我國(guó)高速鐵路經(jīng)濟(jì)效益研究

【摘要】:為提高我國(guó)高速鐵路的經(jīng)濟(jì)效益,改善高速鐵路運(yùn)營(yíng)嚴(yán)重虧損的狀態(tài),使高速鐵路的經(jīng)濟(jì)效益和社會(huì)效益協(xié)調(diào)發(fā)展,應(yīng)用實(shí)證研究方法,以經(jīng)濟(jì)效益、投入產(chǎn)出等理論為指導(dǎo),分析了高速鐵路運(yùn)營(yíng)中存在的問(wèn)題,找出了影響經(jīng)濟(jì)效益的直接因素;以區(qū)域經(jīng)濟(jì)學(xué)相關(guān)理論為依據(jù)、灰色預(yù)測(cè)模型為工具,驗(yàn)證了高速鐵路給沿線區(qū)域帶來(lái)的顯著經(jīng)濟(jì)效益,提出了將社會(huì)效益量化為高鐵的經(jīng)濟(jì)效益的建議,實(shí)現(xiàn)高速鐵路內(nèi)外部經(jīng)濟(jì)效益的統(tǒng)一。 具體的框架是:首先,以京津城際高鐵、武廣客運(yùn)專(zhuān)線開(kāi)通3年來(lái)的基本財(cái)務(wù)數(shù)據(jù)為依據(jù),從收入、成本費(fèi)用的角度分析兩條高鐵線路目前的經(jīng)濟(jì)效益,并延伸到我國(guó)現(xiàn)有的高速鐵路,指出目前我國(guó)高速鐵路內(nèi)部經(jīng)濟(jì)效益不佳的影響因素在于建設(shè)成本高、歷史欠賬多;債務(wù)負(fù)擔(dān)重;投資收益率低;運(yùn)營(yíng)費(fèi)用高、運(yùn)價(jià)受限制以及運(yùn)量增長(zhǎng)有限。其次,運(yùn)用灰色預(yù)測(cè)模型、多元線性回歸分析以及有無(wú)對(duì)比法,從空間聯(lián)系效益、產(chǎn)業(yè)結(jié)構(gòu)變化效應(yīng)、就業(yè)效應(yīng)三個(gè)方面測(cè)算出京津城際高鐵、武廣高鐵的開(kāi)通給沿線區(qū)域帶來(lái)的經(jīng)濟(jì)增長(zhǎng)量;由此延伸至我國(guó)目前開(kāi)通的所有高速鐵路,指出高速鐵路為社會(huì)帶來(lái)了巨大的外部經(jīng)濟(jì)效益。最后,從內(nèi)外部?jī)蓚(gè)角度提出提高我國(guó)高速鐵路經(jīng)濟(jì)效益的對(duì)策。內(nèi)部:理順高速鐵路的運(yùn)價(jià)體系以及加強(qiáng)經(jīng)營(yíng)管理;外部:借鑒國(guó)外政府對(duì)高速鐵路的政策支持經(jīng)驗(yàn),提出我國(guó)政府應(yīng)將高速鐵路給社會(huì)帶來(lái)的經(jīng)濟(jì)效益劃歸為鐵路運(yùn)輸企業(yè),具體做法是加大中央政府補(bǔ)貼,完善地方政府補(bǔ)貼;支持高速鐵路科研與教育;加快融資手段的改革和創(chuàng)新。
[Abstract]:In order to improve the economic benefit of China's high-speed railway, improve the serious loss of high-speed railway operation, and make the economic and social benefits of high-speed railway develop harmoniously, the empirical research method is applied and guided by the theory of economic benefit, input-output and so on. This paper analyzes the problems existing in the operation of high-speed railway, finds out the direct factors influencing the economic benefits, and validates the remarkable economic benefits brought by the high-speed railway to the areas along the route based on the relevant theories of regional economics and the grey prediction model. The suggestion of quantifying the social benefit into the economic benefit of high-speed railway is put forward to realize the unification of internal and external economic benefits of high-speed railway. The specific framework is as follows: first, based on the basic financial data of the Beijing-Tianjin inter-city high-speed rail line and the Wu-Guangzhou passenger dedicated line in the past three years, the current economic benefits of the two high-speed rail lines are analyzed from the perspective of revenue and cost. It also extends to the existing high-speed railway in our country, and points out that the influencing factors of the poor internal economic benefit of the high-speed railway in our country at present lie in the high construction cost, the high historical debt, the heavy debt burden, the low investment rate of return, the high operating cost. Freight rates are limited and volume growth is limited. Secondly, using grey prediction model, multivariate linear regression analysis and comparative method, from three aspects of spatial link benefit, industrial structure change effect and employment effect, we calculate the high-speed railway between Beijing and Tianjin. The opening of Wu-Guang High Speed Railway brings economic growth to the areas along the route, which extends to all the high-speed railways opened in our country at present, and points out that the high-speed railway has brought huge external economic benefits to the society. Finally, the countermeasures to improve the economic benefit of high speed railway in China are put forward from two angles of internal and external. Internal: straighten out the tariff system and strengthen the management of high-speed railway; external: draw lessons from the experience of foreign governments to support the high-speed railway policy, and put forward that our government should classify the economic benefits brought by high-speed railway to the railway transport enterprises, and put forward that the government of our country should classify the economic benefits brought by high-speed railway to the society as railway transport enterprises. The specific measures are to increase central government subsidies, improve local government subsidies, support high-speed railway research and education, and accelerate the reform and innovation of financing means.
