【摘要】：瓜達(dá)爾港位于巴基斯坦俾路支省西南部濱海地區(qū),是天然的深水良港,港口條件優(yōu)越。地理位置優(yōu)越,具有及其重要的戰(zhàn)略意義。由于其獨(dú)特的戰(zhàn)略地位,瓜達(dá)爾地區(qū)一直是大國(guó)利益的交匯點(diǎn)和戰(zhàn)略博弈點(diǎn)。隨著中國(guó)“一帶一路”戰(zhàn)略的推進(jìn)以及中方獲得瓜達(dá)爾港43年運(yùn)營(yíng)權(quán),瓜達(dá)爾港愈加引人注目。在這種情況下研究瓜達(dá)爾港在中國(guó)“一帶一路”戰(zhàn)略中的地位與作用,對(duì)我國(guó)有重要的意義與作用。本文以麥金德的“心臟地帶說(shuō)”與馬漢的“海權(quán)論”為研究理論基礎(chǔ),從瓜達(dá)爾港的地理位置出發(fā),運(yùn)用圖表法、文獻(xiàn)法和分析與綜合的方法,從經(jīng)濟(jì)促進(jìn)、能源保障、地緣政治突破、海外戰(zhàn)略支撐以及實(shí)現(xiàn)國(guó)家宏觀戰(zhàn)略的角度對(duì)瓜達(dá)爾港在“一帶一路”戰(zhàn)略中的地位與作用進(jìn)行研究。研究結(jié)果表明:在當(dāng)前中國(guó)處在資本與產(chǎn)能過(guò)剩,經(jīng)濟(jì)增長(zhǎng)速度放緩的“新常態(tài)”下,瓜達(dá)爾港的興建與運(yùn)營(yíng)恰好能成為中國(guó)輸出產(chǎn)能與資本的著陸點(diǎn),是新的經(jīng)濟(jì)增長(zhǎng)點(diǎn),助力“一帶一路”的推進(jìn);中國(guó)西進(jìn)瓜達(dá)爾港,不但可以避免同美國(guó)等區(qū)域大國(guó)發(fā)生利益沖撞,同時(shí)還可將瓜達(dá)爾港可作為中國(guó)西進(jìn)南亞的橋頭堡,拓展中國(guó)在南亞的地緣戰(zhàn)略空間,而且通過(guò)瓜達(dá)爾港可以將“一帶”與“一路”相結(jié)合,是海權(quán)與陸權(quán)相結(jié)合的最佳表現(xiàn);瓜達(dá)爾港能夠拓展中國(guó)西部能源安全走廊,使中國(guó)的能源通道更加多元化,能提高能源安全系數(shù),是新的能源通道,保障中國(guó)的能源安全;瓜達(dá)爾港是潛在的海外戰(zhàn)略支撐點(diǎn),是維護(hù)和拓展中國(guó)海外利益的橋頭堡,是“一帶一路”戰(zhàn)略的軍事保障,同時(shí)對(duì)以后海外戰(zhàn)略支點(diǎn)的成立起到示范作用;瓜達(dá)爾港是中國(guó)在印度洋戰(zhàn)略布局上的關(guān)鍵一環(huán),通過(guò)瓜達(dá)爾港可以連接中國(guó)在其他國(guó)家的潛在基地,從而形成中國(guó)在全球的宏觀戰(zhàn)略布局。
[Abstract]:Guadar Port, located in the coastal area of Pakistan's southwestern Baluchistan Province, is a natural deep-water port with superior conditions. The geographical position is superior, has the important strategic significance. Because of its unique strategic position, Gwadar region has always been the intersection of the interests of great powers and strategic game point. Gwadar has become even more visible as China's "Belt and Road" strategy has advanced and the Chinese have won 43 years of operation at the port of Gwadar. In this case, it is of great significance to study the position and role of Gwadar Port in China's "Belt and Road" strategy. Based on McKinde's heartland theory and Mahan's theory of sea power, this paper starts from the geographical location of Gwadar Port, applies chart method, literature method and analytical and comprehensive method, from the economic promotion, energy security. This paper studies the status and role of Gwadar Port in "Belt and Road" strategy from the perspective of geopolitical breakthrough, overseas strategic support and the realization of national macro strategy. The results show that under the "new normal" of capital and overcapacity and slowing economic growth rate, the construction and operation of Gwadar Port can exactly become the landing point for China's output capacity and capital, and it is a new economic growth point. China's westward approach to Gwadar not only avoids conflicts with regional powers such as the United States, but also serves as a bridgehead for China's westward access to South Asia. Expanding China's geo-strategic space in South Asia, and combining "one Belt" with "one Road" through the Gwadar Port is the best manifestation of the combination of maritime power and land power; the Gwadar Port can expand the energy security corridor in western China. Making China's energy channels more diversified and able to improve its energy safety coefficient is a new energy channel to safeguard China's energy security. Gwadar Port is a potential overseas strategic support point and a bridgehead for safeguarding and expanding China's overseas interests. It is the military guarantee of the "Belt and Road" strategy, and at the same time it plays an exemplary role in the establishment of the overseas strategic fulcrum. Gwadar Port is a key link in China's strategic layout in the Indian Ocean. Through the Gwadar port, China can connect its potential bases in other countries, thus forming the global macro strategic layout of China.
