我國(guó)城市公交行業(yè)的激勵(lì)性規(guī)制研究

【摘要】:隨著中國(guó)經(jīng)濟(jì)高速發(fā)展,城市化進(jìn)程的加快,堵車、尾氣污染等城市病逐漸在全國(guó)蔓延開來(lái)。城市公交作為一種具有普遍服務(wù)義務(wù)的公用事業(yè),不僅對(duì)緩解道路擁堵、節(jié)能減排方面有顯著的貢獻(xiàn),在縮小收入分配、完善城市結(jié)構(gòu)等方面也大有裨益。 文章分為四部分。 研究思路從城市公交行業(yè)發(fā)展現(xiàn)狀和激勵(lì)性規(guī)制的必要性出發(fā),分別從其外部性、準(zhǔn)公共物品等產(chǎn)品屬性與我國(guó)城市公交歷經(jīng)的兩次改革和公交事業(yè)發(fā)展現(xiàn)狀,來(lái)說(shuō)明為什么要規(guī)制城市公交行業(yè),以及為什么對(duì)我國(guó)城市公交事業(yè)實(shí)施激勵(lì)性規(guī)制。 第二部分從我國(guó)城市公交行業(yè)規(guī)制主體,城市公交激勵(lì)性規(guī)制目標(biāo),以及激勵(lì)性規(guī)制方式點(diǎn)評(píng)了我國(guó)公交事業(yè)激勵(lì)性規(guī)制現(xiàn)狀,從全景上描述了我國(guó)城市公交事業(yè)的激勵(lì)性規(guī)制。 第三部分承接上文,詳細(xì)解讀了我國(guó)城市公交激勵(lì)性規(guī)制存在的不足及問題的成因,找出其中困擾規(guī)制主體和激勵(lì)性規(guī)制方式難題。 最后,根據(jù)之前分析的我國(guó)城市公交激勵(lì)性規(guī)制的困境,提出相關(guān)對(duì)策,,我認(rèn)為應(yīng)建立城市公交規(guī)制機(jī)構(gòu)、根據(jù)當(dāng)?shù)爻鞘泄灰?guī)制目標(biāo)選擇適宜的激勵(lì)性規(guī)制方法、調(diào)整完善城市公交激勵(lì)性規(guī)制模型、健全城市公交定價(jià)與補(bǔ)貼機(jī)制、增大城市公交服務(wù)監(jiān)察力度。 本文探索了我國(guó)城市公交事業(yè)的激勵(lì)性規(guī)制,希望以此能解決城市公交供給不足、服務(wù)質(zhì)量低、競(jìng)爭(zhēng)不充分,從而促進(jìn)我國(guó)城市公交行業(yè)健康成長(zhǎng)。
[Abstract]:With the rapid development of China's economy and the acceleration of urbanization, urban diseases such as traffic jams and tail gas pollution are spreading all over the country. As a public utility with universal service obligation, urban public transport not only contributes significantly to alleviating road congestion, energy saving and emission reduction, but also helps to reduce income distribution and improve urban structure. The article is divided into four parts. Starting from the development status of urban public transport industry and the necessity of incentive regulation, the research ideas are based on its externality, quasi-public goods and other product attributes, and the two reforms and the development status of public transport in China. To explain why to regulate the urban public transport industry, and why to implement incentive regulation of urban public transport in China. The second part reviews the current situation of the incentive regulation of public transport in China from the main body of urban transit industry regulation, the incentive regulation objectives of urban public transport, and the incentive regulation methods. This paper describes the incentive regulation of urban public transport in China from a panoramic perspective. The third part carries on the above, has explained in detail the insufficiency and the cause of the problem of the incentive regulation of urban public transport in our country, and finds out the puzzling regulation subject and the difficult problem of the incentive regulation mode. Finally, according to the predicament of the incentive regulation of urban public transport in China, the author puts forward the relevant countermeasures. I think we should establish the urban public transport regulation organization and choose the appropriate incentive regulation method according to the target of the local urban transit regulation. Adjust and perfect the incentive regulation model of urban public transport, perfect the pricing and subsidy mechanism of urban public transport, and increase the supervision of urban public transport service. This paper explores the incentive regulation of urban public transport in China, hoping to solve the shortage of urban public transport supply, low service quality and insufficient competition, thus promoting the healthy growth of urban public transport industry in China.
