我國公路甩掛運(yùn)輸政策的綜合評(píng)價(jià)研究

【摘要】:甩掛運(yùn)輸作為一種先進(jìn)的運(yùn)輸組織方式,具有提高車輛運(yùn)輸生產(chǎn)率、節(jié)約運(yùn)輸成本、降低能源消耗、減輕交通壓力等明顯優(yōu)勢。近些年來,引起了我國社會(huì)各界的高度重視,但由于甩掛運(yùn)輸在我國起步較晚,相關(guān)政策和研究理論都相對缺乏,這種引導(dǎo)型、示范型項(xiàng)目的推廣受到了一定的阻礙。本文主要通過對我國現(xiàn)有的公路甩掛運(yùn)輸發(fā)展的相關(guān)政策實(shí)施情況進(jìn)行分析研究,發(fā)現(xiàn)我國哪些政策促進(jìn)了甩掛運(yùn)輸?shù)耐茝V,而哪些政策則阻礙了甩掛運(yùn)輸?shù)陌l(fā)展,對于好的政策我們要繼續(xù)使用,對不好的政策要進(jìn)行的調(diào)整和完善,為的就是快速推動(dòng)甩掛運(yùn)輸?shù)陌l(fā)展。首先,對公路甩掛運(yùn)輸相關(guān)理論進(jìn)行了闡述。概括地介紹了甩掛運(yùn)輸?shù)幕靖拍詈鸵话憬M織模式,然后簡要說明了我國發(fā)展甩掛運(yùn)輸?shù)谋匾?在理論方面進(jìn)行了簡單的介紹。其次,對我國公路甩掛運(yùn)輸?shù)南嚓P(guān)政策進(jìn)行了匯總和分析。概括了我國公路甩掛運(yùn)輸現(xiàn)有的相關(guān)政策,并通過甩掛運(yùn)輸試點(diǎn)工作的實(shí)踐經(jīng)驗(yàn),總結(jié)了我國公路甩掛運(yùn)輸政策實(shí)施方面的情況。再次,對我國公路甩掛運(yùn)輸政策的綜合評(píng)價(jià)。根據(jù)建立綜合評(píng)價(jià)指標(biāo)體系,然后通過層次分析法確定各級(jí)評(píng)價(jià)指標(biāo)權(quán)重,再根據(jù)模糊綜合評(píng)價(jià)法對指標(biāo)進(jìn)行綜合評(píng)價(jià),最后通過對評(píng)價(jià)結(jié)果的分析,發(fā)現(xiàn)我國甩掛運(yùn)輸整體政策環(huán)境對于甩掛運(yùn)輸?shù)陌l(fā)展相對較差,我們需要更進(jìn)一步的完善相關(guān)政策。最后,對我國公路甩掛運(yùn)輸發(fā)展的政策建議。系統(tǒng)地從資金政策、法規(guī)制度和技術(shù)政策三大方面給出了詳細(xì)的政策建議,以期給我國甩掛運(yùn)輸?shù)陌l(fā)展提供借鑒。
[Abstract]:As an advanced transportation organization, swing and hang transportation has obvious advantages such as improving vehicle transportation productivity, saving transportation cost, reducing energy consumption and reducing traffic pressure. In recent years, it has attracted great attention from all walks of life in our country, but because of the late start of swing and hanging transportation in our country and the relative lack of relevant policies and research theories, the promotion of this kind of guiding and demonstration projects has been hindered to a certain extent. Through the analysis and study on the implementation of the existing policies on the development of highway swing and hanging transport in China, this paper finds out which policies in our country have promoted the promotion of swing and hang transport, and which policies have hindered the development of the dumping and hanging transport. We should continue to use good policies, adjust and improve bad policies, for the sake of rapidly promoting the development of transport. First of all, the related theory of highway transportation is expounded. This paper briefly introduces the basic concept and general organization mode of swing and hanging transportation, and then briefly explains the necessity of developing swing and hanging transportation in our country, and makes a brief introduction in theory. Secondly, the related policies of highway transport are summarized and analyzed. This paper summarizes the existing relevant policies of highway hoisting transportation in China, and summarizes the implementation of the policy through the practical experience of the pilot work of slinging and hoisting transportation in our country. Thirdly, the comprehensive evaluation of the transport policy of highway dumping and hanging in our country. According to the establishment of comprehensive evaluation index system, then through AHP to determine the weight of evaluation indicators at all levels, and then according to the fuzzy comprehensive evaluation method for comprehensive evaluation of indicators, finally through the analysis of the evaluation results, It is found that the overall policy environment is relatively poor for the development of swing and hang transport in China, and we need to further improve the relevant policies. Finally, the policy suggestions on the development of highway transportation are put forward. Detailed policy suggestions are given from three aspects of fund policy, legal system and technical policy, in order to provide reference for the development of transportation in China.
