【摘要】：鄉(xiāng)村公路是農(nóng)村經(jīng)濟社會發(fā)展的基礎(chǔ)和先導(dǎo),加快鄉(xiāng)村公路建設(shè),對改善農(nóng)村生產(chǎn)生活條件、發(fā)展現(xiàn)代農(nóng)業(yè)、建設(shè)社會主義新農(nóng)村、構(gòu)建社會主義和諧社會,起著至關(guān)重要的作用。要有效促進我國農(nóng)村經(jīng)濟的建設(shè)和發(fā)展,必須以交通先行,重點要做好鄉(xiāng)村公路的規(guī)劃、建設(shè)與管理。“十五”期間,我國鄉(xiāng)村公路建設(shè)進入了一個新的發(fā)展時期,鄉(xiāng)村公路建設(shè)在拉動農(nóng)村基礎(chǔ)設(shè)施建設(shè)、推動農(nóng)村經(jīng)濟與社會全面協(xié)調(diào)發(fā)展和建設(shè)社會主義新農(nóng)村等方面發(fā)揮了重要的基礎(chǔ)性作用。 本文在實地調(diào)研的基礎(chǔ)上,結(jié)合國內(nèi)外鄉(xiāng)村公路建設(shè)管理的方法和經(jīng)驗,全面分析株洲市鄉(xiāng)村公路的現(xiàn)狀：路網(wǎng)建設(shè)不夠完善,供求矛盾依然突出；鄉(xiāng)村公路技術(shù)標(biāo)準(zhǔn)偏低,道路耐久性差；危險隱患較多,抗災(zāi)能力依然較差。剖析株洲市鄉(xiāng)村公路建設(shè)發(fā)展過程中的資金、技術(shù)、管理問題,最后提出相應(yīng)的對策建議,以期對株洲市鄉(xiāng)村公路網(wǎng)絡(luò)的建設(shè)發(fā)展起到應(yīng)有的作用。 本文內(nèi)容共由五個部分組成：第一部分在闡述本論題研究背景、意義和目的之后,介紹了國內(nèi)外研究動態(tài)并作了一些簡要評述,確立了本文的研究目標(biāo)研究方法；第二部分對株洲市鄉(xiāng)村公路的基本情況、公路交通現(xiàn)狀及鄉(xiāng)村公路發(fā)展現(xiàn)狀進行了分析；第三部分是本文的重點部分,從株洲市鄉(xiāng)村公路建設(shè)的管理機制問題、鄉(xiāng)村公路網(wǎng)等級結(jié)構(gòu)配置不合理、鄉(xiāng)村公路建設(shè)資金問題、鄉(xiāng)村公路建設(shè)技術(shù)力量薄弱等進行了分析；第四部分從國內(nèi)外鄉(xiāng)村公路建設(shè)的經(jīng)驗及借鑒對我國鄉(xiāng)村公路建設(shè)的啟示。第五部分提出了株洲市鄉(xiāng)村公路建設(shè)的對策建議,從深化管理規(guī)則和運行機制改革、拓寬農(nóng)村公路建設(shè)的融資渠道,加強農(nóng)村公路建設(shè)資金的管理、以質(zhì)量和安全為核心,加強農(nóng)村公路建設(shè)管理、創(chuàng)新機制,落實措施,提高鄉(xiāng)村公路養(yǎng)護管理水平等四個方面來加強鄉(xiāng)村公路建設(shè)。
[Abstract]:Rural highway is the foundation and guide of rural economic and social development. Speeding up the construction of rural highway can improve the conditions of rural production and life, develop modern agriculture, build a new socialist countryside, and build a harmonious socialist society. Play a vital role. In order to effectively promote the construction and development of our country's rural economy, we must take traffic first, and focus on the planning, construction and management of rural roads. During the 10th Five-Year Plan period, the construction of rural roads in China has entered a new period of development, and the construction of rural roads is driving the construction of rural infrastructure. Promoting the overall coordinated development of rural economy and society and building a new socialist countryside has played an important and fundamental role. On the basis of field investigation, combined with the methods and experiences of rural highway construction management at home and abroad, this paper comprehensively analyzes the present situation of rural highway in Zhuzhou: the road network construction is not perfect, the contradiction between supply and demand is still prominent, the technical standard of rural highway is on the low side. The road durability is poor, the danger hidden danger is many, the disaster resistance ability is still poor. This paper analyzes the problems of capital, technology and management in the development of rural highway construction in Zhuzhou city, and finally puts forward corresponding countermeasures and suggestions in order to play a due role in the construction and development of rural highway network in Zhuzhou city. This paper is composed of five parts: the first part introduces the research trends at home and abroad, and establishes the research methods of this paper after explaining the research background, significance and purpose of this thesis; The second part analyzes the basic situation of Zhuzhou rural highway, the current situation of highway traffic and the current situation of rural highway development. The third part is the key part of this paper, from the Zhuzhou city rural road construction management mechanism, This paper analyzes the unreasonable allocation of grade structure of rural highway network, the problems of rural highway construction fund and the weak technical force of rural highway construction. The fourth part draws lessons from the experience of rural road construction at home and abroad. The fifth part puts forward the countermeasures and suggestions of rural highway construction in Zhuzhou, which focus on quality and safety by deepening the reform of management rules and operation mechanism, widening the financing channels of rural highway construction and strengthening the management of rural highway construction funds. To strengthen rural highway construction, we should strengthen rural highway construction from four aspects: strengthening rural highway construction management, innovating mechanism, implementing measures and improving rural highway maintenance and management level.
