香港國(guó)際航運(yùn)中心的轉(zhuǎn)型升級(jí)及其影響因素探析

【摘要】:香港是一個(gè)由轉(zhuǎn)口貿(mào)易發(fā)展起來(lái)的港口城市,長(zhǎng)久以來(lái),港口業(yè)務(wù)帶動(dòng)了當(dāng)?shù)亟?jīng)濟(jì)各行各業(yè)的發(fā)展。然而隨著世界經(jīng)濟(jì)和航運(yùn)市場(chǎng)重心的東移、亞洲地區(qū)的航運(yùn)業(yè)的蓬勃發(fā)展、內(nèi)地加大力度建設(shè)現(xiàn)代化大規(guī)模港口碼頭以及華南地區(qū)新興港口的悄然興起,格局開(kāi)始發(fā)生變化。香港傳統(tǒng)的國(guó)際航運(yùn)中心出現(xiàn)動(dòng)搖,其港口業(yè)務(wù)開(kāi)始出現(xiàn)衰落的跡象,航運(yùn)業(yè)發(fā)展前景不容樂(lè)觀。香港政府及業(yè)界如何尋求生存之道,如何實(shí)現(xiàn)轉(zhuǎn)型升級(jí),如何與內(nèi)地新興港口分工合作,實(shí)現(xiàn)互利共贏,是擺在我們面前亟需解決的難題,也是本文研究的重點(diǎn)所在。 本文以海港區(qū)位論、產(chǎn)業(yè)轉(zhuǎn)型與產(chǎn)業(yè)升級(jí)理論和波特的競(jìng)爭(zhēng)力理論為基礎(chǔ),運(yùn)用比較優(yōu)勢(shì)分析方法,在充分歸納和理解相關(guān)重點(diǎn)概念和理論的基礎(chǔ)上,首先分析世界航運(yùn)業(yè)發(fā)展格局與香港國(guó)際航運(yùn)中心發(fā)展面臨的機(jī)遇,再結(jié)合珠三角港口群的發(fā)展情況分析香港國(guó)際航運(yùn)中心發(fā)展面臨的問(wèn)題及轉(zhuǎn)型升級(jí)的必要性,其次對(duì)香港航運(yùn)中心的影響因素進(jìn)行實(shí)證分析,再而綜合理論與實(shí)證結(jié)果分析香港航運(yùn)中心轉(zhuǎn)型升級(jí)的可能路徑,并提出其與珠三角港口的分工合作模式,最后總括本文研究結(jié)果并提出政策建議。 研究結(jié)果表明:國(guó)際航運(yùn)市場(chǎng)中心已經(jīng)從歐洲轉(zhuǎn)移到亞洲,在亞洲各國(guó)經(jīng)濟(jì)與對(duì)外貿(mào)易發(fā)展迅速的情況下,船東及貨主對(duì)航運(yùn)業(yè)服務(wù)的需求不斷增加,目前亞洲缺乏一個(gè)可以和倫敦一樣提供完善周到服務(wù)的航運(yùn)服務(wù)中心;香港的航運(yùn)服務(wù)業(yè)已有一定發(fā)展水平,加上香港具備良好的金融環(huán)境與制度環(huán)境、內(nèi)地港口蓬勃發(fā)展所產(chǎn)生的源源不斷的航運(yùn)服務(wù)需求,使得香港具備了向航運(yùn)服務(wù)中心轉(zhuǎn)型的基本條件;建立香港國(guó)際航運(yùn)中心影響因素的指標(biāo)體系,并利用灰色關(guān)聯(lián)度分析法進(jìn)行實(shí)證分析,,結(jié)果表明,香港航運(yùn)中心影響因素的作用大小依此為金融業(yè)發(fā)展水平、運(yùn)輸成本波動(dòng)、碼頭的建設(shè)水平、產(chǎn)業(yè)基礎(chǔ)水平、開(kāi)放度、貿(mào)易水平、生產(chǎn)要素、新興港口的競(jìng)爭(zhēng);為打造具有國(guó)際競(jìng)爭(zhēng)力的港口群,核心是將香港定位為亞洲的航運(yùn)交易和定價(jià)、管理、人才中心,廣州港、深圳港、珠海港、虎門港及其他中小喂給港則應(yīng)從具體情況出發(fā),發(fā)揮港口比較優(yōu)勢(shì),承接分流自香港的傳統(tǒng)業(yè)務(wù),推動(dòng)珠三角組合港競(jìng)爭(zhēng)力的提升。
[Abstract]:Hong Kong is a port city developed by entrepot trade. However, with the shift of the center of gravity of the world economy and shipping market to the east, the vigorous development of the shipping industry in Asia, and the quietly rising of the modern large-scale port terminals in the mainland and the emerging ports in South China, the pattern has begun to change. Hong Kong's traditional international shipping center has wavered, and its port business is beginning to decline. How the Hong Kong government and industry seek to survive, how to achieve transformation and upgrade, how to work with the emerging ports in the mainland, and how to achieve mutual benefit and win-win situation is a difficult problem that needs to be solved in front of us, and it is also the focus of this paper. Based on the port location theory, industrial transformation and industrial upgrading theory and Porter's competitiveness theory, this paper uses comparative advantage analysis method to fully summarize and understand the relevant key concepts and theories. Firstly, it analyzes the development pattern of the world shipping industry and the opportunities for the development of Hong Kong's international shipping center, and then analyzes the problems faced by the development of Hong Kong's international shipping center and the necessity of its transformation and upgrading in the light of the development of the Pearl River Delta port group. Secondly, the paper makes an empirical analysis on the influencing factors of Hong Kong's shipping center, and then analyzes the possible path of the transformation and upgrading of Hong Kong's shipping center by comprehensive theory and empirical results, and puts forward the mode of division of labor and cooperation between Hong Kong's shipping center and the port of the Pearl River Delta. Finally, this paper summarizes the results of the study and puts forward policy recommendations. The results show that the center of the international shipping market has been transferred from Europe to Asia. With the rapid development of the economies and foreign trade of Asian countries, the demand of shipowners and shippers for shipping services is increasing. At present, Asia lacks a shipping service center that can provide the same services as London. Hong Kong's shipping service industry has a certain level of development, and Hong Kong has a good financial and institutional environment. The continuous demand for shipping services arising from the booming development of mainland ports has enabled Hong Kong to have the basic conditions for transforming into a shipping service center; and to establish an index system for the factors affecting Hong Kong's international shipping center. The result shows that the influence factors of Hong Kong shipping center are the development level of financial industry, the fluctuation of transportation cost, the construction level of wharf, the level of industry foundation and the degree of openness. Trade level, factors of production, competition of emerging ports, the core of which is to position Hong Kong as Asia's shipping trading and pricing, management, talent center, Guangzhou port, Shenzhen port, Pearl Harbor, Humen Port and other small and medium feeding ports should start from the specific conditions, give full play to the comparative advantages of the port, undertake the traditional business from Hong Kong, and promote the competitiveness of the Pearl River Delta combination port.
