紹興市內(nèi)河水運(yùn)行業(yè)發(fā)展的SWOT分析及對(duì)策研究

【摘要】:當(dāng)前,在我國(guó)經(jīng)濟(jì)社會(huì)快速發(fā)展的新形勢(shì),在交通運(yùn)輸體系現(xiàn)代化建設(shè)要求不斷提高的大背景下,內(nèi)河水運(yùn)行業(yè)已經(jīng)成為綜合交通運(yùn)輸體系中的一個(gè)重要組成部分,是一個(gè)非常具有發(fā)展?jié)摿桶l(fā)展空間的“朝陽(yáng)行業(yè)”。紹興市作為一個(gè)江南水鄉(xiāng),內(nèi)河航道網(wǎng)絡(luò)四通八達(dá),內(nèi)河水運(yùn)行業(yè)的發(fā)展無(wú)論對(duì)于城市的發(fā)展、區(qū)域經(jīng)濟(jì)的增長(zhǎng)和人民群眾生活水平的提高都有較大的促進(jìn)作用。還對(duì)城市生態(tài)環(huán)境、交通環(huán)境的改善具有重要的意義。通過(guò)對(duì)紹興市內(nèi)河水運(yùn)行業(yè)現(xiàn)狀的研究,提出具有針對(duì)性的對(duì)策和意見(jiàn)建議,對(duì)于紹興市內(nèi)河水運(yùn)行業(yè)的健康發(fā)展具有指導(dǎo)意義,同時(shí)對(duì)各地區(qū)內(nèi)河水運(yùn)行業(yè)的發(fā)展有一定地借鑒作用。 本文通過(guò)從紹興市內(nèi)河水運(yùn)航道系統(tǒng)及其通航能力、港口碼頭及其吞吐能力、船舶及其運(yùn)輸能力、相關(guān)企業(yè)發(fā)展水平等方面現(xiàn)實(shí)狀況,行業(yè)發(fā)展過(guò)程中存在的基礎(chǔ)設(shè)施建設(shè)滯后、通航制約、船舶發(fā)展滯后、水運(yùn)基礎(chǔ)配套不完善、管理體制不健全等主要問(wèn)題,對(duì)紹興市內(nèi)河水運(yùn)行業(yè)進(jìn)行詳細(xì)的分析研究。運(yùn)用SWOT分析方法全面地分析了紹興市內(nèi)河水運(yùn)行業(yè)的優(yōu)勢(shì)、劣勢(shì)、機(jī)遇和威脅,并相應(yīng)提出了紹興市內(nèi)河水運(yùn)行業(yè)發(fā)展的戰(zhàn)略選擇。綜合運(yùn)用產(chǎn)業(yè)生命周期理論、產(chǎn)業(yè)集群理論、增長(zhǎng)極理論、生長(zhǎng)軸理論、交替推拉關(guān)系理論,針對(duì)紹興市內(nèi)河水運(yùn)針對(duì)自然、區(qū)位、政策、資金、企業(yè)等相關(guān)影響因素,內(nèi)河水運(yùn)發(fā)展的經(jīng)濟(jì)效益、社會(huì)效益、生態(tài)效益等進(jìn)行綜合分析。 在以上分析研究基礎(chǔ)上,本文提出了紹興市內(nèi)河水運(yùn)發(fā)展要加大投入,拓寬投融資渠道,加快航道、港口、出海通道等基礎(chǔ)設(shè)施建設(shè);加強(qiáng)引導(dǎo),調(diào)整內(nèi)河運(yùn)力結(jié)構(gòu),推進(jìn)船舶標(biāo)準(zhǔn)化、大型化,加快水運(yùn)企業(yè)做大做強(qiáng);注重培育內(nèi)河水運(yùn)物流服務(wù)網(wǎng)絡(luò),加快臨江臨港產(chǎn)業(yè)聚集發(fā)展;科學(xué)管理,加快科技創(chuàng)新,加強(qiáng)專業(yè)人才培養(yǎng),規(guī)范執(zhí)法檢查,提高行業(yè)管理水平。
[Abstract]:At present, in the new situation of rapid economic and social development in our country, and against the background of the increasing requirements of the modernization of the transportation system, the inland waterway transport industry has become an important part of the comprehensive transportation system. Is a very development potential and development space of the "sunrise industry." Shaoxing City is a water town in the south of the Yangtze River. The inland waterway network is connected in all directions. The development of inland waterway transportation industry plays a greater role in promoting the development of the city, the growth of regional economy and the improvement of people's living standard. It is also of great significance to the improvement of urban ecological environment and traffic environment. Based on the study of the present situation of the inland water transport industry in Shaoxing, the paper puts forward some countermeasures and suggestions, which is of guiding significance for the healthy development of the inland water transport industry in Shaoxing. At the same time, the development of inland water transport industry in various regions has a certain reference role. In this paper, from the aspects of the waterway system and its navigable capacity, the port and wharf and its handling capacity, the ship and its transportation capacity, the development level of related enterprises, etc. In the course of the development of the industry, the main problems such as lagged infrastructure construction, navigation restriction, ship development lags behind, the water transportation foundation is not perfect, the management system is not perfect, and so on, this paper makes a detailed analysis and study on the Shaoxing inland river water transportation industry. In this paper, the advantages, disadvantages, opportunities and threats of the inland waterway transportation industry in Shaoxing City are analyzed comprehensively by using SWOT analysis method, and the strategic choice for the development of the inland waterway transportation industry in Shaoxing City is put forward accordingly. Comprehensive application of industry life cycle theory, industrial cluster theory, growth pole theory, growth axis theory, alternate push-pull relation theory, and aiming at the related influencing factors such as nature, location, policy, capital, enterprises and so on. The economic benefits, social benefits and ecological benefits of inland waterway transportation are comprehensively analyzed. On the basis of the above analysis and research, this paper puts forward that the development of inland waterway transportation in Shaoxing should increase investment, widen investment and financing channels, speed up the construction of waterway, port and sea passage, strengthen guidance and adjust the structure of inland river transport capacity. To promote ship standardization, scale up, speed up the development of large and strong waterborne enterprises, pay attention to cultivating the inland waterway logistics service network, speed up the agglomeration and development of the industry near the river, speed up scientific management, speed up scientific and technological innovation, and strengthen the training of professional personnel, Standardize the inspection of law enforcement and improve the management level of the industry.
