不重復(fù)建設(shè)年限內(nèi)公路BOT項(xiàng)目社會(huì)效益研究

【摘要】:隨著經(jīng)濟(jì)的發(fā)展,人們生活水平的提高,對(duì)公路等公共基礎(chǔ)設(shè)施項(xiàng)目的需求也越來越大,但是因?yàn)楣不A(chǔ)設(shè)施項(xiàng)目投資金額大、生產(chǎn)周期長(zhǎng),許多國(guó)家的政府無(wú)力滿足全部的需求,因此利用BOT模式這種新型的融資模式,吸收民營(yíng)資本進(jìn)行基礎(chǔ)設(shè)施建設(shè),充分發(fā)揮民間資本的優(yōu)勢(shì),有效的緩解政府建設(shè)公共基礎(chǔ)設(shè)施項(xiàng)目的資金壓力,并且將一些財(cái)政風(fēng)險(xiǎn)和建設(shè)風(fēng)險(xiǎn)都轉(zhuǎn)移給項(xiàng)目公司,所以BOT模式是對(duì)我國(guó)國(guó)民經(jīng)濟(jì)基礎(chǔ)建設(shè)的一種有效補(bǔ)充。 目前,涉及BOT模式的研究多集中在項(xiàng)目風(fēng)險(xiǎn)管理和特許權(quán)期的確定這兩個(gè)方面,研究基本圍繞怎么怎樣保證項(xiàng)目公司的利益,沒有深入探討從建設(shè)、運(yùn)營(yíng)到最后項(xiàng)目轉(zhuǎn)交給政府的整個(gè)過程中,整個(gè)項(xiàng)目會(huì)帶來什么樣的社會(huì)效益,給社會(huì)大眾帶來了什么樣的影響;诖它c(diǎn),本文選取了政府保證中的不重復(fù)建設(shè)保證作為出發(fā)點(diǎn),界定出一個(gè)合理的不重復(fù)建設(shè)年限,將不重復(fù)建設(shè)年限分為三個(gè)階段,通過建立社會(huì)效益評(píng)價(jià)指標(biāo)體系,根據(jù)每個(gè)階段的特征,選取適合各個(gè)階段的指標(biāo),評(píng)價(jià)每個(gè)階段BOT項(xiàng)目對(duì)這些指標(biāo)產(chǎn)生了什么樣的影響,從而得出BOT項(xiàng)目給沿線城市帶來的社會(huì)效益損益,進(jìn)而更好地協(xié)調(diào)BOT項(xiàng)目與社會(huì)的關(guān)系,實(shí)現(xiàn)社會(huì)效益的帕累托改進(jìn)。 文章大致分為以下5個(gè)部分,具體內(nèi)容如下: 第1章主要對(duì)論文的研究背景、研究意義、研究?jī)?nèi)容和研究方法進(jìn)行論述和說明,利用文獻(xiàn)研究法對(duì)國(guó)內(nèi)外的已有成果進(jìn)行綜述,提出本文的研究目的; 第2章主要對(duì)BOT模式定義、組成部分進(jìn)行了簡(jiǎn)單的介紹。在此基礎(chǔ)上,了解不重復(fù)建設(shè)的內(nèi)容:討論了不重復(fù)建設(shè)的定義、不重復(fù)建設(shè)的范圍和不重復(fù)建設(shè)的意義,對(duì)不重復(fù)建設(shè)有了直觀的了解。 第3章主要是在不重復(fù)建設(shè)年限的基礎(chǔ)上,介紹了建立社會(huì)效益的定義;社會(huì)效益評(píng)價(jià)的特點(diǎn):社會(huì)效益評(píng)價(jià)最終目標(biāo)和意義。 第4章主要對(duì)社會(huì)效益定義、社會(huì)效益評(píng)價(jià)體系指標(biāo)、體系建立原則進(jìn)行了簡(jiǎn)單的介紹。在此基礎(chǔ)上,將不重復(fù)建設(shè)年限分為三個(gè)階段:(1)項(xiàng)目在建期間;(2)項(xiàng)目運(yùn)營(yíng)期間;(3)不重復(fù)建設(shè)年限結(jié)束時(shí)期;選取適合各個(gè)階段的指標(biāo),分析三個(gè)階段內(nèi),公路BOT項(xiàng)目分別給各個(gè)指標(biāo)帶來了什么樣的影響,從而得出BOT項(xiàng)目給沿線城市帶來了什么樣的社會(huì)效益,最終評(píng)價(jià)分析了BOT公路所帶來的社會(huì)效益損益。 第5章通過建立模型,通過數(shù)學(xué)公式闡述了在不重復(fù)建設(shè)年限三個(gè)時(shí)間段內(nèi),高速公路給沿線城市帶來的社會(huì)效益。 第6章選取綿遂高速遂寧段作為案例,首先介紹了綿遂高速公路遂寧段的基本情況,通過指標(biāo)體系選取的原則,選取了各個(gè)適合各個(gè)階段的指標(biāo),通過分析三個(gè)階段內(nèi)BOT公路給這些指標(biāo)帶來了哪些影響,得出BOT公路給遂寧段高速公路沿線城市帶來的社會(huì)效益損益。
[Abstract]:With the development of economy and the improvement of people's living standard, the demand for public infrastructure projects such as roads is increasing, but because of the large amount of investment in public infrastructure projects, the production cycle is long. The governments of many countries are unable to meet all the needs. Therefore, the bot model is a new financing mode to absorb the private capital for infrastructure construction and give full play to the advantages of the private capital. The bot model is an effective supplement to the infrastructure construction of our national economy because it can effectively alleviate the financial pressure of the government to build public infrastructure projects and transfer some financial risks and construction risks to the project company. At present, the research on bot model mainly focuses on the project risk management and the determination of the concession period. The research basically revolves around how to ensure the interests of the project