relations, regulate the railway engineering supervision behavior, and actively promote the healthy development of railway construction supervision business.
With the rise of the leap forward development of China's railway, large scale railway construction has been introduced in a large number of technology and equipment. The requirements for the management level of the supervision industry are greatly improved. The railway supervision is not satisfied with the management level of the supervision enterprises, or the personnel quality can not meet the supervision needs of the large-scale railway construction. The Ministry of Railways passes through the railway construction. The introduction, the foreign advanced supervision experience, the cooperation with the well-known foreign supervision companies, through the pilot, the promotion of the high speed railway in Hefei, Wuguang and other high speed railway management model.
In the supervision of Wuhan Guangzhou high speed railway, four Chinese supervision enterprises and the German Railway consulting company (DEC) constitute the Supervision union, one of the four Chinese supervision enterprises, and a linear functional field supervision organization. The German consulting company sends a senior expert to the general supervision engineer, and is responsible for the quality of the project, and according to the work. The progress of the project is equipped with different professional experts to assist the chief supervision engineer.
As a new supervision and management model, the Chinese and foreign consortium has introduced advanced management ideas and techniques for the railway supervision enterprises under the new situation. At the same time, the domestic supervision enterprises have learned the strict work style of foreign supervision. With the continuous introduction of foreign advanced supervision experience, absorption, and the limitation of foreign supervision companies in cooperation, some domestic high speed railway construction management units have taken the form of domestic supervision consortium to carry out supervision.
I have been working in the railway supervision industry for fourteen years, fully understand the development of the domestic supervision industry, well know the characteristics of the domestic supervision from the start pilot, steady progress, full development, the improvement and continuous redevelopment of several major stages, experienced the railway supervision management mode, the application of the Sino foreign joint supervision mode on the railway, and this base On the basis of this, he organized the implementation of Shanghai Nanjing High Speed Rail supervision consortium mode.
The text of this article is divided into six chapters. The first chapter introduces the background of the paper, the purpose and significance, the development status of the supervision industry at home and abroad. The second chapter outlines the supervision mode of Chinese railway, the supervision mode of the Sino foreign consortium and the supervision mode of the domestic Supervision union; the third chapter introduces the general situation and the standard of the Shanghai Nanjing Intercity High Speed Railway. The fourth chapter focuses on the institutional setting, system construction and management implementation of the Shanghai Nanjing Intercity High Speed Railway Supervision union. The fifth chapter analyses the advantages and disadvantages of the implementation of the Shanghai Nanjing Intercity High Speed Railway Supervision union, and puts forward some suggestions for improvement.
In this paper, on the basis of analyzing the development of supervision in China and foreign countries, on the basis of the existing supervision mode and the advantages and disadvantages of the Sino foreign joint supervision mode, the advantages and disadvantages of the management of the Intercity High Speed Rail joint in Shanghai Nanjing are analyzed, and the establishment of the organization, the establishment of the system and the management system of the management system of the Shanghai Nanjing intercity supervision II standard, the establishment of the system and the management system are introduced. The summary of the line system provides a reference for the follow-up railway supervision.
