【摘要】：大中型建設(shè)項(xiàng)目在實(shí)際操作過(guò)程中,成本容易失去控制。在鐵路建設(shè)行業(yè),高昂的鐵路工程建設(shè)成本一直飽受外界質(zhì)疑,特別是最近國(guó)家審計(jì)署審計(jì)出來(lái)的多起鐵路工程建設(shè)違法違規(guī)事件,更是將鐵路工程建設(shè)推到了風(fēng)口浪尖上。面對(duì)如此規(guī)模龐大卻又問(wèn)題不斷的鐵路工程建設(shè),解決好成本控制問(wèn)題,關(guān)系到鐵路工程建設(shè)的質(zhì)量和往后鐵路建設(shè)事業(yè)的健康發(fā)展。 出現(xiàn)這種情況的主要原因,筆者認(rèn)為與長(zhǎng)期以來(lái)我國(guó)在鐵路建設(shè)的成本控制方面只關(guān)注成本目標(biāo)自身的管理,忽視成本目標(biāo)管理與其他目標(biāo)管理的相互關(guān)系有關(guān)。事實(shí)上,不只是人工、材料、機(jī)械管理不力造成成本增加,質(zhì)量管理水平不高、安全管理沒(méi)有有效落實(shí)、工期目標(biāo)沒(méi)有得到有效管理、環(huán)境破壞、技術(shù)落后同樣是造成成本控制失控的主要原因。成本、質(zhì)量、安全、工期、環(huán)境保護(hù)、技術(shù)創(chuàng)新是大規(guī)模鐵路建設(shè)的六大管理要素,各要素之間相互聯(lián)系、相互制約、同時(shí)又相互促進(jìn),只關(guān)注成本目標(biāo)自身的管理,忽視成本與其他要素之間的內(nèi)在聯(lián)系,必然會(huì)使工程建設(shè)問(wèn)題層出不窮,工程成本難以控制。 本論文從成本控制理論出發(fā),結(jié)合湘桂鐵路南寧樞紐工程特點(diǎn),分析了湘桂鐵路南寧樞紐工程成本控制存在的問(wèn)題,即人工、材料、機(jī)械管理不力、質(zhì)量管理水平不高、安全管理沒(méi)有有效落實(shí)、工期目標(biāo)沒(méi)有得到有效管理、環(huán)境破壞、技術(shù)落后造成的成本控制失控,并對(duì)其成因進(jìn)行分析。為能對(duì)湘桂鐵路南寧樞紐工程成本進(jìn)行有效地控制,筆者結(jié)合“六位一體”管理機(jī)制,從成本、質(zhì)量、安全、工期、環(huán)境保護(hù)、技術(shù)創(chuàng)新幾個(gè)角度出發(fā),建立了對(duì)成本、質(zhì)量、安全、工期、環(huán)境保護(hù)、技術(shù)創(chuàng)新的管理考核措施,并通過(guò)對(duì)考核結(jié)果的有機(jī)整合和分析,很好地解決了湘桂鐵路南寧樞紐工程成本控制存在的問(wèn)題,有效地控制了該工程的建設(shè)成本。
[Abstract]:Large and medium-sized construction projects in the actual operation process, the cost is easy to lose control. In the railway construction industry, the high cost of railway construction has been questioned by the outside world, especially in the recent audits by the National Audit Office of many violations and regulations of railway construction, which has pushed railway construction to the forefront of the storm. In the face of such a large but unceasing problem of railway construction, solving the problem of cost control is related to the quality of railway construction and the healthy development of railway construction in the future. The author thinks that the main reason for this situation is that the cost control of railway construction in our country has long been concerned only with the management of cost target itself, and the relationship between cost objective management and other objective management is neglected. In fact, it is not only the poor management of labor, materials and machinery that results in an increase in cost, the level of quality management is not high, the safety management has not been effectively implemented, the target for the construction period has not been effectively managed, and the environment has been damaged. Technical backwardness is also the main reason that cost control is out of control. Cost, quality, safety, time limit, environmental protection and technological innovation are the six management elements of large-scale railway construction. Neglecting the internal relationship between cost and other elements will inevitably make engineering construction problems emerge in endlessly and project cost is difficult to control. Based on the theory of cost control and combined with the characteristics of Hunan-Guangxi railway Nanning hub project, this paper analyzes the problems existing in the cost control of Hunan-Guangxi railway Nanning hub project, that is, labor, materials, mechanical management and quality management are not high The safety management is not carried out effectively, the target of the construction period is not managed effectively, the environment is destroyed, and the cost control caused by the backward technology is out of control, and the causes of the cost control are analyzed. In order to effectively control the cost of the Nanning Hub Project of Hunan and Guangxi Railway, the author, in combination with the "six in one" management mechanism, sets up the cost and quality from the aspects of cost, quality, safety, time limit, environmental protection and technological innovation. Safety, construction period, environmental protection, technological innovation management and assessment measures, and through the organic integration and analysis of the assessment results, the problems of cost control of Hunan-Guangxi railway Nanning hub project are well solved. The construction cost of the project is effectively controlled.