company, and does not discuss the construction in depth. What kind of social benefits will the whole project bring to the government and what kind of influence will it bring to the public. Based on this point, this paper selects the non-repeated construction guarantee in the government guarantee as the starting point, defines a reasonable non-repeated construction years, divides the non-repeated construction years into three stages, and establishes the social benefit evaluation index system. According to the characteristics of each stage, select suitable indexes for each stage, evaluate the impact of bot projects in each stage on these indicators, so as to obtain the social benefits and losses brought by bot projects to cities along the route. And then better coordinate the relationship between bot projects and society, and realize the social benefits of Pareto improvement. The article is divided into the following five parts, the specific contents are as follows: chapter 1 mainly discusses and explains the research background, research significance, research content and research methods. This paper summarizes the existing achievements at home and abroad by literature research and puts forward the purpose of this paper. Chapter 2 mainly introduces the definition and component of bot model. On this basis, the content of non-repeated construction is understood: the definition, scope and significance of non-repeated construction are discussed, and the non-repeated construction is intuitively understood. Chapter 3 mainly introduces the definition of social benefit and the characteristics of social benefit evaluation: the ultimate goal and significance of social benefit evaluation on the basis of non-repeated construction years. Chapter 4 mainly introduces the definition of social benefit, the index of social benefit evaluation system and the principle of system establishment. On this basis, the years of non-repeated construction are divided into three stages: (1) the period of the construction of the project; (2) the period of project operation; (3) the period of the end of the period of non-repeated construction; the selection of indicators suitable for each stage, and the analysis of the three phases. What kind of impact the highway bot project has brought to each index, so as to get what kind of social benefit the bot project has brought to the cities along the line, and finally evaluate and analyze the social benefits and losses brought by the bot highway. In chapter 5, the social benefits of expressway to the cities along the route are discussed in three time periods without repeated construction years by establishing model and mathematical formula. Chapter 6 selects the Suining section of Miansui expressway as a case, firstly introduces the basic situation of Suining section of Miansui Expressway, and selects every index suitable for each stage through the principle of selecting index system. By analyzing the influence of bot highway on these indexes in three stages, the social benefits and losses brought by bot highway to the cities along Suining expressway are obtained.
