機(jī)場投資效益分析及風(fēng)險(xiǎn)管理研究

【摘要】:政府在投入大量資金建設(shè)機(jī)場時(shí),不僅僅要把投資收益是否高于成本作為衡量指標(biāo),還要更多考慮的是機(jī)場所能帶動(dòng)的社會效益,科學(xué)而客觀地分析我國機(jī)場的社會效益,有利于政府和相關(guān)部門制定科學(xué)的發(fā)展規(guī)劃,從而促進(jìn)航空運(yùn)輸業(yè)的發(fā)展。同時(shí),有投資就會存在風(fēng)險(xiǎn),機(jī)場一般具有投入資金巨大、規(guī)模大、周期長、涉及面廣、不確定性因素多、易受外界環(huán)境條件影響等特點(diǎn),因此,對機(jī)場投資風(fēng)險(xiǎn)的評價(jià)則顯得十分重要。 機(jī)場的社會效益分析方面,本文對國家統(tǒng)計(jì)局頒布的《2007年中國投入產(chǎn)出表》進(jìn)行調(diào)整,運(yùn)用投入產(chǎn)出法測算機(jī)場直接經(jīng)濟(jì)效益和間接經(jīng)濟(jì)效益,并以上海機(jī)場為例進(jìn)行計(jì)算。計(jì)算結(jié)果表明,在機(jī)場所帶來的效益中,屬于航空運(yùn)輸企業(yè)的只有一小部分,更大的比重體現(xiàn)在其對相關(guān)產(chǎn)業(yè)的推動(dòng)作用上。 機(jī)場投資的風(fēng)險(xiǎn)管理方面,,本文運(yùn)用WBS-RBS法較為全面地對機(jī)場投資建設(shè)過程進(jìn)行了風(fēng)險(xiǎn)識別,并給出了項(xiàng)目風(fēng)險(xiǎn)因素表;本文建立了機(jī)場投資的評價(jià)體系,在確定權(quán)重方面,運(yùn)用了物元分析法與AHP法相結(jié)合的方式,并對結(jié)果進(jìn)行了KENDALL檢驗(yàn),兩種方法的結(jié)合可以有效地避免單種方法帶來的不足,權(quán)重結(jié)果確定后運(yùn)用灰色多層次法進(jìn)行綜合評價(jià),從而得出綜合評價(jià)值,衡陽機(jī)場的例證表明,本方法切實(shí)可行;最后,本文針對項(xiàng)目風(fēng)險(xiǎn)因素表,分別提出了風(fēng)險(xiǎn)的優(yōu)先承擔(dān)者以及風(fēng)險(xiǎn)應(yīng)對基本策略,并重點(diǎn)介紹了融資模式多元化這一風(fēng)險(xiǎn)分散措施,本文建議將機(jī)場設(shè)施按不同的屬性及盈利能力進(jìn)行拆分,對不同的部分采取不同的融資模式,這種方式可有效地分散機(jī)場投資的風(fēng)險(xiǎn)。
[Abstract]:When the government invests a large amount of funds to build an airport, it should not only take whether the investment income is higher than the cost as a measure, but also consider more the social benefits that the airport can bring, and scientifically and objectively analyze the social benefits of the airports in our country. It is helpful for the government and related departments to formulate scientific development plan, thus promoting the development of air transport industry. At the same time, if there is investment, there will be risks. Airports generally have the characteristics of huge investment, large scale, long period, wide coverage, many uncertain factors, and easy to be influenced by external environmental conditions. The evaluation of airport investment risk is very important. In terms of social benefit analysis of airports, this paper adjusts the 2007 input-output table issued by the National Bureau of Statistics, calculates the direct and indirect economic benefits of airports by input-output method, and takes Shanghai Airport as an example. The results show that only a small part of the benefits brought by the airport belongs to the air transport enterprises, and the greater proportion is reflected in the promotion of the related industries. In the aspect of risk management of airport investment, this paper uses WBS-RBS method to identify the risk of airport investment construction process, and gives the project risk factor table, establishes the evaluation system of airport investment, and determines the weight of airport investment. The method of combining matter-element analysis with AHP method is used, and the results are tested by KENDALL. The combination of the two methods can effectively avoid the shortcomings brought by single method. After the weight result is determined, the grey multi-level method is used for comprehensive evaluation. The comprehensive evaluation value and the example of Hengyang Airport show that this method is feasible. Finally, this paper puts forward the priority bearer of risk and the basic strategy to deal with the risk according to the risk factor table of the project. This paper mainly introduces the risk diversification measures of financing mode diversification, and proposes to split airport facilities according to different attributes and profitability, and adopt different financing modes for different parts. This approach can effectively spread the risk of airport investment.
