環(huán)渤海地區(qū)城際軌道交通發(fā)展戰(zhàn)略研究

【摘要】:城際軌道交通的長(zhǎng)期滯后發(fā)展是環(huán)渤海地區(qū)經(jīng)濟(jì)一體化進(jìn)程受阻的重要原因。本文在對(duì)區(qū)域城際軌道交通發(fā)展有關(guān)理論研究的基礎(chǔ)上,通過(guò)總結(jié)國(guó)外、國(guó)內(nèi)城市群城際軌道交通發(fā)展對(duì)區(qū)域經(jīng)濟(jì)的效應(yīng),實(shí)證研究了城際軌道交通對(duì)促進(jìn)區(qū)域經(jīng)濟(jì)發(fā)展的促進(jìn)作用,主要為:一是促進(jìn)區(qū)域經(jīng)濟(jì)要素流動(dòng);二是引導(dǎo)區(qū)域間產(chǎn)業(yè)布局;深化土地開(kāi)發(fā)。明晰了經(jīng)濟(jì)發(fā)展與城際軌道交通發(fā)展存在的互動(dòng)關(guān)系,相互助力發(fā)展。在總結(jié)了“十五”以來(lái)環(huán)渤海地區(qū)城際軌道交通發(fā)展的歷程后,明確了環(huán)渤海地區(qū)城際軌道交通網(wǎng)建設(shè)的必要性和可行性以及存在的問(wèn)題,為提出發(fā)展戰(zhàn)略提供參考;诶碚摵蛯(shí)踐的分析,基本確定環(huán)渤海城際軌道交通發(fā)展的三大戰(zhàn)略,一是目標(biāo)戰(zhàn)略:實(shí)現(xiàn)“一、二、三”小時(shí)生活圈,分層次設(shè)定路網(wǎng)目標(biāo),實(shí)現(xiàn)遼東半島、山東半島與京津冀經(jīng)濟(jì)帶的主軸連通,主要城鎮(zhèn)網(wǎng)絡(luò)化互通;二是布局戰(zhàn)略:形成京津冀地區(qū)-山東半島和京津冀地區(qū)-遼東半島兩條線路主軸;三是共贏戰(zhàn)略:實(shí)現(xiàn)環(huán)渤海地區(qū)互利共贏發(fā)展。戰(zhàn)略目標(biāo)的實(shí)現(xiàn),,需要相關(guān)措施保障實(shí)施。最后,為保障戰(zhàn)略的順利實(shí)施,本文從加強(qiáng)區(qū)域統(tǒng)籌規(guī)劃、合理選擇投融資方式、合理利用沿線土地開(kāi)發(fā)等方面提出了實(shí)施建議,為實(shí)現(xiàn)環(huán)渤海地區(qū)城際軌道交通早日實(shí)現(xiàn)網(wǎng)絡(luò)化、公交化運(yùn)營(yíng),助力區(qū)域經(jīng)濟(jì)一體化的美好愿景做出貢獻(xiàn)。
[Abstract]:The lagged development of intercity rail transit is an important reason for the blocking of economic integration in Bohai Rim. On the basis of the theoretical research on the development of regional intercity rail transit, this paper summarizes the effects of the development of intercity rail transit in domestic and foreign cities on the regional economy. Empirical study on the promotion of inter-city rail transit to promote regional economic development, mainly as follows: first, to promote the flow of regional economic elements; second, to guide the interregional industrial layout; to deepen land development. It clarifies the interaction between economic development and intercity rail transit development and helps each other develop. After summing up the development course of inter-city rail transit in Bohai Rim area since the 10th Five-Year Plan, the necessity, feasibility and existing problems of the construction of inter-city rail transit network in Bohai Rim region are clarified, which provides a reference for the development strategy. Based on the analysis of theory and practice, three major strategies for the development of inter-city rail transit around the Bohai Sea are basically determined. The first is the target strategy: to realize the "one, two, three" hours of life circle, to set the goal of the road network at different levels, and to realize the Liaodong Peninsula. The main axis of Shandong Peninsula and Beijing-Tianjin-Hebei economic belt is connected, and the main towns are interlinked with each other on the network, the second is the layout strategy: forming the main axis of two lines: the Beijing-Tianjin-Hebei region, the Shandong Peninsula and the Beijing-Tianjin-Hebei area and the Liaodong Peninsula; Third, win-win strategy: to achieve win-win development around the Bohai Sea. The realization of strategic objectives requires relevant measures to ensure implementation. Finally, in order to ensure the smooth implementation of the strategy, this paper puts forward some suggestions from the following aspects: strengthening the overall planning of the region, choosing the mode of investment and financing reasonably, and making rational use of land development along the route. It will contribute to the realization of the better vision of intercity rail transit network, public transport operation and regional economic integration in the Bohai Sea region at an early date.
