【摘要】：口岸是國家對外開放的門戶,是國家進(jìn)行對外貿(mào)易和政治、經(jīng)濟(jì)、文化交流以及人員來往的通道,對國家和地區(qū)的經(jīng)濟(jì)建設(shè)和社會(huì)發(fā)展起著重要的支撐作用。隨著云南省“橋頭堡”戰(zhàn)略的不斷推進(jìn)和對外開放程度的不斷深化,昆明機(jī)場口岸面臨著新的機(jī)遇和挑戰(zhàn)。如何提升昆明機(jī)場口岸的管理水平,建設(shè)機(jī)場口岸“凹地”,將直接影響到云南經(jīng)濟(jì)的發(fā)展和城市競爭力的提升。 本論文以構(gòu)建昆明機(jī)場口岸運(yùn)行管理績效評估體系為主題,從口岸通關(guān)速度、服務(wù)質(zhì)量等方面入手,采用以圖尺度評價(jià)法為主的綜合評估法,通過定性定量分析,找出影響昆明機(jī)場口岸運(yùn)行績效評估的因素,探索提升昆明機(jī)場口岸的管理水平的科學(xué)方法。文章主要包括五個(gè)部分：第一部分為緒論,主要介紹選題背景、研究目的及意義、研究思路及方法；第二部分是理論綜述,對績效評估等相關(guān)概念進(jìn)行界定,介紹績效評估的相關(guān)理論、原則、內(nèi)容及方法；第三部分介紹昆明機(jī)場口岸的現(xiàn)狀,通過對昆明機(jī)場口岸、昆明機(jī)場口岸運(yùn)行情況進(jìn)行分析,找出昆明機(jī)場口岸績效評估中存在的問題,借鑒國家和其他地方的經(jīng)驗(yàn),提出對昆明機(jī)場口岸運(yùn)行管理進(jìn)行績效評估的需求；第四部分構(gòu)建了昆明機(jī)場口岸運(yùn)行管理績效評估體系,包括評估原則、評估的主體和客體、評估的指標(biāo)體系,同時(shí)提出了績效評估實(shí)施的保障措施；第五部分為研究結(jié)論和不足。 由于論文資料來源于機(jī)場口岸管理工作的實(shí)際,研究的課題和內(nèi)容與口岸工作聯(lián)系緊密,研究的結(jié)論有針對性和可操作性,對昆明機(jī)場口岸建設(shè)和管理具有較好的實(shí)用價(jià)值,并期待能對其當(dāng)前和未來的實(shí)施以及為其它機(jī)場口岸工作提供有益的借鑒。
[Abstract]:The port is the gateway for the country to open to the outside world. It is the channel for the country to conduct foreign trade, political, economic, cultural exchange and personnel exchange, which plays an important supporting role in the economic construction and social development of the country and region. With the continuous promotion of the "bridgehead" strategy and the deepening of opening to the outside world in Yunnan Province, Kunming Airport Port is facing new opportunities and challenges. How to improve the management level of Kunming airport port and how to construct the airport port "concave" will directly affect the economic development of Yunnan and the promotion of urban competitiveness. This paper takes the construction of Kunming airport port operation management performance evaluation system as the theme, starting from the port clearance speed, service quality and other aspects, adopting the comprehensive evaluation method based on chart scale evaluation method, through qualitative and quantitative analysis. To find out the factors that affect the performance evaluation of Kunming airport port and explore the scientific method to improve the management level of Kunming airport port. The article mainly includes five parts: the first part is the introduction, mainly introduces the background of the topic, the purpose and significance of the research, the research ideas and methods; the second part is the theoretical review, the performance evaluation and other related concepts are defined. This paper introduces the theory, principle, content and method of performance evaluation. The third part introduces the current situation of Kunming Airport Port, and analyzes the operation of Kunming Airport Port, Kunming Airport Port. To find out the problems existing in the performance evaluation of Kunming airport port, draw lessons from the experience of the country and other places, put forward the need for performance evaluation of Kunming airport port operation management; The fourth part constructs the performance evaluation system of Kunming airport port operation management, including the evaluation principle, the subject and object of the evaluation, the evaluation index system, and puts forward the safeguard measures of the performance evaluation. The fifth part is the research conclusion and insufficiency. Due to the fact that the data of the thesis is derived from the management of the airport port, the research topic and content are closely related to the port work, and the conclusion of the study has pertinence and maneuverability, which has good practical value for the construction and management of Kunming airport port. It also looks forward to its current and future implementation as well as other airport port work to provide useful reference.
