大型鐵路企業(yè)物資設備招投標管理改革研究與實踐

【摘要】:為理順政府管理職能,實行政企分開,促進我國鐵路健康、有序發(fā)展,2013年3月鐵道部被撤銷,作為物資設備采購主體的原鐵道部所屬大型鐵路企業(yè)的招投標管理制度、操作模式以及監(jiān)管體制等也將隨之發(fā)生變革。加之鐵路跨越式大發(fā)展進程地不斷推進和鐵路企業(yè)市場主體地位的確立,各鐵路企業(yè)將面臨加強安全質量基礎、加快轉換經(jīng)營機制、規(guī)范企業(yè)運輸生產(chǎn)管理等諸多任務和困難。因此,建立完善、規(guī)范、高效的招投標制度,是鐵路運輸企業(yè)適應社會主義市場經(jīng)濟的需要,也是鐵路運輸企業(yè)進行公平交易、鼓勵競爭、防止壟斷、降低采購成本、確保產(chǎn)品質量安全以及防范廉政風險的有力手段。通過公開、公平、公正的招標,鐵路運輸企業(yè)可提高管理水平和生產(chǎn)效率,樹立良好的社會形象,具有十分顯著的經(jīng)濟和社會效益。本文從某國有大型鐵路企業(yè)的物資設備招投標管理實際狀況入手,首先闡述了物資設備招投標管理的基本理論、主要程序、國內(nèi)發(fā)展趨勢以及國外物資設備招投標管理的先進模式、比較和啟示,接著對鐵路企業(yè)招投標的行業(yè)特點、制度現(xiàn)狀和存在的主要問題進行了論述和分析。筆者根據(jù)對該鐵路企業(yè)的思考和研究,提出了改革和完善物資設備招投標管理模式的對策和辦法,包括預招標、線性定價法、企業(yè)評標專家?guī)臁討B(tài)防控法等創(chuàng)新鐵路管理模式的手段和措施,以及應用電子化、信息化、網(wǎng)絡化技術手段,實現(xiàn)物資設備網(wǎng)上招投標等方式,同時實例分析了推進昆明鐵路局物資設備采購商務平臺和實施昆明鐵路局機車車輛招標采購實踐工作的做法成效和創(chuàng)新收獲。 本文采取了理論分析和實際應用相結合的方法開展論文的研究工作,分五章對大型鐵路企業(yè)的物資設備招投標管理相關問題進行了深入研究,目的在于通過系統(tǒng)分析和科學研究,本質地找到企業(yè)物資設備招投標管理現(xiàn)存的問題和產(chǎn)生的原因,定義出一套符合招投標法律法規(guī)和規(guī)章制度,適合鐵路企業(yè)物資設備招投標工作需要的招投標管理模式,在提高招標管理工作水平、保證鐵路產(chǎn)品質量安全的同時,積極推進物資設備公開招標工作,有效降低采購成本,規(guī)范招投標程序,提高每一位物資設備招投標人員的組織、監(jiān)督和管理工作水平,使得鐵路企業(yè)充分發(fā)揮其管理效率以及經(jīng)濟和社會效益,進而全面加強和改進企業(yè)的管理工作。
[Abstract]:In order to straighten out the functions of government management, separate government from enterprise, promote the healthy and orderly development of railway in our country, the Ministry of Railways was abolished in March 2013, and the bidding management system of large railway enterprises belonging to the former Ministry of Railways, which was the main body of material and equipment procurement, was abolished in March 2013. The mode of operation and regulatory system will also change with it. Combined with the continuous development of railway by leaps and bounds and the establishment of the main market position of railway enterprises, railway enterprises will be faced with many tasks and difficulties, such as strengthening the basis of safety and quality, speeding up the transformation of management mechanism, standardizing the production management of enterprise transportation, and so on. Therefore, to establish a sound, standardized and efficient bidding system is not only the need for railway transport enterprises to adapt to the socialist market economy, but also for railway transport enterprises to carry out fair trade, encourage competition, prevent monopolies, and reduce procurement costs. Ensure the quality and safety of products and guard against the risk of clean government. Through open, fair and impartial bidding, railway transportation enterprises can improve the management level and production efficiency, set up a good social image, and have a very significant economic and social benefits. Starting from the actual situation of the material equipment bidding management in a large state-owned railway enterprise, this paper first expounds the basic theory and main procedures of the material equipment bidding management. The domestic development trend and the advanced mode of foreign material and equipment bidding management are compared and enlighten. Then the characteristics of railway enterprises, the present situation of the system and the main problems are discussed and analyzed. Based on the thinking and research of the railway enterprise, the author puts forward the countermeasures and methods to reform and perfect the management mode of bidding for materials and equipment, including pre-bidding, linear pricing method, enterprise evaluation expert bank, etc. The means and measures of innovating railway management mode, such as dynamic prevention and control method, as well as the application of electronic, information and networking technology means to realize online bidding for materials and equipment, etc. At the same time, an example is given to analyze the effectiveness and innovative harvest of promoting the commercial platform of material and equipment procurement of Kunming Railway Administration and carrying out the practice of bidding procurement of locomotive and rolling stock of Kunming Railway Administration. This paper adopts the method of combining theory analysis and practical application to carry out the research work of the thesis, and divides into five chapters to carry on the thorough research to the material equipment bidding management related question of the large-scale railway enterprise. Through systematic analysis and scientific research, the purpose of this paper is to find out the existing problems and reasons for the management of bidding for materials and equipment in enterprises, and to define a set of laws and regulations that conform to the laws and regulations of tendering and bidding. The bidding management mode suitable for the bidding work of material and equipment of railway enterprises, while improving the level of bidding management and ensuring the quality and safety of railway products, actively promotes the open bidding of materials and equipment, and effectively reduces the purchasing cost. Standardize bidding procedures, improve the organization, supervision and management level of each material and equipment bidding personnel, and enable railway enterprises to give full play to their management efficiency, economic and social benefits, Furthermore, the management of enterprises should be strengthened and improved in an all-round way.
