【摘要】:高速公路發(fā)展?fàn)顩r是一個(gè)國(guó)家或地區(qū)經(jīng)濟(jì)發(fā)展水平及現(xiàn)代化建設(shè)程度的重要標(biāo)志之一。高速公路經(jīng)營(yíng)的實(shí)際水平只有通過(guò)對(duì)高速公路運(yùn)營(yíng)企業(yè)進(jìn)行實(shí)際的績(jī)效評(píng)估才可以有效的確定,,建立符合國(guó)內(nèi)高速公路運(yùn)營(yíng)企業(yè)的績(jī)效指標(biāo)考評(píng)體系,對(duì)于完善現(xiàn)階段我國(guó)高速公路運(yùn)營(yíng)企業(yè)的管理體制,促進(jìn)高速公路運(yùn)營(yíng)企業(yè)的健康可持續(xù)發(fā)展具有重大作用。就目前而言,我國(guó)高速公路運(yùn)營(yíng)企業(yè)在績(jī)效管理方面或多或少的都存在一定的問(wèn)題,因此,建立一個(gè)能夠符合高速公路運(yùn)營(yíng)企業(yè)實(shí)際需求績(jī)效考評(píng)指標(biāo)體系,使其既能夠促進(jìn)高速公路運(yùn)營(yíng)企業(yè)的戰(zhàn)略目標(biāo)實(shí)現(xiàn),又能夠切實(shí)提升高速公路運(yùn)營(yíng)企業(yè)的實(shí)際績(jī)效水平,就變得迫切的需求。 文章通過(guò)對(duì)高速公路運(yùn)營(yíng)企業(yè)發(fā)展?fàn)顩r進(jìn)行分析,結(jié)合績(jī)效評(píng)價(jià)體系構(gòu)建的原則和方法,運(yùn)用平衡計(jì)分卡理論,應(yīng)用層次分析法和模糊綜綜合評(píng)價(jià)法,從財(cái)務(wù)層面、客戶層面、內(nèi)部經(jīng)營(yíng)流程層面和學(xué)習(xí)成長(zhǎng)以四個(gè)角度,構(gòu)建了高速公路運(yùn)營(yíng)企業(yè)整體績(jī)效評(píng)價(jià)的層次結(jié)構(gòu)模型,并將這個(gè)研究結(jié)論應(yīng)用于天津TJGS公司的績(jī)效考評(píng)研究。 論文應(yīng)用所建立的績(jī)效考評(píng)指標(biāo)體系模型對(duì)天津TJGS公司的績(jī)效進(jìn)行了分析,指出公司在績(jī)效管理方面存在的問(wèn)題,通過(guò)數(shù)據(jù)分析證實(shí)了該公司處于行業(yè)一般水平,最后針對(duì)公司存在的問(wèn)題,提出了相應(yīng)的解決對(duì)策。以期促進(jìn)幫助天津TJGS公司更好的發(fā)展,構(gòu)建的高速公路運(yùn)營(yíng)企業(yè)的績(jī)效考評(píng)指標(biāo)體系具有一定的理論和操作意義。
[Abstract]:Expressway development is one of the important signs of a country or region's economic development level and modernization degree. The actual level of expressway operation can only be effectively determined by evaluating the actual performance of expressway operation enterprises, and establishing the performance index evaluation system in line with the domestic expressway operation enterprises. It plays an important role in perfecting the management system of expressway operation enterprises and promoting the healthy and sustainable development of expressway operation enterprises. At present, there are some problems in the performance management of expressway operation enterprises in our country, therefore, to establish a performance evaluation index system that can meet the actual needs of highway operation enterprises. So that it can not only promote the realization of the strategic objectives of expressway operation enterprises, but also improve the actual performance level of expressway operation enterprises, it becomes urgent need. By analyzing the development of expressway operation enterprises, combining the principles and methods of constructing performance evaluation system, applying the theory of balanced scorecard, the analytic hierarchy process (AHP) and the fuzzy comprehensive evaluation method, from the financial level, the customer level, From the perspective of internal business process and learning growth, this paper constructs the hierarchical structure model of the whole performance evaluation of expressway operation enterprises, and applies the research conclusion to the performance evaluation research of Tianjin TJGS Company. The paper analyzes the performance of Tianjin TJGS Company by using the performance evaluation index system model, points out the problems in the performance management of the company, and confirms that the company is in the general level of the industry through the data analysis. Finally, according to the existing problems of the company, the corresponding solutions are put forward. In order to promote the development of Tianjin TJGS Company, the performance evaluation index system of expressway operation enterprises has certain theoretical and operational significance.
