天津臨港產(chǎn)業(yè)區(qū)基礎(chǔ)設(shè)施融資策略研究

【摘要】:天津臨港產(chǎn)業(yè)區(qū)是天津市委、市政府加快濱海新區(qū)開發(fā)、開放的重要戰(zhàn)略部署,不僅是濱海新區(qū)建設(shè)我國北方國際航運(yùn)中心和物流中心的重要載體,也為促進(jìn)濱海新區(qū)產(chǎn)業(yè)結(jié)構(gòu)升級具有重要意義。 隨著產(chǎn)業(yè)區(qū)基礎(chǔ)設(shè)施建設(shè)步伐的不斷加快,區(qū)域在面對重大時(shí)代機(jī)遇的同時(shí),也必須擔(dān)負(fù)巨大的資金壓力,基礎(chǔ)設(shè)施融資難已成為臨港產(chǎn)業(yè)區(qū)基礎(chǔ)設(shè)施建設(shè)的一大難題。 本文就以臨港產(chǎn)業(yè)區(qū)基礎(chǔ)設(shè)施融資策略選擇問題為研究背景,分析了研究的目的和意義,以基礎(chǔ)設(shè)施項(xiàng)目融資的基礎(chǔ)理論為依據(jù),對基礎(chǔ)設(shè)施融資模式和途徑展開了具體論述,分析了不同時(shí)期區(qū)域基礎(chǔ)設(shè)施融資的特點(diǎn)。因此,在明確目前臨港產(chǎn)業(yè)區(qū)基礎(chǔ)設(shè)施融資現(xiàn)狀的前提下,分析影響該區(qū)域基礎(chǔ)設(shè)施融資難的原因,依據(jù)本區(qū)域建設(shè)發(fā)展步伐,在現(xiàn)有融資模式的基礎(chǔ)上,按照臨港產(chǎn)業(yè)區(qū)建設(shè)開發(fā)初期、成長期、成熟期的發(fā)展時(shí)段,制定不同的融資策略。 本文融資策略的制定是按照產(chǎn)業(yè)區(qū)形成資產(chǎn)的特點(diǎn)和性質(zhì)及資金回流政策和方式,對臨港產(chǎn)業(yè)區(qū)資金收支情況進(jìn)行測算。采用分類核算的方法,并逐一匹配相對應(yīng)的資金來源,對資金收支情況、政策取得情況等進(jìn)行全面和客觀的測算,繼續(xù)判定融資模式,探討融資策略,為區(qū)域開發(fā)經(jīng)營模式打下良好的基礎(chǔ)。
[Abstract]:Tianjin Lingang Industrial District is an important strategic arrangement for Tianjin Municipal Party Committee and municipal government to speed up the development and opening up of Binhai New area. It is not only an important carrier for Binhai New area to build an international shipping center and logistics center in the north of China. It is also of great significance to promote the upgrading of industrial structure in Binhai New area. With the accelerating pace of infrastructure construction in industrial zones, the region has to bear enormous financial pressure in the face of great opportunities of the times. The difficulty of infrastructure financing has become a major problem in the infrastructure construction of industrial zones near Hong Kong. In this paper, based on the research background of the choice of infrastructure financing strategy in the port industrial district, the purpose and significance of the research are analyzed. Based on the basic theory of infrastructure project financing, the financing mode and approach of infrastructure financing are discussed in detail. The characteristics of regional infrastructure financing in different periods are analyzed. Therefore, on the premise of clarifying the current financing situation of infrastructure in the port industrial district, the paper analyzes the reasons that affect the financing difficulty of the infrastructure in the region, and according to the pace of construction and development of the region, on the basis of the existing financing mode, According to the development period of the initial, growing and mature period of the construction and development of the port industrial district, different financing strategies are formulated. The financing strategy of this paper is based on the characteristics and nature of the assets formed in the industrial district and the policy and mode of the return of funds to calculate the income and expenditure of the capital in the industrial district near the port. Adopting the method of classified accounting, matching the corresponding sources of funds one by one, comprehensively and objectively measuring the income and expenditure of funds, the situation of obtaining policies, etc., and continuing to judge the financing mode and discuss the financing strategy. Lay a good foundation for regional development business model.
