【摘要】：出租汽車(chē)是當(dāng)代交通體系重要組成單元,隨著當(dāng)代經(jīng)濟(jì)發(fā)展,人民生活富足,普通老百姓也對(duì)出行產(chǎn)生了更高的要求,出租汽車(chē)憑借其舒適、便捷、快速等特點(diǎn),逐漸成為大眾出行的選擇工具。在這樣的背景下,西安市老百姓時(shí)常抱怨在特殊天氣打車(chē)難,出租車(chē)師傅“拒載”現(xiàn)象嚴(yán)重等問(wèn)題。西安市政府管理部門(mén)做出了很多努力,加大執(zhí)法力度,改革現(xiàn)有的出租車(chē)管理政策,但西安市政府管理部門(mén)對(duì)出租車(chē)的“市場(chǎng)準(zhǔn)入管制不合理”;運(yùn)價(jià)政府管制也存在一定的缺陷,缺乏彈性,不能適應(yīng)出租車(chē)市場(chǎng)的變化;“數(shù)量管制供給不足”導(dǎo)致打車(chē)難,黑車(chē)市場(chǎng)泛濫。本文從公共管理的視角出發(fā),首先對(duì)西安市出租車(chē)運(yùn)行現(xiàn)狀進(jìn)行分析,結(jié)合公共管理的基本知識(shí)理論,分析其現(xiàn)狀存在市場(chǎng)準(zhǔn)入問(wèn)題、運(yùn)價(jià)政府管制問(wèn)題以及數(shù)量管制問(wèn)題。其次,通過(guò)對(duì)國(guó)內(nèi)外出租汽車(chē)行業(yè)發(fā)展管理經(jīng)驗(yàn),借鑒已有的管理審視、宏觀環(huán)境分析以及西安市出租汽車(chē)行業(yè)發(fā)展定位等方面的分析。最后根據(jù)借鑒的經(jīng)驗(yàn)和自身已有的政策管理規(guī)范,提出創(chuàng)新政策如下:(1)出租車(chē)行業(yè)的“市場(chǎng)準(zhǔn)入”民主化、自由化以及公平化,出租車(chē)牌照可相對(duì)自由的進(jìn)入市場(chǎng),買(mǎi)賣(mài)價(jià)格也由市場(chǎng)需求而自行調(diào)節(jié)。(2)制定多樣化“運(yùn)價(jià)”體系,備份多種方案由政府管理部門(mén)、出租車(chē)公司、出租車(chē)駕駛員以及乘客協(xié)商采用具體方案。在一定程度上激發(fā)出租車(chē)市場(chǎng)的競(jìng)爭(zhēng)力。通過(guò)市場(chǎng)調(diào)研,從出租車(chē)公司、出租車(chē)駕駛員以及出租車(chē)乘客的切身利益出發(fā),權(quán)衡利弊,制定出最佳出租車(chē)運(yùn)價(jià)方案。(3)“出租車(chē)數(shù)量”進(jìn)行區(qū)域化管理,出租車(chē)的數(shù)量可不直接受政府控制,由若干個(gè)小區(qū)域分別管理控制。
[Abstract]:Taxi is an important unit of the contemporary transportation system. With the development of modern economy and the prosperity of people's life, ordinary people also have higher requirements for travel. Taxi with its characteristics of comfort, convenience, speed, and so on. Gradually become the choice of mass travel tools. Against this background, ordinary people in Xi'an often complain about the difficulty of taxi hailing in special weather and the serious problem of taxi owners refusing to carry passengers. Xi'an municipal government has made a lot of efforts to strengthen law enforcement and reform the existing taxi management policy, but the Xi'an municipal government management department of taxi "market access control is unreasonable"; The government regulation of freight rate also has some defects, which is lack of flexibility and can not adapt to the change of taxi market. "insufficient supply of quantity control" leads to trouble of taxi hailing and overflowing of black car market. From the perspective of public management, this paper first analyzes the current situation of taxi operation in Xi'an city, combining with the basic knowledge theory of public management, analyzes the problems of market access, government regulation of freight rate and quantity control. Secondly, through the domestic and foreign taxi industry development management experience, draw lessons from the existing management review, macro-environment analysis and Xi'an taxi industry development positioning analysis. Finally, based on the experience learned and the existing policy management norms, the paper puts forward the following innovative policies: "Market access" democratization, liberalization and fairness in the taxi industry. Taxi licences can enter the market relatively freely. The purchase and sale price is also regulated by the market demand. (2) the diversified "freight rate" system is formulated. The government administration departments, taxi companies, taxi drivers and passengers negotiate and adopt specific schemes. To some extent, stimulate the competitiveness of the taxi market. Through market research, starting from the vital interests of taxi companies, taxi drivers and taxi passengers, and weighing the pros and cons, we worked out the best taxi fare plan. The number of taxis is not directly controlled by the government, but managed by several small areas.
