【摘要】:高速公路產(chǎn)業(yè)是經(jīng)濟(jì)發(fā)展到一定階段的產(chǎn)物,對(duì)其所涉及的產(chǎn)業(yè)規(guī)制的研究是產(chǎn)業(yè)經(jīng)濟(jì)學(xué)的重要范疇。高速公路產(chǎn)業(yè)在國民經(jīng)濟(jì)中占有重要的地位,是衡量一個(gè)國家的經(jīng)濟(jì)實(shí)力的重要指標(biāo)。我國高速公路的發(fā)展經(jīng)歷了發(fā)展時(shí)間晚,發(fā)展速度快的過程,這期間市場在高速公路發(fā)展的過程中發(fā)揮了重要的作用。隨著高速公路規(guī);潭鹊奶岣,市場化為高速公路資金的來源提供了保障,促進(jìn)了高速公路產(chǎn)業(yè)的飛速發(fā)展。但是與此同時(shí),市場化過程中,高速公路產(chǎn)業(yè)隱藏的公路收費(fèi)標(biāo)準(zhǔn)過高、公路準(zhǔn)入存在壁壘、服務(wù)質(zhì)量較差等矛盾不斷顯現(xiàn)。從本質(zhì)上來看,政府規(guī)制不到位是引發(fā)高速公路產(chǎn)業(yè)困難的主要原因之一。 高速公路產(chǎn)業(yè)政府規(guī)制研究離不開產(chǎn)業(yè)規(guī)制理論與方法。本文運(yùn)用產(chǎn)業(yè)經(jīng)濟(jì)學(xué)的產(chǎn)業(yè)規(guī)制理論,結(jié)合公路經(jīng)濟(jì)管理的相關(guān)學(xué)說,通過對(duì)高速公路產(chǎn)業(yè)政府規(guī)制的問題進(jìn)行分析,發(fā)現(xiàn)其規(guī)律,尋找其對(duì)策。就高速公路本身來說,市場準(zhǔn)入規(guī)制、價(jià)格規(guī)制和服務(wù)質(zhì)量規(guī)制三個(gè)方面是政府規(guī)制的主要手段。本文以此為角度,對(duì)高速公路政府規(guī)制的現(xiàn)狀及存在的問題進(jìn)行了分析,并由此概括歸因,以期為高速公路產(chǎn)業(yè)規(guī)制的提出相應(yīng)對(duì)策與建議。 最后,本文在理論分析的基礎(chǔ)上,通過借鑒國外高速公路產(chǎn)業(yè)政府規(guī)制的經(jīng)驗(yàn),提出了我國高速公路產(chǎn)業(yè)改革的目標(biāo)與具體措施。高速公路政府規(guī)制改革的目標(biāo)在于,在政府的有效規(guī)制下,能夠?qū)崿F(xiàn)社會(huì)利益的同時(shí)充分發(fā)揮市場在資源配置中的作用。在高速公路規(guī)制改革的具體措施上,主張重新明政府職能,改革管理體系,完善相關(guān)配套法律法規(guī)等,力求促進(jìn)我國高速公路產(chǎn)業(yè)的良好可持續(xù)發(fā)展。
[Abstract]:Expressway industry is the product of economic development to a certain stage, and the research on industrial regulation is an important category of industrial economics. Expressway industry plays an important role in the national economy and is an important index to measure a country's economic strength. The development of expressway in China has experienced a process of late development and rapid development. During this period, the market plays an important role in the process of expressway development. With the improvement of expressway scale, marketization provides guarantee for the source of expressway funds and promotes the rapid development of expressway industry. But at the same time, in the process of marketization, the hidden highway toll standard of expressway industry is too high, there are barriers to highway access, and the service quality is poor. In essence, the lack of government regulation is one of the main causes of expressway industry difficulties. The study of government regulation of expressway industry is inseparable from the theory and method of industrial regulation. Based on the industrial regulation theory of industrial economics and the related theories of highway economic management, this paper analyzes the problems of government regulation of expressway industry, finds out its laws and finds out its countermeasures. As for expressway itself, market access regulation, price regulation and service quality regulation are the main means of government regulation. From this point of view, this paper analyzes the present situation and existing problems of the expressway government regulation, and then generalizes the attribution, in order to put forward the corresponding countermeasures and suggestions for the expressway industry regulation. Finally, on the basis of theoretical analysis, this paper puts forward the goal and concrete measures of expressway industry reform in our country by referring to the experience of government regulation of expressway industry in foreign countries. The goal of the expressway government regulation reform is to realize the social benefits and give full play to the role of the market in the allocation of resources under the effective regulation of the government. In order to promote the sustainable development of expressway industry in China, we should redefine the government's function, reform the management system, perfect the relevant laws and regulations, and make every effort to promote the sustainable development of China's expressway industry.
