亞洲地區(qū)上海港國際競爭力研究

【摘要】:港口是水路交通的運輸樞紐,是其所在國家和地區(qū)與外界交換信息,實現(xiàn)資源配置的重要節(jié)點。隨著經(jīng)濟(jì)全球化的深入,全球價值鏈的發(fā)展,港口在國際競爭中扮演的角色愈發(fā)重要。經(jīng)歷了長時間的成長和功能的拓展,港口已由僅具備海運貨物的轉(zhuǎn)運、臨時存儲能力的第一代港口蛻變成為集物流中心、產(chǎn)業(yè)聚集地、金融中心等多功能于一身的第四代港口。上海港作為中國最大的港口,是中國對外的門戶,也是參與國際競爭的重要主體。目前,亞洲地區(qū)是世界經(jīng)濟(jì)發(fā)展最迅速的地區(qū)之一,世界航運也在向太平洋地區(qū)集中,亞洲各大港口建設(shè)如火如荼�!笆濉睍r期上海國際航運中心建設(shè)的總體目標(biāo)是:到2020年,上海國際航運中心進(jìn)入世界航運中心前列,基本建成航運資源高度集聚、航運服務(wù)功能健全、航運市場環(huán)境優(yōu)良、現(xiàn)代物流服務(wù)高效,具有全球航運資源配置能力的國際航運中心[1]。在此背景下,對亞洲地區(qū)上海港國際競爭力進(jìn)行研究顯得十分重要。找出影響港口國際競爭力的主要因素,提出提升亞洲地區(qū)上海港國際競爭力的具體措施,有助于上海港發(fā)展戰(zhàn)略的完善,也是促進(jìn)國家經(jīng)濟(jì)可持續(xù)發(fā)展的重要課題。目前國內(nèi)外學(xué)者的研究主要包括港口國際競爭力評價指標(biāo)、評價體系和提升國際競爭策略等幾個角度。研究尚存在以靜態(tài)為主,動態(tài)、全面的指標(biāo)體系尚未健全,定量研究匱乏,港口理論與港口實踐結(jié)合不夠等問題。因此,文章對評價指標(biāo)進(jìn)行重新篩選,引入了動態(tài)因子分析法,建立了新的評價體系對上海港國際競爭力進(jìn)行評價研究。文章首先主要介紹了論文的選題背景、研究的目的與意義、研究的方法路線和框架,梳理了國內(nèi)外先關(guān)文獻(xiàn),進(jìn)行了文獻(xiàn)評述。接著定義了港口國際競爭力概念并指出其特點,介紹了國際競爭力研究的理論方法。在國際競爭力理論基礎(chǔ)上,進(jìn)行港口國際競爭力影響因素分析,秉持整體性、可比性、可操作性等原則,確立了港口國際競爭力的具體評價指標(biāo),構(gòu)建了港口國際競爭力評價模型。以上海港為主要研究目標(biāo),選取亞洲八大港口上海港、新加坡港、香港港、橫濱港、名古屋港、釜山港、迪拜港、巴生港八大港口應(yīng)用上述港口國際競爭力評價模型。通過實證研究,得出了各大港口國際競爭力水平和動態(tài)變化情況,從橫向和縱向兩個角度分析上海港國際競爭力,明確上海港國際地位。研究結(jié)果顯示,上海港在亞洲地區(qū)的國際競爭力較強(qiáng),實力僅次于新加坡港。其中,港口基礎(chǔ)設(shè)施、運營能力和腹地條件的領(lǐng)先奠定了上海港國際競爭力的優(yōu)勢地位;港口開放程度和發(fā)展后勁的不足則在一定程度上制約了上海港的發(fā)展。此外,新加坡港的管理體制和集疏運體系等也比上海港更具優(yōu)勢。最后,文章針對實證研究的結(jié)果提出了對上海港未來的發(fā)展提出相關(guān)政策建議,包括加提升港口自由度,推廣政策試點,快深水港和集裝箱港建設(shè),加強(qiáng)港口和地區(qū)合作尤其是與寧波-舟山港的合作等,以供參考。
[Abstract]:Port is the transport hub of waterway traffic. It is an important node to exchange information between its country and the outside world and realize the allocation of resources. With the deepening of economic globalization and the development of global value chain, the role of port in international competition is becoming more and more important. The transshipment of cargo transport, the first generation of temporary storage capacity has transformed into a fourth generation port which has many functions, such as logistics center, industrial gathering place and financial center. As the largest port in China, Shanghai port is the gateway of China to the outside world and a major part of international competition. At present, Asia is the world's most rapid economic development. In the 13th Five-Year, the overall goal of the construction of the Shanghai international shipping center in the "13th Five-Year" period was that by 2020, the international shipping center of Shanghai entered the forefront of the world shipping center, with a high concentration of shipping resources and a sound shipping service function. The shipping market environment is excellent, modern logistics service is efficient and international shipping center [1]. has the ability of global shipping resources allocation. Under this background, it is very important to study the international competitiveness of Shanghai port in Asia. To find out the main factors that affect the international competitiveness of the port, and to raise the international competitiveness of Shanghai port in Asia. Specific measures will help to improve the development strategy of Shanghai port, and it is also an important task to promote the sustainable development of the country's economy. At present, the domestic and foreign scholars mainly include the evaluation index of the port international competitiveness, the evaluation system and the promotion of the international competition strategy. It is not perfect, the quantitative research is scarce, the port theory and the port practice are not enough. Therefore, the article rescreened the evaluation index, introduced the dynamic factor analysis method, and established a new evaluation system to evaluate the international competitiveness of Shanghai port. Meaning, the method and framework of the research, combing the literature at home and abroad, and reviewing the literature. Then, it defines the concept of port international competitiveness and points out its characteristics, introduces the theory and method of international competitiveness research. On the basis of the international competitiveness theory, it carries out the analysis of the influence factors of the international competitiveness of the port and holds the integrity. The specific evaluation index of port international competitiveness is established and the evaluation model of port international competitiveness is established, and the port international competitiveness evaluation model is constructed. Shanghai port is the main research target, and eight ports in Shanghai port, Singapore port, Hongkong port, Yokohama port, Nagoya port, Busan port, Dubai port and baasheng port are applied to the eight ports. The international competitiveness evaluation model, through the empirical study, draws the international competitiveness level and dynamic change of the major ports, analyzes the international competitiveness of Shanghai port from two angles of horizontal and vertical, and makes clear the international status of Shanghai port. The result shows that Shanghai port has strong international competitiveness in Asia, and its strength is second only to Singapore port. In addition, the port infrastructure, operation ability and hinterland conditions lead to the competitive advantage of Shanghai port; the degree of port opening and the lack of development stamina restricts the development of Shanghai port to a certain extent. In addition, the management system and the collection and transportation system of the Singapore port are also more advantageous than the Shanghai port. Finally, the article points out. The results of the empirical study put forward relevant policy recommendations for the future development of Shanghai port, including enhancing port freedom, promoting policy pilot, rapid deepwater port and container port construction, strengthening cooperation in port and regional cooperation, especially with Ningbo Zhoushan port, for reference.
