京津冀區(qū)域機(jī)場(chǎng)系統(tǒng)協(xié)調(diào)發(fā)展研究

【摘要】:京津冀地區(qū)近幾年在航空運(yùn)輸業(yè)實(shí)現(xiàn)了快速發(fā)展,民航基礎(chǔ)設(shè)施逐步完善,機(jī)場(chǎng)吞吐量快速增長(zhǎng),但是京津冀地區(qū)的機(jī)場(chǎng)無(wú)論是從規(guī)劃,還是從管理方面,都沒(méi)有形成一個(gè)有機(jī)的系統(tǒng)。京津冀地區(qū)共有七座機(jī)場(chǎng)正在運(yùn)營(yíng),如何實(shí)現(xiàn)機(jī)場(chǎng)之間的協(xié)調(diào)發(fā)展,深化合作,避免機(jī)場(chǎng)之間惡性、無(wú)序競(jìng)爭(zhēng),這是一個(gè)非常值得關(guān)注的問(wèn)題。京津冀機(jī)場(chǎng)系統(tǒng)在運(yùn)行過(guò)程中暴露出了一系列問(wèn)題,為了探討京津冀機(jī)場(chǎng)系統(tǒng)的協(xié)調(diào)發(fā)展問(wèn)題,本文從四個(gè)方面來(lái)展開了研究:第一方面對(duì)區(qū)域機(jī)場(chǎng)系統(tǒng)的概念進(jìn)行了系統(tǒng)闡述;第二方面分析了歐美兩大區(qū)域機(jī)場(chǎng)系統(tǒng)的協(xié)調(diào)模式,并總結(jié)了可供借鑒的共性經(jīng)驗(yàn);第三方面分別從宏觀和微觀的角度分析了京津冀地區(qū)機(jī)場(chǎng)運(yùn)營(yíng)的現(xiàn)狀,總結(jié)了京津冀機(jī)場(chǎng)系統(tǒng)存在的矛盾,,并提出了推行合作機(jī)制的必要性;第四方面運(yùn)用博弈論的知識(shí)分析了京津冀機(jī)場(chǎng)系統(tǒng)推行合作機(jī)制的可行性,并提出了促進(jìn)機(jī)場(chǎng)系統(tǒng)協(xié)調(diào)發(fā)展的戰(zhàn)略建議。
[Abstract]:In recent years, the Beijing-Tianjin-Hebei region has achieved rapid development in the air transport industry, the civil aviation infrastructure has been gradually improved, and the airport throughput has increased rapidly. However, the airports in the Beijing-Tianjin-Hebei region are not only in terms of planning, but also in terms of management. It doesn't form an organic system. There are seven airports in the Beijing-Tianjin-Hebei region. How to realize the coordinated development of airports, deepen cooperation and avoid vicious and disorderly competition between airports is a very important issue. A series of problems have been exposed during the operation of the Beijing-Tianjin-Hebei airport system. In order to discuss the coordinated development of the Beijing-Tianjin-Hebei airport system, This paper has carried out the research from four aspects: first, the concept of regional airport system is expounded systematically; second, the coordination mode of the two major regional airport systems in Europe and the United States is analyzed, and the common experience that can be used for reference is summarized. The third part analyzes the present situation of the airport operation in the Beijing-Tianjin-Hebei region from the macro and micro angles, summarizes the contradictions existing in the system of the Beijing-Tianjin-Hebei airport, and puts forward the necessity of carrying out the cooperation mechanism. The fourth part analyzes the feasibility of implementing the cooperative mechanism of Beijing-Tianjin-Hebei airport system by using the knowledge of game theory, and puts forward some strategic suggestions to promote the coordinated development of airport system.
